About this file
This document contains a Quality Assurance Surveillance Plan (QASP) matrix and details of a solicitation for dismantlement and disposal of a Submarine Support Facility.
The QASP matrix establishes performance standards and monitoring procedures for demolition, transport, and disposal of a dry dock refueling complex. Key personnel qualifications, equipment performance, and responsiveness are measured against error rate standards of zero percent. Positive and negative contractor performance will be recorded in monthly reports and the Contractor Performance Assessment Reporting System.
The solicitation seeks offers for dismantlement, transportation and disposal of a radiologically controlled Submarine Support Facility at Portsmouth Naval Shipyard. The estimated 1,600,000 pounds of waste must be disposed of using bulk assay or count and release processes. Offerors must be qualified for radioactive waste handling and transportation. A site tour is required for proposals to be considered for awarding a contract to the successful bidder. The Navy seeks these services to dismantle and dispose of the facility offsite.
