About this file

This solicitation is seeking proposals for the dismantlement, transportation, and disposal of a Submarine Support Facility located at Portsmouth Naval Shipyard. The facility is radiologically controlled, and the selected contractor will be responsible for maintaining accountability of all materials at the worksite during demolition. The Navy expects all materials to be controlled and disposed of as radioactive waste through bulk waste assay or an equivalent process. The contractor's personnel will be subject to shipyard exposure monitoring. The demolition and disposal method to be used is commonly referred to as "Rip and Ship." The estimated volume of waste for disposition is approximately 1,600,000 pounds. The Navy will perform waste stream characterizations and radiological surveys. Offerors must hold all necessary qualifications, certifications, and licenses for transporting and disposing of the waste at an approved offsite facility. Potential offerors are required to tour the facility in order to submit a proposal that will be considered for contract award.
