3.1. Central Heating System

The contractor shall provide and install two new fuel oil boilers. The boilers shall be rated as A+++ energy efficient. Actual final size/capacity (KW) of the boilers shall be determined by the contractor’s design team. Calculation for the boiler(s) capacity shall consider the size of the areas to be heated, the heat losses of the building through its enclosures and through the required ventilation and the minimum required temperatures in worst winter conditions (specified in next paragraph).

- Size: To be determined by the contractor‘s designer and verified in writing by competent Montenegro authority and standard product previously used in the Republic of Montenegro.

- Heating system - fuel oil boiler - radiators and hot water heaters for gymnasium

- Ventilation system for gymnasium

The contractor shall provide official commissioning, maintenance manuals and trailing by the manufacturer’s representative. Payment above 80% shall not be authorized for the boiler until all documents are provided to the beneficiary and evidence is provided to the COR.

Heating System - Basis of Design

The contractor shall use the following basis of design.

- Heating Boiler: As described in previous paragraph:

- Heating boiler stack: Provide and install two stainless steel stacks, sized as per boiler manufacturer recommendations, stack to extend 1 meter higher than the highest elevation of the roof of the school building. This will require additional supports and structural reinforcement of the stack structure.

- Hot water circulation pumps: To be sized and designed by the licensed specialist hired by the contractor. Provide dual pump system. This means that for any pump provided, the contractor shall install another one in parallel to be used in case the first one does not work. Under normal operating conditions, only one pump of every two provided shall be operational.

- Heating circuits for the school: The school internal heating distribution system shall be divided into minimum 5 separate heating loops: elementary school, high school ground floor, first floor, second floor, and the gymnasium. This means that if there is any malfunction in any of the heating distribution piping or radiators, the school Administration shall be capable of shutting down that loop of the heating system in order to make the necessary repairs, while the other loops remain fully operational.

- Heating accessories: Provide all the necessary filters, valves, expansion tanks, pressure relief valves, water connections, drainages, balancing valves, and everything else necessary, as required by regulations and as included in the existing technical project, in order to provide a perfectly operational central heating system throughout the school building.

- Electrical work: provide all required electrical work to ensure a fully functioning central heating system including the new water softener.

- Interior temperature design: As required by Montenegro and European regulations for schools.

It is not acceptable if by increasing the output of the boiler in order to obtain the minimum temperature in the worst location, the temperature in the most favorable location goes above that required by European or Montenegro regulations. The whole system shall be balanced in order to obtain uniform interior temperatures.

Design and Build improvements to 4 schools in Montenegro: located at Andrijevica, Golubovci, Niksic, and

- Piping: Sized as required by the design. Piping shall be certified by the manufacturer to be used in central heating systems.

- Piping installation: The piping shall be installed along the walls of the school. It is not authorized to install the heating laying piping on the floors, especially where it can cause tripping hazards.

The installation of the piping shall require multiple wall and floor penetrations. All wall and floor penetrations shall be done through pipes sleeves, in order for rapid replacement of piping in the future in case it is needed. The contract includes restoring all floors and walls to their original condition. This will require patching and painting walls and floors. When piping is installed along the walls, these shall be installed with the necessary supports in order to install them perfectly vertical or horizontal, without any visual deflection. Additionally, the contractor will find other installations in the walls where they will need to install the heating radiators. The contractor is responsible to modify, alter or reroute any existing installation within the school building, which interferes with the installation of the new central heating system.

- Radiators: Provide bimetal type heating radiators. Sized as required by the existing technical project. Provide each radiator with its individual control valves. Refer to Section 10 of this PTS for the typical radiator.

- Radiator and piping physical protection: In areas where the heating system will be subject to potential physical impacts, the contractor shall design a protection system for the radiators and piping. These protection systems shall comply with the Montenegro Fire Code and shall be approved in writing by the radiator manufacturer.

- An underground, horizontal, double wall tank for fuel oil, size 50 m3, is required. As part of the delivery of the tank, deliver shafts and all other accompanying materials necessary for connecting the reservoir and the pipeline to the boilers. Tank shall have a built-in float. The tank shall be grounded as required by the manufacturer. There shall be one supply line from the tank to each boiler, approximate size 15 x 1 mm. The return tube from the boilers is also 15 x 1 mm and the joint tube is for both boilers. All pipes are to be laid in a concrete channel.

- The boiler room shall be brought up to current fire protection regulations: the front door of the boiler room must be exterior rated and sufficient width for the entry of the equipment. The inner doors must be self-closing and swing out from the boiler room in order to allow unimpeded exit from the boiler room in the event of a fire. The exterior doors must have a louver, if not one must be installed on the side wall on the side of the underground tank, dimensions 1500x500 mm.

Contractor shall provide one S-6 fire extinguisher, two S-9 fire extinguishers and one fire extinguisher CO2-5. New extinguishers shall be securely mounted to the wall at the height and location(s) required by regulation. The distance between the appliances shall not exceed 20 m.

- Water softener: A city water softener for heating systems, type Aquaset 1000 as manufactured by Viessmann or similar. Along with the softener, it is required to use a protective self-operating pre-filter, which consists of a permanent mesh housing. The compact softener housing contains an ion-exchange resin, which is automatically regenerated when its capacity is exhausted.

Regeneration is automatic and takes place without supervision at pre-programmed time.

- Installation and Commissioning of New Boiler: To be done and/or certified in writing by the manufacturer representative.

- Testing: All piping systems shall be tested at minimum 3 times the maximum operating pressure, with no noticeable drop in pressure after 48 hours. Pressure test to be certified by third party inspector licensed in Montenegro.

- Acceptance: Final acceptance will be determined by measuring the temperature in each room in worst winter conditions (when outside temperature is maximum -20 degrees Celsius).

Design and Build improvements to 4 schools in Montenegro: located at Andrijevica, Golubovci, Niksic, and

Temperature test will be conducted by a third party inspection company licensed in Montenegro.

Duration of the contract is longer than the time required to make all necessary works. This is because payment over 80% will not be authorized until temperature test results are provided to the COR.
