About this file

This is an amendment to a solicitation for design-build renovation services at four schools in Montenegro. The Navy is soliciting proposals to renovate schools in Andrijevica, Golubovci, Niksic, and Zabljak. The amendment provides responses to pre-proposal inquiries regarding qualification requirements for quality control and site safety personnel. For quality control managers and alternates, the Construction Quality Management for Contractors course is required. The site safety and health officer must complete a 30-hour OSHA industry safety class or equivalent training. While one site safety and health officer per site is preferred, for projects with multiple sites more than 45 minutes travel time apart, designated representatives may be appointed to each remote location to serve in an additional duty safety role. Proposals for the solicitation are due on the date provided in the previous amendment.

Solicitation N3319120R4019 Amendment 0002

The purpose of this solicitation amendment is to respond to Pre-Proposal Inquiries.

Pre-Proposal Inquiry 6:

Please, confirm that “Construction Quality Management for contractors” course is required for QC personnel and OSHA 30 for SSHO personnel.

Pre-Proposal Inquiry 6 Response:

QC Personnel: Qualifications of the QC personnel are established in NAVFAC Construction Quality Management Program (NAVFAC P-445) which is available online. What is referred as “QC personnel” in the inquiry, is described by NAVFAC as all the people involved in Quality Control, which ranges from the laborers and mechanics performing the work, through the on-site supervision and up to the management of the construction firm. Some of the positions with specific Quality Control responsibilities are:

· Project Superintendent

· Subcontractor Foreman

· Quality Control Manager

· Alternate Quality Control Manager

· Assistant Quality Control Manager

· Registered Fire Protection Engineer

· Submittal Reviewer(s)

· QC Specialist(s)

According to NAVFAC requirements, the QC Manager, as well as the Alternate QC Manager shall have completed the course entitled "Construction Quality Management for Contractors", offered by both NAVFAC and the Army Corps of Engineers. However, this requirements is not extensive for other positions within the QC personnel.

Regarding the SSHO (or Site Safety and Health Officer): The SSHO is required to have completed:

- The 30-hours OSHA General Industry Safety class, or

- The 30-hours OSHA Construction Industry Safety Class, or

- An equivalent, formal construction or industry safety and health training covering the subjects of the OSHA 30-hour course and the US Army Corps of Engineers Safety Manual

Therefore, the mentioned OSHA course is one of the allowed credential for the valid designation of the SSHO, but is not the only one permitted.

Pre-Proposal Inquiry 7:

Due to the possibility of simultaneously works at the four schools, confirm if SSHO/QCM personnel has to be on site full time. Considering one SSHO/QCM per site or school.

Pre-Proposal Inquiry 7 Response:

Regarding the QCM and in accordance with NAVFAC P-445, no work or testing may be performed unless the QC Manager, the Alternate QC Manager or in the case of afterhours work, the Assistant QC Manager is on the work site. The QC Manager can be at one site, while a

Solicitation N3319120R4019 Amendment 0002 competent person designated by him/her can be at the other site. The contractor is responsible to establish the Quality Control System in compliance with NAVFAC-445.

Regarding the SSHO: The US Army Corps of Engineers Safety Manual states that the Contractor shall employ a minimum of one CP (competent person) at each project site to function as the SSHO (primary), depending on job complexity, size and any other pertinent factors. However, this same manual also allows when the project contains multiple sites and has been assessed and given an activity Risk Assessment Code (RAC) of low or medium, a Designated Representative (DR) shall be appointed for each site where remote work locations are more than 45 minutes travel time from the SSHO’s duty location. DRs are collateral duty safety personnel with safety duties in addition to their full-time occupation.

This amendment is incorporated into Solicitation N3319120R4019. The proposal due date for this solicitation remains unchanged from the date provided in Amendment 0001.
