4) REQUEST FOR SPECIFICATION CLARIFICATION #40

SPECIFICATION ITEM NO.: 021, PARAGRAPH / SECTION NO: 7.3

TITLE: CLEAN AND GAS FREE TANKS, VOIDS, COFFERDAMS & SPACE (SPECIAL CONTROL SPACES)

The answer provided to RFC#10 is understood and accepted.

For estimating purposes the offer will need to understand where the 600,000 gallons of fuel is located and the trim/stability and liquid loading of the ship upon arrival.

As draft adjustments may be necessary to maintain the required under keel clearances during shifting of the vessel, a trim & stability report should be provided to assist in determining liquid loading revisions.

QUESTION:

Please provide a trim and stability calculation developed from the ship’s cargo max load monitor system to determine the anticipated arrival condition and where the 600,000 gallons of fuel will be located upon arrival.

Offeror also requests the Ship’s transfer pump capacity to determine duration it will take to offload the 600,000 gallons of fuel once the vessel is on the dry-dock.

Enclosure 2.2.1 of Work Item 021 provides the anticipated location and amount of fuel onboard the vessel upon arrival at a Contractor’s plant on the West coast.

***NOTE: This is the corrected answer to RFSC #41 from Amendment 0003.

5) REQUEST FOR SPECIFICATION CLARIFICATION #41

SPECIFICATION ITEM NO.: 901, PARAGRAPH / SECTION NO: 5.4, 7.1.9, and 7.1.14.1

TITLE: DOCKING AND UNDOCKING (SPECIAL CONTROL SPACES)

1.) Paragraph 5.4 of the WI states, “THE RADIOLOGICAL CONTROL OFFICER (RCO) SHALL BE NOTIFIED PRIOR TO THE START OF THE REQUIREMENTS OF THIS WORK ITEM. THE RADIOLOGICAL CONTROL OFFICER (RCO) SHALL MONITOR THE REQUIREMENTS OF THIS WORK ITEM WHERE THE CONTRACTOR IS REQUIRED TO INTERFACE WITH THE NUCLEAR SUPPORT FACILITY (NSF) BOUNDARIES. THE RADIOLOGICAL CONTROL OFFICER (RCO) SHALL ENSURE ALL RADIOLOGICAL REQUIREMENTS AND PRECAUTIONS OF NAVSEA 0989-058-8000 FIGURE 1A-24 OR 1B-24 (AS APPLICABLE) ARE MET. “.

In review of paragraph 2.0, the list of references we find that there is no reference provided for REQUIREMENTS AND PRECAUTIONS OF NAVSEA 0989-058-8000 FIGURE 1A-24 OR 1B-24.

2.) Paragraph 7.1.9 of the WI states, “DIVER MUST BE QUALIFIED TO AND WEAR a PERSONAL DOSIMETER DUE TO THE CONTROLLED AREA OF THE HULL BETWEEN FRAMES 74 AND 110.”

The Offeror’s local Marine Diving Contractor requests information regarding the qualifications the Diver must be qualified to for wearing a Dosimeter while diving the hull to confirm contact of the hull with the dry-dock blocks prior to pumping up the dry-dock.

3.) Paragraph 7.1.14.1 of the WI states, “CONTRACTOR WILL NOT ACCESS AREAS OF THE VESSELS UNDERWATER HULL FROM FRAMES 74 TO 110 UNTIL THE DRY-DOCK HAS BEEN SURVEYED IN ACCORDANCE WITH NAVSEA 08 REQUIREMENTS FOR UNRESTRICTED ACCESS, THIS WILL BE COORDINATED WITH THE RADIOLOGICAL CONTROLS OFFICER (RCO) OR HIS DESIGNATED REPRESENTATIVE. IF THERE ARE AREAS OF THE DRY-DOCK THAT ARE RESTRICTED AREAS BASED ON THESE SURVEYS THE CONTRACTORS OR SUB-CONTRACTORS WILL REMAIN OUTSIDE OF THESE RADIOLOGICAL BOUNDARIES.

As the dry-docking evolution will be halted while NAVSEA 08 performs their survey of the Ship while on the dry-dock from frames 74 to 110, this Offeror requests the approximate amount of time / duration that should be considered for NAVSEA 08 to perform their survey.

QUESTION:

1. For estimating purposes and review, please provide NAVSEA 0989-058-8000 FIGURE 1A-24 OR 1B-24.

2. Please provide the qualification criteria for paragraph 7.1.9.

3. Please provide the approximate amount of time / duration NAVSEA 08 will require to perform the survey as cited in paragraph 7.1.14.1 for unrestricted access to the dry-dock.

ANSWER:

1. This requirement is accomplished entirely by the ship’s Radiological Controls Officer (RCO). The Offeror has no responsibility in accomplishing this requirement and has no need for this reference. The reference will not be provided.

2. The ship’s RCO will accomplish an internal survey of the hull area between Frames 74 and 110 prior to arrival at an offeror’s facility. This will eliminate the requirement for the diver to wear a TLD, while swimming, in the area of the hull between Frames 74 to 110. Work Item 901 will be revised to remove this requirement.

3. The RCO will require approximately four (4) hours to accomplish the surveys and post clearances for the underwater hull between Frames 74 and 110 in the dry-dock basin.
