4. REQUEST FOR SPECIFICATION CLARIFICATION #06
SPECIFICATION ITEM NO.: 211, PARAGRAPH / SECTION NO: J-2 Attachment to Solicitation
TITLE: FORCED DRAFT BLOWER OVERHAUL
MSC provided the J-2 Category “A” Work Item Attachment/Index, which lists Work Item 211.
No Specifications for Work Item 211 have been received.
QUESTION: Please provide work item 211 and its specifications.
ANSWER: Work Item 211 is currently under development and will be removed from the J-2 Attachment. Disregard any pricing on the J-2 or J-3 for this work item.
5. REQUEST FOR SPECIFICATION CLARIFICATION #07
SPECIFICATION ITEM NO.: 903, PARAGRAPH / SECTION NO: 7.8
TITLE: SEA CHESTS & STRAINER PLATES INSPECTION and REFURBISHMENT (ABS) (SPECIAL CONTROL SPACES)
Paragraph 7.8 of the SOW, the reference is made to the coat of Amerlock 400 GFK which is applied and references this product in work item 904. Upon review of Work Item 904, it is found that no provision for Amerlock 400 GFK is stated within paragraph 4.1.1.
QUESTION: Please clarify MSC’s intent regarding paragraph 7.8 of work item 903.
ANSWER:
The intent is to coat the interior of the sea chest with a coat of Amerlock 400 GFK as the second coat of epoxy prior to the first coat of anti-foulant. The Revised work item 904 is issued with this Amendment 0002.
6. REQUEST FOR SPECIFICATION CLARIFICATION #08
SPECIFICATION ITEM NO.: 903, PARAGRAPH / SECTION NO: 7.2
TITLE: SEA CHESTS & STRAINER PLATES INSPECTION and REFURBURISHMENT (ABS) (SPECIAL CONTROL SPACES)
Paragraph 7.2 cites “Insure steel blanks with gaskets are installed in the sea valve openings during sea chest, overboard, and injection scoop high-pressure water blasting and painting, as covered in Work Item 905.”
Upon review of WI# 905, it is noted that this Work Item is for Ground Tackle and Anchor Chains.
QUESTION: Please clarify MSC’s intent regarding paragraph 7.2 of work item 903.
Paragraph 7.2 of work item 903 is revised to reference work item 904. The Revised work item 903 is issued with this Amendment 0002.
7. REQUEST FOR SPECIFICATION CLARIFICATION #09
SPECIFICATION ITEM NO.: 903, PARAGRAPH / SECTION NO: 7.7
TITLE: SEA CHESTS & STRAINER PLATES INSPECTION and REFURBURISHMENT (ABS) (SPECIAL CONTROL SPACES)
Paragraph 7.7 cites “Prime all exposed surfaces of the sea chest out six (6) inches and all strainer plates with one (1) coat of Amercoat 240 Black and one (1) coat of Amercoat 240 Red to a DFT of 4-5 mils each, following manufacturer’s application instructions.”
Upon review of Work Item 903, it is noted that the work item has no criteria for surface preparation to the sea chests and strainers.
QUESTION: Is it MSC’s intent to only HP Wash and Preserve the Sea chests and strainer plates?
MSC’s intent is to accomplish surface preparation and coating of the sea chest under work item 904. The Revised work item 903 is issued with this Amendment 0002.
8. REQUEST FOR SPECIFICATION CLARIFICATION #10
SPECIFICATION ITEM NO.: 021, PARAGRAPH / SECTION NO: 7.3
TITLE: CLEAN AND GAS FREE TANKS, VOIDS, COFFERDAMS & SPACE (SPECIAL CONTROL SPACES)
Paragraph 7.3 cites “Provide a clean storage facility with a capacity of approximately 600,000 gallons of fuel oil....”
With regards to certain West Coast locations, available storage facilities or tank barges for storing the specified amount of fuel cited in this paragraph may not be available. Due to “non-low sulfur” formulas, fuels onboard MSC Ships can only be sold in certain states as “cutter stock” and are basically sold as scrap.
QUESTION: Can the ship arrive at an offeror’s facility with less fuel onboard so the fuel can be retained onboard?
ANSWER: Ship's Force is making every effort to arrive at a Contractor's facility with the minimal amount of fuel onboard. However, the AS Class Vessels are limited because they only have one (1) saltwater ballast tank and are required to use fuel as ballast to control stability. Based on the stability requirements and estimated fuel burn rate for the transit to a Contractor's facility, 600,000 gallons is what is anticipated to be onboard the vessel upon arrival at any Contractor's facility which is located on the West coast.
9. REQUEST FOR SPECIFICATION CLARIFICATION #011
SPECIFICATION ITEM NO.: SOLICIATION, PARAGRAPH / SECTION NO: L-5 SITE VISIT/SHIP CHECK
TITLE: INSPECTION OF THE VESSEL
QUESTION:
1. Due to the USS FRANK CABLE (AS 40) ROH/DD numerous Category “A” work items, it is requested that a ship inspection/site visit be offered to address details and work specifications in order for any offeror to provide a solid proposal. A three (3) day ship inspection is requested to evaluate these work items onboard with the Port Engineer and Primary Port Engineer.
2. It is requested that the Solicitation N32205-16-R-4406 be extended by four (4) weeks, for a new closing date of 16 December 2016. This may assist any offeror in providing information and phots from a ship inspection, to potential subcontractors who will be requested to submit their quotations to prime offerors interested in submitting a proposal to MSC.
ANSWER:
1. A ship check/site visit is to be provided in this Amendment 0002. The dates for the ship check/site visit is 9 through 11 November, 2016, onboard the USS FRANK CABLE (AS 40) located at Naval Base Guam. This ship check/site visit will also be annotated in section L in the Solicitation.
2. The Solicitation closing date is hereby extended to 2 December, 2016, in support of the ship check/site visit and due to the numerous Category “A” work items that are under review, along with corresponding references. Section A of the Solicitation will be changed to reflect the new closing date.

The proposal should be sufficiently complete to demonstrate how the offeror will comply with government directions and requirements throughout the performance period. Data previously submitted, or presumed to be known, i.e., descriptions of previous projects performed for the government, cannot be considered as a part of the proposal unless physically incorporated in the proposal.
