1. REQUEST FOR SPECIFICATION CLARIFICATION #31
SPECIFICATION ITEM NO.: 022, PARAGRAPH / SECTION NO: 7.2.1 Sea Trials
TITLE: DOCK TRIALS and SEA TRIALS
The offeror notes the following work items - 022, 208, 209, 213, 402, 503, and 918 - all invoke OEM’s or OEM authorized technical representatives within individual work item specification to be present during dock and sea trails.
The offeror accounts for more than 20 OEM Technical Representatives invoked in the basic specification and request clarification in reference to Paragraph 7.2.1 - J:
All manufacturer and authorized technical representatives, used by an offeror to install, repair and/or modify any equipment or system shall be present during operational testing of that equipment or system during the sea trial event.
QUESTION:
Please clarify if the intent is for all OEM Technical Representatives to be available to support Sea Trails in addition to the (6) OEM’s Technical Representatives annotated in the work items above.
ANSWERS:
The following Work Items have operational testing requirements that will need Technical Representatives to complete during Sea Trials:
Work Items: 022, 208, 209, 213, 303, 401, 402, 403, 404, 503, and 918.
2. REQUEST FOR SPECIFICATION CLARIFICATION #32
SPECIFICATION ITEM NO.: 214, PARAGRAPH / SECTION NO: 3.2.3
TITLE: REPLACE MAIN CONDENSER SCOOP INJECTION & CIRCULATING PUMP INLET FLANGES
QUESTION:
Paragraph 7.2.6 calls out to “Remove and replace Main Circulating pump stiffener and web support frame.” The references do not show any details which pertain to the mentioned frame work to be repaired.
Please provide drawings, pictures or sketches that will assist in estimating this repair. Please include metal sizes and location of repairs including any major interference(s).
ANSWER:
The Stiffener are ½ “ Thick – 12” Tall - 26” Long, A-36 Mild Steel.
The revised Work Item 214 is issued with the release of Amendment 0003.
3. REQUEST FOR SPECIFICATION CLARIFICATION #34
SPECIFICATION ITEM NO.: 511, PARAGRAPH / SECTION NO: 7.2.8 – 7.2.8.1
TITLE: 1, 2, & 3 AC PLANT REFRIGERANT FLUSH & SERVICE
QUESTIONS:
1. Is the intent of the specification/work item required to accomplish a Flush of the Refrigerant System for each A/C plant listed in 3.2 using refrigerant as the flushing media?
2. If refrigerant is to be used as flushing media, what type of refrigerant is to be used for the flush on the AC plants?
3. Or it is a chemical flush of the A/C plant?
4. Or both refrigerant and chemical flushes?
Please advise.
ANSWER:
The intent of the Work Item is for the offeror to develop a process control procedure using Reference 2.2 for guidance in order to accomplish flushing of the refrigerant systems for the A/C plants onboard the vessel. The company California Marine Cleaning is provided as a required source to meet the requirement of this work item based on the recommendation of the Original Equipment Manufacturer (OEM). California Marine Cleaning has accomplished numerous flushes on similar refrigeration systems for the OEM and has a complete understanding of the requirements and the Federal, State and Local regulations that apply to this requirement.
4. REQUEST FOR SPECIFICATION CLARIFICATION #35
SPECIFICATION ITEM NO.: Solicitation, Attachment J-10, PARAGRAPH / SECTION NO: Interport Differential Calculation
TITLE: WEST COAST – COMPUTATION OF INTERPORT DIFFERENTIAL
The Offeror notes a significant difference in the Interport Differential for this availability in comparison to the 2011 IPD Calculated for the USS FRANK CABLE (AS 40) - Solicitation N00033-11-R-7501 – IPD listed as Attachment J-10, and the 2014 IPD Calculated for the USS EMORY S. LAND (as 39) - Sol. # N32205-14-R-5000 – IPD listed in Attachment J-10 for both availabilities. It is noted that each vessel’s point of origin, was similar to the current USS FRANK CABLE’s (AS 40) solicitation.
The differences in the 2011 & 2014 IPD Calculation performed for the USS FRANK CABLE (AS 40) and the USS EMORY S. LAND (AS 39) were marginally similar between 2011 & 2013. In addition, the IPD differences between the West Coast ports has risen significantly; this raises the question as to the accuracy of the IPD Calculation for this USS FRANK CABLE (AS 40) availability.
QUESTION:
Please review the IPD calculation components and provide the calculation formula for Offeror to review.
ANSWER:
The data utilized to calculate the IPD figures for the 2011 USS FRANK CABLE (AS 40) ROH/DD are no longer available for comparison from the records in Washington D.C., and as this data is five (5) years old, is not relevant to the 2016 calculations.
The data utilized to calculate the IPD figures for the 2014 USS EMORY S. LAND (AS 39) ROH/DD, were available for comparison, and showed a higher IPD amount(s) for all West Coast shipyard locations.
The current IPD figures for this 2017 availability, are lower for each location, due to lower fuel costs such as $126.00 per barrel in 2013, in relation to the current rate $79.80 per barrel, as of two (2) months ago. This change reflects a lower cost in transit for the vessel as it makes its way north to a West coast location.
Also, the 2014 availability was scheduled for 180 days; this availability is currently scheduled for 120 days, resulting in lower amounts of per diem costs (by 30 days) for members of the MSC On-site team.
Other data relevant to the calculation of the IPD cannot be released as it is sensitive to the operation of the vessel and not for public dissemination.
5. REQUEST FOR SPECIFICATION CLARIFICATION #36
SPECIFICATION ITEM NO.: 302, PARAGRAPH / SECTION NO: 7.2
TITLE: GROUP CONTROL CENTERS GROOMING and CIRCUIT BREAKER SERVICING
Per Paragraph 7.2, which states “Accomplish an inspection of the cable runs and connections for signs of insulation fatigue, overheating, chaffing and looseness from the power source (Switchboard) for each GCC listed in 3.1 and from each GCC Circuit Breaker to each load.”
QUESTION: Does MSC want the an Offeror to hand over hand each cable from the power source (Switchboard) for each GCC listed in 3.1 and from each GCC Circuit Breaker to each load looking for deficiencies in each cable?
ANSWER:
The intent is for the offeror to inspect the cables from each Circuit Breaker in the Group Control Center to each load.
6. REQUEST FOR SPECIFICATION CLARIFICATION #37

7. REQUEST FOR SPECIFICATION CLARIFICATION #38
SPECIFICATION ITEM NO.: 206, PARAGRAPH / SECTION NO: 7.1.5
TITLE: MAIN REDUCTION GEAR & ALOP OPEN/INSPECTION
QUESTION:
Paragraph 7.1.5 advises that the MRG Lube Oil will be transferred by Ship's Force to storage tanks.
There is no requirement to refill the system with new oil.
Is the intent to re-use the old oil after these repairs have been made?
If the reduction gear is to be replenished with new oil, will MSC provide the new oil (GFM)?
ANSWER:
The offeror is to remove and dispose of 2,500 Gallons of 2190 TEP Lube Oil from the MRG sump. Upon completion off the requirements of Work Items 115 and 206, the offeror is required to transfer 2,500 Gallons of New 2190 TEP Lube Oil provided by the Ship’s Chief Engineer into the main reduction gear sump.
