Safety tradeoff factor questions for the TAGS Procurement:
1. If the Government were willing to pay more for a company with a better historical safety record, is there enough of a variance between your company and your competitors to justify using safety as a trade-off factor? If so, why?
2. If the Government were willing to pay more for a more safely operated vessel, would a company be able to demonstrate how it would improve safety on the TAGS vessels if it were the operator? If so, how?
3. The Government is considering a FFP-Award Fee contract structure. We are considering using safety as an award fee factor (among other factors). Is there a dollar amount (to be shared among all vessels) that would motivate your company to operate the vessel in a safer manner? If so, what is that amount and why?
