QUESTIONS AND ANSWERS #3

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Is the cost of maintaining the Library for Sponsor Personnel specified in C1.1.20.1 reimbursable?

ANSWER: No. Section C-1.1.20.1 will be revised in a future amendment to the solicitation as follows:

C-1.1.20.1 Provide and Maintain a Library for Sponsor Personnel. The contractor shall provide and maintain a library for Sponsor personnel by purchasing books and magazines.

Existing titles aboard each ship and new library material, selected from an assortment of popular fiction and nonfiction, either paperback or hardback, shall be provided at the expense of the contractor. New books shall be of sufficient quantity to add to or replace at least 25% of the existing books on hand at the beginning of each three-month period. The total number of books available shall be maintained at no less than five per person aboard the ship. The contractor may allow his employees access to the library on an equal basis with Sponsor personnel. Upon completion of the contract, the contractor shall return to the Government a library inventory comparable in quality, quantity, and condition to that provided at the beginning of the contract performance period.

2. Is the Cost of the Television/Video service specified in C1.1.20.3 reimbursable?

ANSWER: No, costs associated with Section C-1.1.20.3 are for the contractor’s account.

3. Form D-2 Total Evaluated Price – Can you please advise if Form D-2 should be completed simply by adding each vessel’s evaluated price taken from each vessel’s Form D-1?

ANSWER: Yes, the D-2 tab should build from each vessel’s D-1 form for a total evaluated price. See revised “Forms A thru D-2 Revision 1”.

4. C-1.7.1.1 This section states “During FOS, the vessels will be manned by the FOS crew in accordance with TTM/WTM-19. Crews will work eight hours per day, seven days a week (including National Holidays)”. Yet section C-1.7.11.3 says that Contractor’s FOS per diem rate “shall include the full wages for each crew member for a twelve-hour workday, seven days per week (including weekends and holidays), 365 days per year (84 hours per week per person) during FOS. All overtime incurred beyond the eight-hour workday shall be reimbursable in accordance with Section G-7.” These statements appear to be contradictory if everything over 8 hours is reimbursable, but the fixed fee must include full wages for a 12-hour work day. Please clarify this.

ANSWER: Section C-1.7.11.3 will be revised in a future amendment to the solicitation as follows:

C-1.7.11.3 Overtime. The contractor shall comply with the manning requirements specified in TTM/WTM-19. The contractor’s fixed priced FOS per diem rate shall include the full wages for each crew member for an eight-hour workday, seven days per week (including weekends and holidays), 365 days per year (56hours per week per person) during FOS. All overtime incurred beyond the eight-hour workday shall be reimbursable in accordance with Section G-7. Any overtime incurred for the purpose of maintaining required “watches” shall be part of the fixed price per diem.

5. Section C-1.7.11.3 states that the per diem FOS rate shall be inclusive of full crew wages basis a twelve-hour workday, seven days per week. However, this Section also states that all overtime incurred beyond the eight-hour workday shall be reimbursable. Can you please confirm that any non-watch overtime incurred during the twelve-hour workday is reimbursable?

ANSWER: See answer to Question #4 above. Yes, any non-watch overtime incurred beyond the 8 hour work day is reimbursable.

6. C-1.7.1.1 states that crews will work eight hours per day, seven days a week. C-1.7.11.3 states that the FOS per diem rate shall include full wages for each crew member for a twelve-hour workday, seven days per week during FOS. It further goes on to state that all overtime incurred beyond the eight hour workday shall be reimbursable in accordance with Section G-7. Please clarify the intent for work hours on the vessel, and is non-watch OT after 8 hours reimbursable or part of Fixed Fee?

ANSWER: See answers to Questions #4 and #5 above.

7. TM Section 21 - When a vessel is “In Port” as defined in Technical Manual section 21, does it usually remain in FOS status or ROS?

ANSWER: This is a projected Operational Tempo during FOS periods (to include maintenance periods).

8. There repeated references to the T-AGS Technical Manual (TTM) and the Waters Technical Manual (WTM) throughout this Solicitation. However, there is only one Technical Manual provided. (See C-1.1.5.1 as an example.) Please confirm that there is only one Technical Manual for this solicitation.

ANSWER: There is only one technical manual T-AGS Technical Manual (TTM). All references to the WATERS Technical Manual (WTM) will be removed from the solicitation in a future amendment.

9. Section L-8.E states that only Form D-2 will be evaluated for award. However, Section M- 1.B.3.(B) states that FOS, ROS and RAV pricing will be evaluated for contract award. Form D-2 does not show FOS, ROS or RAV rates. Is this correct? Should Form D-1 for each vessel also be submitted with offers?

ANSWER: Form D-2 does not show specific rate information. Form D-1 will need to be completed by the offerors to feed into D-2. The specific daily rates (FOS, ROS, and RAV) will be evaluated for reasonableness and an offeror can not be awarded a contract if its rates are determined unreasonable. However, the total evaluated price will be the information presented in Form D-2. See also answer to Question #3.

10. TM Section 21 - When a vessel is “In Port” as defined in Technical Manual section 21, does it usually remain in FOS status or ROS?

ANSWER: FOS

11. C-1.1.14.1 and C-1.1.14.2 – Provide Mission support and Conduct Sponsor Operations:

C-1.1.14.1 states that overtime is reimbursable. C-1.1.14.2 states that only testing required by SR/SNR beyond these requirements will be reimbursable.

Please explain/clarify.

ANSWER: See answer to Questions #4, #5, and #6 above. Any non-watch OT after 8 hours is reimbursable.

12. C-1.7.1.1 – Full Operational Status Manning: Crews will work 8 hours per day, seven days a week (including Holidays).

C-1.7.11.13 - Overtime: Contractor’s fixed price FOS Per Diem Rate shall include the full wages for each crew member for a 12 hour workday, seven days a week (including weekends and Holidays).

C-2.1 – Maintenance and Repair, General: Any non-watch overtime incurred in support of these requirements shall be reimbursed in accordance with Sections C-1.7.11.3 and G-7.

There are wording conflicts within these three sections. 8 hour day versus 12 hour day? What is “non-watch overtime” in regards to working a 12 hour day?

Please clarify.

ANSWER: See answer to Questions #4, #5, and #6 above.

13. C-1.7.4 Crew Rotations - All crew travel and Per Diem associated with crew rotations is non-reimbursable.

Answer: Normal crew rotation is covered in the per diem rate and is non-refundable. Unusual circumstances which may require special crew overlap is reimbursable IAW Section C-1.7.5 and C-1.7.11.2. Section C-1.7.4 will be revised to clarify crew overlap as follows:

C-1.7.4 Crew Rotations. All crew travel and per diem associated with crew rotations is non-reimbursable. Unusual circumstances which require crew overlap shall be reimbursable IAW Section C-1.7.5 and C-1.7.11.2. Crew rotations shall be undertaken in a manner that does not compromise ship safety and ensures personnel and operational continuity. Prior to arrival onboard, all crew will have completed all required training.

• The contractor shall ensure there is at least thirty (30) days between the rotation of the Ship’s Master and Chief Mate, and at least 30 days between the rotation of the Chief Engineer and 1st Assistant Engineer.

• The contractor shall not change-out/rotate more than 50% of the crew in one evolution.

C-1.7.11.2 Overlapping Crew Wages: The Government, as referenced in Section C-1.7.5, may reimburse additional overlapping wages and travel expenses with prior COR or AAA approval.

C-1.7.5 Special Crew Overlap: This item is silent in regards to reimbursement of crew travel expenses.

Please review and clarify

Answer: Per Section C-1.7.5 “… the contractor may seek reimbursement for crew overlap provided prior written approval from the COR or authorized Approving Authority is obtained.

Reimbursement of crew overlap shall be a matter within the COR or authorized Approving Authority’s sole discretion and will be considered on a case-by-case basis. Refer to Section C-

1.7.11.2 for mandatory crew overlap requirements.”

14. C-2.7.2.2 Port Engineer Travel: This item describes Port Engineer travel in regards to shipyard availabilities.

Is travel reimbursed for repair availabilities that are not shipyard related but require port engineer attendance?

ANSWER: Any repair availability that requires Port Engineer attendance IAW Section C-

2.7.2.1 is reimbursable.

15. C-2.7.3.3 Pre-Availability Inspection: This item does not discuss whether the expenses for Port Engineer attendance are reimbursable as the location of this inspection cannot be known at this time. The location of this inspection could well be OCONUS.

Please provide clarification.

ANSWER: Yes, expenses for Port Engineer are reimbursable. This inspection usually takes place during voyage repair periods.

16. C-2.7.4.2 Crew Retention (RAV): The contractor shall retain sufficient personnel during overhauls and other availabilities when the ship is in Repair Availability (RAV) Status to accomplish preventive maintenance as required by SAMM, monitor repairs and alterations, and to provide for required in-port security. At a minimum, the contractor shall retain ship’s crew as specified in TTM/WTM-19. The contractor shall be responsible for all wages, lodging, subsistence, local transportation, and other incidental costs related to the retention of these crewmembers in RAV status. The contractor shall presume the ship will be unavailable at all times to lodge and feed the retained crew. If crewmembers in addition to these are required for special shipyard work or evolutions, the contractor shall submit a request to the COR or authorized Approving Authority with full justification for their retention. This request shall be submitted at least fourteen (14) calendar days prior to the start of the availability.

Reimbursement for the cost of these additional personnel is addressed in Section C-1.7.1.4.

This section appears to be incorrect based on the RAV information contained in Section B-8 and F-4. These Sections indicate that RAV manning will be mutually agreed upon by the Contractor and the Government based on the current situation. Section C-1.7.1.2 discusses the cost reimbursement for RAV crews. TM 19 does not provide any specific information on RAV crewing, but does have a contradicting statement concerning the generation of a RAV rate in 19.1 that also needs to be clarified.

Please review and clarify.

ANSWER: See Answer to Question #36 in “QA2 TAGS RFP 16R3100”.

17. C-3.4.2 Key Shore Based Personnel: This section indicates that resumes are required prior to their employment. F-5a indicates that resumes are due with both the initial and final proposal deliveries.

Please clarify this requirement.

ANSWER: Section F-5 will be revised in a forthcoming amendment to the solicitation to clarify Key Shore Based Personnel resume submission. See Sections C-3.4.2 and C-3.4.6 for details.

18. C-5.8.1 Manage Sponsor Consumables: A projected value of $6000 for 30-40 line items has been provided.

C-5.8.2 Managed Sponsor HAZMAT: There is not projected value provided for this item.

Please provide a projected value for Sponsor HAZMAT.

ANSWER: There will be no additional HAZMAT generation than what is typical for this type of vessel.

19. F-1 Period of Performance: The example provided creates some confusion as the dates are not based on the current anticipated delivery date noted in F-2.2 of 1 April 2017. In particular the anticipated contract ending date should be April 2022 not April 2021.

Please consider updating this example.

ANSWER: Section F-1 PERIOD OF PERFORMANCE will be revised in a future amendment to the solicitation as follows:

Performance of the contract shall commence upon the delivery of the first vessel. The base period of performance of this contract shall end on 30 September following delivery of the first vessel. There will be four, one-year option periods, and a fifth option period that will commence 01 October and end the day before the delivery date of the year then current. For example, if the first vessel delivers on 15 April 2017 the base period of performance shall be 15 April 2017 to 30 September 2017, there will be four, one-year options periods, and the fifth option period shall commence 01 October 2021 and end 14 April 2022.

20. TM 23.0.19 Operations: Navy Mobile Instrumentation Systems (NMIS): The information under the Sponsor Action is not complete.

ANSWER: This information will be provided to the successful offeror after award.
