QUESTIONS AND ANSWERS #7
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. SF 33, Box 9: Due to the recent revisions in Amendment 0004, this will require additional time to revise proposal documents, draft new documentation required, send out Performance Questionnaires, and allow sufficient time for the Government References to complete/return by due date of proposals.
For the reasons noted above, we respectfully request an extension of the due date for Submission of Offers to be August 19, 2016 . Please provide confirmation of the extension via Amendment to the Solicitation.
ANSWER: Amendment 5 extended the due date 12 August 2016. A future amendment will make a final extension of the due date to 16 August 2016.
2. Attachment Form A-D Regarding pricing, should our familiarization amount be for a 7 day event, or should it be listed as daily per‐diem?
ANSWER: Per diem rate based on the contractor’s familiarization plan. IAW C-1.7.1.5.1 “The total familiarization period will last no longer than 45 days”. Section C-1.7.11.4 provides a seven
(7) day allocation upon vessel delivery to “verify the validity of the incumbent contractor’s physical inventories and determine the condition of the ship”. The inventory verification period in C-1.7.11.4 and the familiarization period are two separate events. The cost for inventory verification should be included in the FOS per diem rate.
3. L-8Sec.#A.(i): although we have read the referenced section, there remains a question and confusion regarding the amount of financial resources which are required to be available.
Please advise if the following formula is correct in calculating such financial resources: $ amount of per diem/day X 7 vessels X 45 days PLUS $2.5 million X 7 vessels = Total Financial Resource Amount.
ANSWER: Correct. Per Section L-8(A)(i), “For the purpose of this section, adequate financial resources is an amount equal to the total value of 45 days of per diem payments for seven ships in FOS, plus the necessary resources to conduct one major availability per ship (estimated at $2,500,000/ship).”
4. We cannot find Attachment “M” in the solicitation. Please advise where it is located.
ANSWER: Attachment M was posted to FBO on 8 August 2016.
5. As a small business and with limited personnel resources to assemble our final bid submittal, we would kindly request a 7 day extension to the current bid submittal date.
ANSWER: See question to answer Question 1 above.
6. In L-8 D. Past Technical Performance Proposal there are two mentions of attachment M that is to be used in completing the proposal, but we have been unable to locate attachment M, on FBO.gov. Could you please direct us to where we could find attachment M?
ANSWER: See answer to Question 4 above.
7. Ref section L-8.B.4, Technical Proposal, references section 1.7.1.5.8. Is this a typo?
ANSWER: Yes, this is a typo. Language should reference Section 1.7.1.5. The language will be revised in a future amendment.
8. Ref section L-8.D, Past Technical Performance Proposal, the italicized NOTE at the end references elements 1 through 6 on Attachment K, and Safety Performance as element 7, however there are now only five (5) elements to be addressed in the revised Past Technical Performance Proposal (Quality & Safety Management Systems and GFP Management were moved to Section L-8.B.4, Technical Proposal). Will Attachment K be revised accordingly?
ANSWER: Yes, the language in Section L-8(D)(NOTE) will be revised in a future amendment.
9. F-1 Period of Performance calls for a Base Period and 5 Option Periods. The pricing forms only include 4 Option Periods. Please advise if the Pricing Forms will be revised and reissued.
ANSWER: Pricing forms have been revised to include Option 5 and will be posted to FBO in a future amendment.
