ABSTRACT:
1.1 This item describes the requirements for dock trials and sea trials. Compass calibration will be accomplished during sea trials.

NOTES:
5.1 The contractor and subcontractors must consult Military Sealift Command’s General Technical Requirements, (GTR’s), to determine applicability to this work item. The contractor and all subcontractors must comply with all applicable GTR requirements.
5.2 The contractor and subcontractors shall review other work items under this contract, to determine their effect on the work required by this item. Based on this review the contractor shall plan and schedule work to minimize conflicts between work items.
5.3 The definitions of many terms used in this work item are found in work item 001.
QUALITY ASSURANCE REQUIREMENTS: None additional.
STATEMENT OF WORK:
5.4 DOCK TRIALS
5.4.1 Develop and submit to MSCREP, two (2) days prior to dock trials, a Dock Trial agenda that includes:
a. List of equipment to be tested
b. List of tests
c. Test performance criteria
d. Test acceptance criteria
e. Test schedule
f. Test data to be recorded
g. Test data recording format
h. Instrumentation required
i. List of shipyard personnel involved
j. List of vendor technical representatives
k. List of regulatory body representatives
5.4.2 Dock trials shall be carried out jointly with ship’s force. Representatives of contractor or subcontractor shall be present onboard to witness testing and record operational testing and performance data. Dock trial results shall be summarized by the contractor and submitted to the MSCREP prior to sea trials.
5.4.3 Conduct dock trials two (2) days prior to sea trials.
5.4.4 Allocate four (4) hours minimum duration for running of each equipment/system.
5.4.5 Schedule all dock trials during the day shift.
5.4.6 Perform dock trials in accordance with the published agenda.
5.4.7 Operate and test main propulsion machinery, auxiliary machinery, and equipment that have been overhauled, repaired or otherwise worked on during the performance of the Work Package.
5.4.8 Turn the shaft during dock trials, taking all necessary precautions to obtain wheel clearance prior to turning the shaft. Contractor shall provide tug services at the pier to provide positive holdback during dock trials. Contractor shall provide additional lines, make temporary removals and disconnections as necessary to support dock trial evolution.
5.4.9 Manufacturer and authorized technical representatives, used by the contractor to install, repair and/or modify any equipment or system shall be present during operational testing of that equipment or system during the dock trial event.
5.4.10 Correct deficiencies attributable to contractor or subcontractor workmanship found during dock trials, prior to accomplishing sea trials.
5.5 SEA TRIALS
5.5.1 Develop and submit to the MSCREP, two (2) days prior to sea trials, a Sea Trial agenda that includes:
a. List of equipment to be tested
b. List of tests
c. Test performance criteria
d. Test acceptance criteria
e. Test schedule
f. Test data to be recorded
g. Test data recording format
h. Instrumentation required
i. List of shipyard personnel involved
j. List of vendor technical representatives. All manufacturer and authorized technical representatives, used by the contractor to install, repair and/or modify any equipment or system shall be present during operational testing of that equipment or system during the sea trial event.
k. List of regulatory body representatives
l. List of equipment requiring special operating conditions (e.g., sea state, navigational clearance, test ranges, etc.)
m. Equipment requiring calibration and adjustment while at sea. (e.g., compass adjustment)
5.5.2 Conduct sea trials one (1) day prior to scheduled redelivery.
5.5.3 Perform sea trials in accordance with published agenda.
5.5.4 Operate and test at equipment full power rating, all main propulsion machinery, auxiliary machinery, and equipment that has been overhauled, repaired or otherwise worked on during the performance of the Work Package.
5.5.5 Allocate eight (8) hours minimum of actual running time in open seas. Transit time shall not be included in the sea trial time requirement.
5.5.6 Provide the following personnel at minimum (with respective craft tools) to ride the ship and perform final adjustments, calibrations, data collection, deficiency correction and observance of equipment/system performance during the entire sea trial.
a. One (1) supervisor
b. Two (2) machinists
c. Two (2) pipe fitters
d. Two (2) electricians
5.5.7 Provide the services of a recognized representative to calibrate the magnetic compass in accordance with the U.S. Coast Gurard and ABS.. Along with providing a condition survey of the magnetic compass, swing the compass and complete a new Deviation Table: U.S. Department of Homeland Security U.S. Coast Guard CG-2596, Deviation Table..
5.5.8 Submit an as-found condition report to the MSCREP within 24-hours of Sea Trial completion documenting deficiencies identified during sea trials. Catalog deficiencies by work item number.
5.5.9 Correct deficiencies attributed to Contractor or sub-contractor workmanship found during sea trials prior to redelivery.
5.5.10 Repeat the Sea Trial at Contractor’s expense until satisfactory results are achieved if the initial sea trial is deemed unsatisfactory by the MSCREP.
5.5.11 Upon successful completion of the sea trial, as accepted by the MSCREP, contractor shall provide sea and/or land transportation to pick up all contractor, subcontractor and government riders from the traditional pick-up point for the local launch service and return those personnel to the shipyard.
5.5.12 If a sail-away sea trial is conducted, a change order will be issued to accept redelivery of the vessel at an alternate location from that listed in Work Item 018 (Delivery & Redelivery).
5.5.13 Contractor shall provide all tugs, pilots, line-handlers, etc. to support ship departure and return from sea trials.
5.6 DOCK AND SEA TRIAL REPORTS
5.6.1 Prepare final Dock Trial and Sea Trial reports addressing:
a. Equipment/systems tested
b. Test environmental conditions
c. Test date and time
d. Test acceptance criteria
e. Test results GENERAL REQUIREMENTS: None additional.
