3.4.2 Labor Category Descriptions & Qualifications
3.4.2.1 Chief Engineer/Qualified Member of the Engine Department
SCA Code: N/A BLS SOC: 53-5031
Function: Supervise and coordinate activities of crew engaged in operating and maintaining engines, boilers, deck machinery, and electrical, sanitary, and refrigeration equipment aboard ship. The Chief Engineer is directly responsible for the proper operation and maintenance of all electrical and mechanical equipment on the ship and, as required its tow. Directly responsible and accountable for all mechanical and electrical equipment including the engine room tools and equipment. Directly responsible to ensure proper operation of all safety related equipment and overseeing the transfer of necessary fuel, water, and lube oil to the ship in accordance with appropriate Coast Guard regulations. Responsible to ensure the completion of the daily engine/maintenance log
Education: High School diploma or equivalent. Successful completion of technical school, trade school, or advanced armed services technical school curriculum or course in electricity, electronics, avionics, mechanics, armaments/ordnance, or engineering technology; or completion of at least 30 semester hours (45 quarter hours) of courses at an accredited college or university in an engineering, scientific, or technical curriculum.
Experience: A minimum of 10 years’ experience in performing the stated functions. In lieu of post-high school education/training, a total of 12 years’ experience in performing the stated functions.
Special Experience: At least 2 years of experience with implementing and managing quality control processes, performing workmanship inspections of products and services in the areas stated in the SOW. Must have excellent communication skills and be able to interact in a professional manner with our Government inspectors.
Special Note: Must possess the appropriate Merchant Mariner Credential
(MMC).

3.4.2.2. Computer Network Support Technician I

Functions: Assist with the procurement and maintenance of an inventory of allowable, readily replaceable, computer peripheral hardware such as monitors, keyboards, and mice to replace worn out or broken equipment on NMCI computers to prevent loss of productivity and work stoppages. 3.4.2.2.1 Computer Network Support Technician II
Functions: Provides for Information Technology (IT) liaison and coordination of support services for users with Navy Marine Corps Intranet (NMCI) issues. Respond to requests for assistance in resolving technical problems for Navy NMCI desktop computer and shared peripheral equipment including but not limited to printers, copiers, fax machines, and scanner by analyzing symptoms and performing basic troubleshooting. Resolve simple and basic technical problems locally if possible and provide assistance as needed with submitting trouble calls and
Move Add Change (MAC) requests to the NMCI Helpdesk for NMCI computers and shared peripheral equipment problems that cannot be resolved. Monitor, track, and update the status of
NMCI Helpdesk trouble calls and Helpdesk Expert Automation Tool (HEAT) tickets on government provided databases and applications. Perform coordination, liaison, and escort of
NMCI personnel performing business such as technology refresh at the ATR and ATMO work sites. Proactively gathers and disseminates information on FAM issues. Assists with the implementation of the various FAM stages and processes, the identification of requirements for implementation, and the effects/constraints of each stage. Assist with creating and maintaining presentations on NMCI and FAM phased implementation, status, and the day-to-day effects and constraints relative to business operations. This may also entail preparation and maintenance of spreadsheets and/or other office automation products. Assist with preparing and giving briefs and presentations on the implementation and the effects on business operations of the NMCI and
FAM stages. Perform coordination, liaison, and escort of NMCI personnel performing business such as technology refresh at the ATR and ATMO work sites. Assist with the procurement and maintenance of an inventory of allowable, readily replaceable, computer peripheral hardware such as monitors, keyboards, and mice to replace worn out or broken equipment on NMCI computers to prevent loss of productivity and work stoppages.

3.4.2.2.2 Computer Network Support Technician III
Functions: Performs all of the functions of a Computer Network Support Technician II plus:
mentors and assists other Computer Network Support Technicians and ensures proficiency of their work.
Education: High School graduate or equivalency certification plus successful completion of a technical course, trade school, or advanced armed services technical school in computer applications.
Experience: 8 years’ experience performing the stated functions. In lieu of post-high school education/training, a total of 10 years’ experience in performing the stated functions.
Special Experience: At least 3 years of the individual’s stated total experience as a team leader and mentor of less experienced personnel.
Strong background in server management and software installations and upgrades. Exceptional customer service skills

3.4.2.3 Computer Programmer I

Functions: Write and test code that allows computer applications and software programs to function properly turning program designs created by software developers and engineers into instructions that a computer can follow. Assists higher level Computer Programmers by performing elementary programming tasks which concern limited data items and which closely follow patterns of previous work done in the organization. This worker may perform routine programming assignments (as described in Level II) under close supervision.
Education: High School diploma or equivalent and coursework or 1 year of work experience with the higher level programming languages such as C++.

3.4.2.3.2 Computer Programmer III

Functions: All of the above stated functions of Computer Programmer plus applies standard programming procedures and detailed knowledge of pertinent subject to develop, modify, and maintain, assigned programs. Mentors and oversees lower level Computer Programmers for profiency.

3.4.2.4 Computer Scientist, Junior
Functions: Applies knowledge of computer science concepts and techniques, mathematics, and methods of statistical analysis to develop and apply automated solutions to engineering, scientific or business data acquisition and management problems. Uses mathematical, statistical, and scientific logic to identify conceptual or theoretical solutions to problems of Information
System (IS) hardware and software system design and operation. Analyzes and formulates architectural and functional specifications, interfaces, and data structures. Researches applications for IS hardware, software, and operating systems. Writes, modifies, and adapts computer programs in machine level, assembly, and third- or fourth-generation programming language. Receives on-the-job training in computer science concepts and requirements of the subject matter field. Performs elementary instructions, or coding and testing of simple programs.

3.4.2.5 Computer Systems Analyst I

Functions: Study the organization’s current computer systems and procedures, and design solutions to help the organization operate more efficiently and effectively. Determine the role of
IT systems in an organization, research emerging technologies, devise ways of adding functionality to existing computer systems, oversee installation and configuration of new systems to customize them for the organization, conduct testing to ensure that the systems work as expected, train the systems’ end users and write instruction manualsAssignments are designed to expand practical experience in applying systems analysis techniques and procedures. Provides several phases of the required systems analysis where the nature of the system is predetermined, uses established fact-finding approaches, knowledge of pertinent work processes and procedures, and familiarity with related computer programming practices, system software, and computer equipment. 3.4.2.5.1 Computer Systems Analyst II

Functions: Applies systems analysis and design skills in scientific operations. Develops a system of several varied sequences or formats for processing a limited problem in a scientific project. This position requires competence in most phases of system analysis and knowledge of pertinent system software and computer equipment and of the work processes, applicable regulations, workload, and practices of the assigned subject-matter area. Recognizes probable interactions of related computer systems and predicts impact of a change in assigned system.
Reviews proposals which consist of objectives, scope, and user expectations; gathers facts, analyzes data, and prepares a project synopsis which compares alternatives in terms of cost, time, availability of equipment and personnel, and recommends a course of action; upon approval of synopsis, prepares specifications for development of computer programs. Determines and resolves data processing problems and coordinates the work with program, users, etc. Orients user personnel on new or changed procedures, may conduct special projects such as data element and code standardization throughout a broad system, working under specific objectives and bringing to the attention of the supervisor any unusual problems or controversies. Works independently under overall project objectives and requirements, and apprises supervisor about progress and unusual complications. Work is reviewed for accuracy of judgment, compliance with instructions, and to insure proper alignment with the overall system. Completed work is reviewed for timeliness, compatibility with other work, and effectiveness in meeting requirements. Demonstrates competence in all phases of systems analysis techniques, concepts, and methods and knowledge of available system software, computer equipment, and the regulations, structure, techniques, and management practices of one or more subject-matter areas. Analyzes input data from diverse sources, recognizes probable conflicts, integrates diverse data elements and sources, and produces innovative solutions for a variety of complex problems. Guides users in formulating requirements, advises on alternatives and on the implications of new or revised data processing systems, analyzes resulting user project proposals, identifies omissions and errors in requirements and conducts feasibility studies. Recommends optimum approach and develops system design for approved projects, interprets information and informally arbitrates between system users when conflicts exist. Provide guidance and advice to FTEs to ensure that appropriate sample rate, resolution, and range limits are selected during test program planning. Applies advanced technical knowledge to solve complex problems that typically cannot be solved solely by referencing manufacturers' manuals or similar documents.
