SOW Question Response

Compatibility. If the majority of the labor force must have a S or TS clearance. Why is only unclassified documents prepared?

The contractor is required to have Secret and Top Secret Clearances because they operate range systems and equipment that gathers and processes classified data during test and training events and they perform maintenace on classified systems and equipment that is located in classifed areas of the test range. The contractor is not required to prepare classified documents and reports.

Ports, Naval Ships, and Government Ranges (Test and Training).

Mediterranean Countries or Sea?

Fleet training personnel out of Norfolk may travel to and stage out of

Mediterranean countries (e.g. out of Souda Bay, Crete or Rota, Spain) to support training on the Mediterranean Sea.

NAS Oceana, Dam Neck Annex, VA. Should the JEB be added here?

ATMO utilizes the port located at the Joint Expedetionary Base (JEB) at Little

Creek, VA. The port at Little Creek is currently listed under Section 3.1.2.4 Ports, Naval Ships, and Government Ranges (Test and Training).

Subcontractors. The Prime Contractor shall obtain the prior approval of the

Contracting Officer for any subcontractors that will be providing support under this contract. Are these post award additions?

Subcontractors that are proposed by an Offeror and are evaluated as part of the

Offerors proposal will be inserted in the fill-in section within FAR clause 52.244-2

(Subcontracts). Subcontractors that are added after award will be reviewed by the Government based on the instructions described within FAR 52.244-2. If approved, the subcontractor will be added to the fill in section of FAR clause

52.244-2.

The Contractor shall provide the COR and Contracting Officer with a signed

NDA (CDRL A011) for those positions that have been designated by the

COR as performing duties that require an NDA. Are those addressed in the

SOW?

Yes, those SOW sections that the Govenrment anticipates will require an NDA are addressed in SOW paragraph 3.1.7.8.1

Detailed Support Requirements. Does ATR intend to give a government estimate of labor categorized and number of hours? Will we be expected to break down the hours in our proposal to the colors of money calledout in the

SOW?

Yes, the labor categories and labor hours (regular and overtime) for each category will be provided so Offerors can calculate the higher level Labor CLINs.

The Government is currently discussing how the labor CLINs tied to funding will be handled in the RFP and how they will ultimately be proposed by the Offerors.

Detailed Support Requirements. Does the contractor have to keep track of the different types of funds (RDT&E, WCF, APN, O&M, etc.) placed on the contract?

The Government will fund each of the CLINs tied to a specific funding type with the appropriate type of funding. The contractor will have to track the funding and ceilings of those CLINs tied to funding as part of CDRL preparation and invoicing.

Is there a complete list of all the control room hardeware and software?

No, the Government does not plan to release a complete list of all the control room hardware and software.

How does the contractor price Developmental efforts that are based upon future requirements and budgets? How does the contractor know what these will be?

As this is a Level of Effort (LOE) requirement, the contractor will provide personnel to fill labor categories and hours as required by the Government. The

Government will identify the labor categories and hours (required LOE) needed to support developmenal efforts over the course of the contract. During contract execution, the Government will identify and communicate Developemental efforts to the contractor IAW with SOW Section 3.3.25 Systems Engineering Support.

Provide liaison support between members of the Joint Atlantic &

Chesapeake Ranges Cooperative (JACRC). How is liaison support between joing Atlantic and Chesapeake Ranges Cooperative performed? Is this a manual process and what data is passed between them? How often?

SOW Section 3.3.1.3.16 has been revised to clarify the requirement.

Can you provide a list of software used, not just the systems?

The systems contain manufacturer installed software. Information on the software used on these systems can be obtained by contacting the manufactuer of the systems.

Is raw weather radar data available? If so, from where?

Yes, during system operation the raw weather data is available from the multi-weather sensors.

Is there a requirement to recover the balloon transponders? No. There is not.

For costing purposes, can the government provide a listing of software, their coding language and hosting location?

No, this information will not be required for purposes of pricing the requirement. A subsequent draft RFP will include Section L and M and that will describe how the

Cost proposal should be structured.

For pricing purposes, will the government provide the I&M Project Plans?

Does the incumbent have access?

This information will not be required for cost proposal preparation.

…FWC and METOC Systems Knowledge Center (MSKC) Norfolk, VA. Are both centers in Norfolk and how are outages reported?

Yes, both centers are located in Norfolk. Outages are reported over government telephone located at ATR.

What are the requirements for the number of people needed outside of normal duty hours?

The requirement will be for one (1) person outside of normal duty hours as it pertains to SOW paragrapgh 3.3.3.3.11.2.

Upper Air Observations. Is there a requirement to launch the balloons or is that performed by the government?

Yes, there is a requirement to launch ballons with radiosondes. SOW Section

3.3.3.3.6 language has been revised to claify this as a requirement.

Conduct training on weather services and meteorology data products. Is there a current documented training package in place that we can start from?

No, this is not a formal training session with a documented training package. The training is conducted one-on-one with range customers to get them familiar with

ATR weather services and products available to them in during flight testing and training events.

The contractor shall correct minor problems as they arise on the day of test or during the test event. Does this mean that we will not correct them unless they are on the day of the test? How is "minor" defined?

No. In addition to correcting minor problems while performing scheduled preventative maintenance and corrective maintenance when the systems are in a non-operational status, the contractor shall also perform minor corrective maintenance when systems are in an operational status. Minor maintenace is defined as meeting the following criteria: a) Material substitution will not be involved, b) Disassembly of the component or part will not be required, c) A tagout/lockout will not be required, d) a written procedure is not required, e)

"Documented" postmaintenance testing will not be required.

Range Safety Mission. (1) Flight Termination Systems, (4) Maritime Surace

Surveillance Radars, and (2) Video Surface Surveillance Cameras. Can additional details be provided?

Yes, this information will be provided in the Technical Library at a later date.

Operational Support. Is there a Range Safety Hazard Analysis Handbook or operating procedures?

Yes, these documents will be provided in the Technical Library at a later date.

Schedule and perform CM during nonoperational support times. How is this defined?

Non-operational support time is when the equipment or system is not scheduled or available to support flight test and training events.

…and schedules established in I&M Project Plans. What is currently being planned? Our question revolved around "how do we price the unknown?" If the incumbent has this information they can price it with greater precision.

This information will not be required for cost proposal preparation.

Assist with maintaining material and equipment levels required to support the operation and maintenance of the test communication systems. Is there a system used to support this?

No. There is not currently a system.

Frequency Management Mission. Is there a tool used to deconflict frequencies?

Yes, tools used to deconflict frequencies are the WEB based application called

IFDS or the Inter-range frequency de-confliction system and the other is the

NAWCAD Spectrum Monitoring system or NSMS.

Range Sustainability. What set environmental compliance issues need to be taken into account? Birds? Fish? Fuel Spills?

The environmental compliance issues to be taken into account are habitat management, the Endangered Species Act, the Migratory Bird Treaty Act, the

Marine Mammal Protection Act, and the Coastal Zone Management Act.

Radars. (5) maritime surveillance radars. Which ones? Additional detail?

Additional information on the maritime surveillance radars will be included in the

Technical Library

Process and dissemate all Notices to Airmen (NOTAM) for Pax River and

Webster Field. Via email? Phone calls?

Notices are distributed electronically via the Air Force Weather Web Services

(AFWEBS) site

Mission. How often do PMRF events occur? For costing purposes, is this a series of full time positions? Are folks expected to travel here?

Event occurrence is variable at PMRF. The Government will provide the LOE required (labor categories and hours) for the PMRF support which will be required for generating the Cost proposal.

Provide logistics support for the maintenance of fixed and mobile/transportable range safety instrumentation and test bed infrastructure and assets. Can you be more specific as to the types of support?

The type of maintenance logistic support shall include procurement of parts and services incidental to and necessary for performance of maintenance of the instrumentation.

Maintenance Support. The contractor shall provide support of Calibration

Lab maintenance requirements to include…Is all calibration performed in the

Cal Lab? Any off site or other sites?

Yes, all calibration is performed in the Calibration Lab.

ATR Quality Assurance & Quality Control. Are there quality control procedures and are they documented? If yes, which document?

Yes, some of the ATR Quality Assurance and Quality Control processes and procedures are documented. These will be avaliable in the Applicable Documents folder of the Technical Library.

Sea Targets. Is there a size requirement for the surface vessels?

Yes, the size requirement for sea targets will be defined during test and training event planning fully dependent upon customer requirements.

Download customer identified test data. Is something done with the data?

Yes, the Governement TPOC will take possesion of that data and provide that to the test and training event customer.

Provisioning of Food. Aboard the various ships, how many days or just a days' worth of provisions?

The amount of provisions will vary depending upon the specific requirements for each test and training event. The Government will provide this requirement to the contractor during contract execution.

Provide a Vessel Services Bid Package (CDRL A024) for the dry dock services consisting of a completed SOW similar to that used by the

Superintendent of Ships. Will the government provide an example of a completed SOW similar to that used by the Superintendent of Ships?

Yes, a sample of the SOW that is part Vessel Services Bid Package will be provided in the Technical Library.

3.3.38.2 Maintenance Support

The contractor shall maintain equipment to ensure system and equipment availability prior to test and training events.

Can the government provide a list of “equipment” that shall be maintained?

The equipment that the contractor shall maintain is listed in the Subsections of

3.3. Detailed Support Requirements.

For example, 3.3.9 Radars (RDT&E, WCF)

3.3.9.1 Mission.

Radars provide real-time tracking of cooperative (beacon) and non-cooperative

(skin) targets for vectoring and positive control of test platforms within range operational areas. They provide precise and accurate Time-Space-Position

Information (TSPI) data as a slaving source for pointing other range instrumentation and situational awareness through surveillance of sea and airspace within range operating areas. The Radar systems are a mixture of fixed and mobile systems located throughout the geographic expanse of Chesapeake

Operating Areas as required by the Government Radar planners. Real-time data is provided to the ATR Control Center through communications equipment located at each site. The Contractor will provide support on the following Government radar systems and equipment:

• (3) Range Instrumentation Radar (RIR)-778 instrumentation radars, manufactured by Vitro Services in 1984.

• (1) AN/FPQ-17 Multiple-Target Instrumentation Radar (MIR) manufactured by

Raytheon in 1980.

• (7) Maritime Surveillance Radars

• (20) Radar tracking transponders (beacons), consisting of numerous Herley-

Vega models, majority being the AN/DPN-90 (V) 1 and 2 models (400W)

• Special Test Equipment (including RIR-778 IF receiver test box, MIR phase shifter test set, Herley-Vega beacon test set)

• (1) ASR-8 Air Surveillance Radar.

Afloat Training Group (ATG) Support (Option CLIN). This group will be based in Mayport, FL and will routinely use surface vessels to support force protection exercises that will be conducted in port or underway. Can the government clarify whether the term "this group" refers to the contractor or is a government entity. There are no positions on the Labor Category listing for Mayport, FL.

The ATG is a Government entitiy. The Labor Category and Qualifications information provided in the draft SOW Section 3.4 was incomplete. An updated draft version of SOW Section 3.4 will be provided that specifies the LOE required from the contractor at this location.

Maintenance. The contractor shall maintain, repair, and modify Government owned equipment, as listed in the SOW. Will the government provide a list of the Government owned equipment to be maintained?

The Government owned systems and equipment that the contractor shall maintain, repair, and modfiy are identified/listed in each separate SOW

SubSection within Section 3.3 Detailed Support Requirements. For example see

SOW Sections 3.3.3, 3.3.4, and 335.

Can the government please clarify the work location Hugo? Is this aboard the surface training vessel Hugo?

Yes. That is correct.

Can the government clarify the meaning of the asterick for 4 of the Norfolk, VA positions?

The asterick sigifies a Key labor category.

Can the government confirm the requirement for the General Clerk I position at Pax River?

The Labor Category and Qualifications information provided in the draft SOW

Section 3.4 was incomplete. An updated draft version of SOW Section 3.4 will be provided that clarifies this information.

Can the government confirm the lowest level Order Clerk I for Pax River requires a Top Secret clearance while the other Order Clerks only require a

Secret clearance.

The Labor Category and Qualifications information such as required Security

Clearance for each labor category provided in the draft SOW Section 3.4 was incomplete. An updated draft version of SOW Section 3.4 will be provided that further clarifies this information.

Can the government clarify the Site Manager "VA" skill level. Is this meant to be level "V" or another level?

Can the governement provide a revised Draft Section 3.4 Labor Categories with the Labor Hours?

Yes, a revised Section 3.4 (Labor Categories and Qualifications) is being included with the response. As with the rest of the SOW that was released earlier, these are DRAFT and subject to change before issuance of the final RFP.
