1. Will the Government please provide the names of the companies/vendors who are currently providing the following ODC services:

Aircraft support services Tower climbing services Dive support services Confined spaces services Vessel dry docking services Vessel support services For Aircraft support services, historically, Airtec, Inc. has been utilized. For the other ODC services, a variety of vendors have been utilized such as; Teltronic Towers, Inc. for Tower climbing services, Chesapeake Bay Diving, Inc. for Dive support services, Colonna’s Shipyard for Vessel dry docking services, and RSGA, Inc. for Vessel support services. Confined spaces services has not previously been a contractor requirement.

2. In reviewing Section H, we understand there are additional ODC services provided under this contract; however, we assume the ODC services listed above (and in Section L, 2.2 Transition Phase-in Plan) are the ODC services that are most significant and mission critical to TSS. Will you please confirm that the ODCs listed above comprise the majority of "Other" ODC services?

3. Is it the Government's intent for the successful Offeror to subsume the existing contracts with the vendors of these ODC services, or is it the Government's intent for the successful Offeror to perform internal source selections to ensure these vendors provide the best value to NAWCAD for the new contract?

It is not the Government's intent for the successful offeror to subsume the existing contracts with the vendors of these ODC services. The successful offeror should perform internal source selections to ensure these vendors provide the best value to NAWCAD to meet mission requirements.

4. "The Offeror shall provide how they will meet the Small Business requirement of 30% of total proposed subcontracted dollars." Assuming that some of the ODC vendors are small businesses, will the estimated $16M/year for ODCs, provided in DRFP Attachment-CA-1 Prime Cost Spreadsheet, be factored into the 30% small business subcontracting requirement?

The offeror must demonstrate that they meet the 30% Small Business requirement in order to be considered awardable.

5. As stated above, DRFP Attachment-CA-1 Prime Cost Spreadsheet provides a plug number of ~$16M for ODCs. Will the Government please provide a breakdown of the estimated percentage of this $16M that will be allocated across the various ODC services previously listed?

The Government will not provide a breakdown because the utilization of these ODCs vary widely each year dependent on the quantity of operational fight test and training events conducted, the number of failures/repairs of systems, equipment, and vessels that occur, and the availability of funding.
