About this file

This document contains questions and answers related to a draft solicitation for range technical support services. The solicitation is being issued by the Naval Air Systems Command Naval Air Warfare Center on behalf of the Department of the Navy. It seeks services including aerial target operations, vessel and craft operations and maintenance, and range instrumentation. Incumbent contractors provide similar services. Offerors are advised to follow DoD socioeconomic subcontracting goals and base labor rates on BLS data rather than other salary surveys, with rates for some categories governed by SCA minimums. The document clarifies that vessel inspection requirements apply differentially depending on type and that land-based crane maintenance is handled by NAVFAC while contractors assist with shipboard cranes. No pricing terms, response dates or periods of performance are mentioned.

Section L 5.3 Section 2.1 For any proposed prospective hires, provide information to substantiate the proposed direct labor rates, such as Government approved resources related to direct rate data for specific geographic areas (e.g. Bureau of Labor Statistics (BLS) data).

Q: Will the Government also accept the use of other nationally recognized salary survey data bases such as Economic Research Institute (ERI), Towers Watson, Mercer, and others as substantiation for direct labor rate and salary data as long as the rates returned fall within the ranges listed in the table provided?

The Government will not accept substantiation based on other recognized salary survey data bases. For prosepective hires, Offerors shall bid in accordance with the rate range table in Section L, Volume 5. The final RFP will be updated to reflect this change.

The annual average LOE for aircraft support services varies depending upon the test and training event requirements.

Below is the average requirement for fixed wing and rotary wing support for the last three years:

2016: Fixed Wing 1,120 hours, Rotary Wing 35 hours 2017: Fixed Wing 1,706 hours, Rotary Wing 117 hours 2018: Fixed Wing 1,325 hours, Rotary Wing 31 hours

Q: Is the contractor responsible for maintenance, repair, and inspection of the cranes, or are they managed outside of the ATMO contract by an outside activity such as PWC?

Cranes are both shore-based and vessel based.

Land based cranes are maintained, repaired, and inspected by NAVFAC. The Contractor will assist the ATMO in maintenance, repair, and inspection of shipboard cranes.

This will be clarified in the SOW in the Final RFP

Section L, 2.1, Direct Rates Government provided a table with rate ranges identified for BLS SOC codes. The RFP states the following “This table includes non-SCA labor categories as well as select SCA labor categories.”

The government provided SCA code and BLS Rate Range for select labor categories such as Computer Programmer I (CP I).

Q: Does the offeror comply to SCA WD or the BLS Rate Range for labor categories in which Government provided both SCA code and the BLS Rate Range for those select labor categories?

In accordance with the SCA, AWD’s are minimum wage rates Offerors must pay an employee, however companies may pay more than the minimum AWD rates. Offerors should not propose a direct rate for a SCA labor category that is below the associated AWD rate(s).

Speciifically for the Computer Programmer I, the AWD does not contain an established rate. All Offerors shall bid in accordance with the rate range table in Section L, Volume 5.

Section L Part B Volume 1 paragraph 1 b What does the term" C1" used to categorize the contract citations? This term was not identified in the instructions for the tables ES-2 nor PP-1 released on March 26th.
