Security guidance.: 8a: Access to F-35 SAP information is restricted to the F-35 Program Office in Arlington VA, as well as F-35 program office field sites at Edwards AFB, CA; Wright Patterson AFB, OH; NAWC/AD Patuxent River, MD; NAWC/WD China Lake, CA and Pt. Mugu, CA; Eglin AFB, FL and the prime contractor sites. Work location for non-SAP portion of this contract will be NAWC/AD Patuxent River, MD.

10a: Classified COMSEC material is not releasable to contractor employees who have not received a final security clearance at the appropriate security level. Cryptologic keying materials and Controlled Cryptographic ltems (CCI) are controlled by Department of the Navy, NISPOM, and National Security Agency (NSA) guidelines. The contractor shall be guided by NSA/CSS Policy Manual 3-16 in the control and protection of COMSEC material/information at their facilities. When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by DoD 5220.22-M, EKMS 1 (series) and Command policy and procedures. Written concurrence of the Technical Point of Contact/Contracting Officer Representative is required prior to subcontracting.

10e (2) - The contractor is authorized for access to Non-SCI National Intelligence Information on behalf of Rebecca Ahne, NAVAIR Senior Intelligence Officer. 13. Security guidance.: 10b, 10e (2): For F-35 Only: Restricted Data and Non-SCI Intelligence Data be protected using the policy and guidelines established in the NISPOM (DoD 5220.22-M). The F-35 collateral security classification guide (SCG) dated 11/10/05 (and subsequent revisions) will be used. Access to all classified material will be at the facilities listed in item 8a only. Contract requires access to the SIPRNET. Although intelligence data is available on SIPRNET, and could be inadvertently accessed, there is no valid requirement for intelligence at this time. Therefore, contractor shall not intentionally access or download intelligence data from the SIPRNET.

(U//FOUO) Items 10f, 11c, 11d: F-35 Contractor is authorized receipt and generation of up to Secret//Special Access Required information for all programs listed in the DD FM 254 Classified Addendum (JSF SAP 23106), in accordance with the policy and guidelines established in the Air Force Instructions (AFI) 16-701 and DoDM 5205.07 Volume 1-4. Each of these programs must be in its own dedicated space unless shared use and periods processing is approved by the AFOSI PJ PSO. The Security Classification Guides for each of these programs along with copies of the classified policy documents listed below (and any subsequent revisions) will be forwarded under separate cover due to their level of classification.

10g: A final security clearance at the appropriate level is required for access to NATO information. Written approval of the Technical Point of Contact/Contracting Officer Representative is required prior to subcontracting.

13. Security guidance.: All classified information/material shall be provided by the contractor facility or Government Contracting Agency (GCA) and safeguarded at the approved actual performance site.

11j: While performing aboard NAVAIR or NAVAIR sites, the contractor shall comply with the provisions of OPNAVINST 3432.1, the local Command/Facility 3432 Instruction Series (OPSEC) as well as any procedures identified in Program-Specific Operations Security Plans and Program Protection Plans (PPP) as applicable.

11j: For F-35 Only: OPSEC applies to the Special Access portions of this contract and will be conducted in accordance with Air Force Instructions (AFI) 16-701 and DoDM 5205.07 Volume 1-4 and as described in the SBT SCG. Specifically, an OPSEC orientation must be provided to newly assigned personnel in concert with the SBT indoctrination. OPSEC will also be covered in annual refresher training. These briefings will be held at one of the F-35PO sites identified in Item 8a above.

11m: For F-35 Only: Foreign Disclosure of F-35 program information will be in accordance with established ITAR and F-35 program policy procedures. Execution and contractor proprietary nondisclosure agreements with F-35 prime contractor and major subcontractors required.

Technical papers, briefings, presentations, either classified or unclassified to be presented at classified symposia must be submitted to AIR-7.4.1 for approval prior to presentation. Unclassified material submitted for public release (that is not to be presented at classified symposia) shall be forwarded for review prior to release as stated in item 12 above. Transmission by non-secure facsimile of technical papers, briefings or presentations is not authorized.

For F-35 Only: Technical papers, briefings, presentations, either classified or unclassified to be presented at classified symposia or for public release must be submitted to the F-35 Public Affairs Officer, Joint Strike Fighter Program Office, 200 12th street South, Suite 600, Arlington VA 22202 for approval prior to presentation.
