Section A Attachment 1

Reference Section A - Solicitation/Contract Form

(1) This Range Services requirement will be conducted on the basis of full and open competition. The resulting award will be a C type contract that includes a one-year base period and nine (9) one-year option s.

Also Reference Attachment 1 SAC Surveillance Activity Checklist

1.0 Purpose …The contract will be for a twenty-four month base period and two options each consisting of twenty-four months, and two incentive term options, each consisting of twenty-four months.

Q: Will the Government please confirm the contract will be a one-year base period with nine (9) one-year options and make the appropriate changes in Attachment 1 paragraph 1.0 so that the periods of performance are consistent?

It is confirmed the resulting contract will include a one-year base period and nine one-year option periods. The Surveillance Activity Checklist attachment will be updated to reflect this period of performance.

Section L.3 L.3 Proposal Content and Volumes: Information submitted as an Annex to a particular proposal volume could include manuals, specifications, plans, procedures, and company policies, as well as other information requested in “Part B Specific Instructions” and do not count towards the suggested page count.”

Q: Is this limited to Annex A and B only? Otherwise, you could expect to see program management plans, quality plans, etc. included as an Annex to a proposal volume.

The "Suggested Page" Count is provided as a guide, only and is not a required maximum page count.

Per Section L "The Offeror must present its proposal information in a manner that facilitates a one for one comparison between the information presented and Section L proposal instructions. Proposal information must be structured such that its paragraph numbers/letters correspond to the proposal instructions paragraph numbers/letters, although the Offeror may add lower tier sub paragraphs. "

Section L 4.1 Section L 4.1 Proposal Submission ... However, it is requested that one paper copy and one electronic copy on a CD-ROM of Annex A (Small Business Subcontracting Plan and Table MS-2 (Small Business Requirement); Table PP-1 (Past Performance Contract Data); Table CE-1 (Corporate Experience Element Contract Reference Matrix); and Annex B (Final Versions of Previous SOW/PWSs/Other Supporting Documentation for Past Performance and Corporate Experience) be submitted three weeks prior to the submission date/time specified on Standard Form 33 (Block 9).

Q: This requires offerors to submit a Small Business Subcontracting Plan three (3) weeks prior to completion of the proposal. The SB Subcontracting Plan requires information from the completed Cost volume which will not be available that early in the proposal schedule. Request the government remove the requirement to submit this plan 3 weeks prior to the submission date . Request the government allow offerors to submit the SB Subcontracting Plan on the proposal submission date.

The Final RFP will only require submission of Annex A and Table MS-2 on the proposal due date and these documents will no longer be requested as an early submission.

Section L.3 Table G-4

Table G-4 Section L List of Attachments L 4.1 Proposal Submission ...

Q: Attachment L-2 through L-6 have not been provided with the DRFP release on February 22nd. Will the Government consider releasing these attachments before the release of the FRFP and well before the deadline for questions? Especially those relevant to early submission deadlines.

The Government intends to release Attachments L-1 to L-5 before the Final

RFP.

Please see FBO for all updates to the Draft Request for Proposal.

Section L. Part B Specific Instructions- 1. Executive Summary. C. Mission Support

c. Mission Support

The Offeror shall provide a succinct summary of what is proposed for each element, describing the approach and/or the proposed solution. In general, the description should be a short paragraph that provides only the factual description of what is proposed without adjectives or discussions of benefit. In a separate paragraph, identify significant features or approaches of its proposal that exceed requirements, enhance performance or operations, or reduce risk with benefit to the Government.

Specifically, identity where in the Mission Support Volume (e.g., paragraph and page number as a minimum) the details of these features or approaches are provided.

Q: There is no requirement in Section L. Part B. 2 , Volume 2 Mission Support to describe the approach or proposed solution to each element.

Question: When the government refers to "elements" what are you talking about? Request the government identify where in the Mission Support Volume features or approaches of each element are to be discussed.?

The "Elements" in Mission Support in the DRAFT RFP Section L and M are:

Management Approach, Transition Phase-In Plan, Technology/Systems/Process Approach and Small Business Management.

The requirement for the Mission Support Summary located in Section L, Part B, Volume 1 (3) c., will be removed in the Final RFP.

Section L Volume 2 - 2.4 Small Business Mgmt and Volume 6 Contract Admin 6.f

The Offeror shall provide its Small Business Subcontracting Plan conforming to the requirements of FAR 19.7 and DFARS 219.7

Q: Volume 2 and Volume 6 both require submission of the Small Business Subcontracting Plan . Please advise in which Volume to submit Annex A Small Business Subcontracting Plan and Table SB-1 (Small Business Requirement)? Is it Volume 2 or Volume 6?

The Final RFP will be updated to clarify the submission of the Small Business Subcontracting Plan in Annex A. This plan shall comply with both Section L, Part B, Volume 2, Section 2.4 paragraph (4) and Volume 6 paragraph (f) instructions.

Section L Part B - Specific Instructions 3. Corporate Experience: … All contracts evaluated for Corporate Experience will also be evaluated for Past Performance. However, not all past performance contract references need to be used by the Offeror to demonstrate Corporate Experience and therefore do not need to be identified in this volume. ... Contract relevancy will be determined in the Past Performance evaluation. Only contract references identified in the Volume 3(Corporate Experience) and determined relevant in the past performance evaluation will be evaluated in Corporate Experience.

Q: The instructions in this paragraph appear to be contradictory. The first instruction seems to indicate past performance references are not required to be identified in this volume. However, the last paragraph indicates if the contracts are not identified in this volume they will not be evaluated for corporate experience. Please clarify the intended difference between these two volumes in terms of content and evaluation.

Contracts referenced in CE or PP will need to be deemed relevant (ref.

Relevant Definition in Section M) to be considered in the Confidence Assessment of each Factor.

While all contracts submitted for CE will be evaluated in PP, it is not necessary for the Offeror to submit all PP references in CE.

Section L. Part B Instructions- 1.

Q: This requires the offeror to "provide a succinct summary of what is proposed for each element". What is the government referring to with the term "element"? Is this some portion or portions of the Statement of Work (SOW) that is included in Section C of the RFP ? Request the government explain what is meant by the term element and clarify this requirement.

NOTE: There are in excess of 120 pages of the SOW and if each section of the SOW is an "element" it would not be possible to adequately address this requirement in the 15 page limit.

L.3.1.2 Vol 3 Corporate Experience

3.1 Evaluation Elements

3.1.2 Deployments: The Offeror shall demonstrate experience providing technical support services related to deployments for test and training programs.

Q: Narrowing this expertise to test and training programs limits competition by prohibiting references to deployments on programs with similar challenges in terms of size, location and complexity. A more reasonable bar is set in Section L4.3 where bidder's are asked to "demonstrate the relevancy of the principal entities past performance with respect to this solicitation’s requirements. Recommend removing text limiting to "... test and training programs. "

The contracts provided by the Offerors for Corporate Experience shall meet the relevancy definition stated in Section M.

L.4 Volum3 4 - Past Performance 4.2

4.2 Relevant Contract Data

All detailed information and comparative analysis of the past performance contract references to this solicitation’s requirements shall be provided in Volume 4 (Past Performance), Section 4.3 (Evaluation), of the Offeror’s proposal.

Q: This PP requirement by definition covers the elements listed in Volume 3 Corporate Experience. What is the intent of the difference of these two volumes, if the same contracts must be referenced in each volume. Please clarify intent of Volume 3 and Volume 4.

The intent of the Corporate Experience Factor is to evaluate if the Offeror has performed the relevant effort and while the intent of the Past Performance Factor is to evaluate how well an Offeror has performed.

Volume 5 Cost 5.1 General Information "The following is a list of Section L Cost Attachments (CAs) that the Offeror shall utilize to provide cost information for this volume: Attachment L-6 : (1) CA-1 Prime Cost Breakout Spreadsheet and (2) CA-2 Subcontractor Cost Breakout Spreadsheet"

Q: The government mentions a CA-2 Subcontractor Cost Breakout Spreadsheet, it is currently not provided in the draft solicitation, does the Government still plan on providing a CA-2 Subcontractor Cost Breakout Spreadsheet?

The Government does not intend to release the CA-2 Subcontractor Cost Breakout Spreadsheet before Final RFP release. This attachment is consistent with the CA-1 with the exclusion of the subcontractor section as Subcontractors will be completing this CA-2 Attachment to break out their applicable labor categories, labor hours, direct and Indirect rates, etc.

L.5.2.3 Cost Proposal: Offerors shall submit their fully completed cost proposal, which includes the Cost Summary Format in Attachment CA-1 (Prime Cost Breakout Spreadsheet). The spreadsheet shall be formatted on legal size (8.5 X 14) paper and shall be unprotected and unlocked, with formulae intact to show mathematical operations.

Q: The instructions on Attachment CA-1 states: The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER. Please clarify if the formatting should be for legal or letter size paper.

The instructions in the Attachment CA-1 will be updated in the Final RFP to require the CA-1 spreadsheet be formatted on legal size (8.5"x14") paper.

Section L 5.2.3 "PDF is not acceptable, except when provided in addition to Microsoft Word or Excel formats."

Q: Is it acceptable to provide PDF documents as attachments to the Word document Cost Narrative, i.e. disclosure statements or FPRA? Or as pasted pictures in the Cost Narrative word document?

Yes, Disclosure statements, and FPRA type of documents can be submitted as a PDF.

Section L 5.3 Section 1.1 "Proposed fully burdened labor rates will be subject to the NAVAIR labor tripwire identified in Section M."

Q: Is it correct to assume this is referring to the not to exceed $300K annually per person per year trip wire stated in Section M? Are there any other trip wires?

That is correct. There are no other cost-related tripwires.

Section L 5.3 Section 2.1 "The table below provides rate ranges the Government considers realistic based off the identified BLS SOC Codes. This table includes non-SCA labor categories as well as select SCA labor categories. As this is an SCA covered procurement and the Non-displacement of Qualified Workers clause applies, this information is provided to all offerors to ensure the realism of direct labor rates."

Q: If the SCA rate for the SCA categories listed in the table is lower than the minimum rate shown in the table for that category, should offerors use the SCA rate from the applicable AWD or the minimum rate from the table?

AWD’s are minimum wage rates Offerors must pay an employee, however companies may pay more than the minimum AWD rates. Offerors should not propose a direct rate for a SCA labor category that is below the associated AWD rate(s). However, the rate range table provided in Section L of the Draft RFP identifies a few SCA labor categories where contractor employees have historically made more than the AWD minimum rates. The Government will take exception to proposed direct rates for these identified SCA labor categories that fall below the rate range identified in the Table, unless verifiable substantiation is provided.

Section M II A B. Corporate Experience The breadth and depth of the corporate experience will be assessed for each element to predict how the Offeror may perform on the future effort.

The evaluation will include an assessment of the following elements: (1) Range Operations and Maintenance, (2) Deployments, (3) Electronic Warfare, (4) Radar Cross Section Measurement, (5) Aerial Targets, and

(6) Vessel Operations.

Q: Section M is written to evaluate corporate breadth and depth, yet focuses on performance elements that each equate to less than 10% of the total contract effort , i.e. Deployment, Aerial Targets, and Vessel Operations. We assume the Government intent of a separate corporate experience volume was to increase competition, not limit it by focusing on niche areas of the SOW, that while critical are favorable to an incumbent bidder. Are these elements listed in descending order of importance?

The Corporate Experience elements are not listed in order of importance.

Section M II A Specific Information Mission Support: The Government will evaluate the proposal to determine the Offeror's understanding of, approach to and ability to meet the solicitation requirements.” However, there are no Section L instructions regarding understanding of or approach to meeting the solicitation requirements. Section L instructions are limited to organization, recruitment, personnel qualification/certification, key personnel and transition phase-in.

Q: Please confirm the Management Approach factor will be evaluated based upon the sub-elements listed in Section L and does not require offerors to describe how the specific requirements of the solicitation will be met nor present an understanding of the requirements other than through the presentation of information requested in Section L.

The offeror should address the proposal information in Section 2.0 and utilize the Cross Reference Matrix provided in the Final RFP.

Section M II D M.2.D Cost; Fully Burdened Rate Tripwire: … To assist in the overall determination of price reasonableness, the Government will identify all instances where a proposed fully burdened labor cost exceeds $300K annually per employee.

Q: Please confirm this information is either needed for the base year only or the $300K trip wire is to be adjusted by 2.5% annually per salary escalation RFP instructions.

The Fully Burdened Rate Tripwire applies to all ten years of the contract (base period plus all nine one-year option periods) and the tripwire amount of $300K annually per employee will not be escalated. Exceeding the Tripwire does not result in an offeror being unawardable. However, exceeding the tripwire may be determined to be unreasonable unless justification is provided.

Attachment CA-1 Cost Model Instructions: Labor categories with more than one person providing the service shall be listed individually for each person performing work. For example, if the offeror proposes two people to perform one Senior Analyst position, then the labor category Senior Analyst shall be listed twice along with their applicable rates, hours, and any other information. Same goes for labor categories where there are multiple full-time equivalents.

Q: Is there a specific reason why the government really wants, for example “18 Engineering Technician III’s" listed individually, if they are at the same location; e.g. Pax River?

For current or contingent hires, the Government would like Offerors to enter the direct labor rate proposed for each individual under each of the required labor categories to allow for differences in direct rates of individuals within the same labor category.

For prospective hires at the Same location and same labor category, one rate can be utilized.

Attachment CA-1 Cost Model Instructions: In column G, enter the name of the proposed individual for that position.

Q: Given the nature of the RTSS contract the majority of the staffing will come from the incumbent workforce. In order to accurately complete this column in the cost model offerors will require the names of all individuals, work location and their job classification on the current contract. This will allow bidder's to accurately complete the required information and/or provide alternative personnel in specific, isolated cases; e.g. key personnel. Please provide the names, locations and job classification for all current contract employees. Or is the intent for offerors to only provide names for Key Personnel? Please clarify and update Attachment CA-1 instructions as necessary.

The name of the proposed individual within the cost model would only be required for current employees and contingent hires, where the name of the proposed individual is known.

If an Offeror is proposing a "Prospective Hire" in which the name of the individual is not known, simply type in "Prospective" in Column G of the cost model in lieu of a name. The Cost model instructions will be updated to reflect this.

Attachment CA-1 Cost Model: The spreadsheet only has one overhead rate field in cell H

Q: May bidders add rows in the spreadsheet to account for multiple overhead rates? Section L does allow for composite rates but limits the applicability as follows: “Describe the development of any composite indirect rates used in Attachment CA-1, which represent a combination of company labor categories, functional elements, or calendar year accounts.”

Offerors may add rows to the Attachment CA-1 cost model to account for more than one type of indirect rate (e.g. multiple Overhead rates).

Attachment_CA-1_Prime_Cost_Spreadsheet_2.20 The instructions tab in regards to overhead rates.

Q: Is the offeror allowed to add rows as necessary for additional overhead pools to each tab of the cost spreadsheet to accommodate the offeror's accounting practices?

Offerors may add rows to the Attachment CA-1 cost model to account for more than one type of indirect rate (e.g. multiple Overhead rates).

Attachment_CA-1_Prime_Cost_Spreadsheet_2.20 The instructions tab state: "(38) Do not complete CLIN numbers for the specific period of performance as identified in Section B of the Solicitation in cells J1, L1, N1, P1, the additional sheets for the option periods"

Q: Can the Government confirm the offeror is to leave the CLIN field in cells J1, L1, N1, P1, in all of the tabs as "XXXX"?

The CA-1 will be updated for the Final RFP to identify the appropriate CLINs.

Attachment_CA-1_Prime_Cost_Spreadsheet_2.20 (Fully Burdened CPFF Labor Rates Worksheet)

The instructions tab state for the Fully Burdened CPFF Labor Rates Worksheet: In Column A, enter the Proposed Labor Category, as recorded in the Prime or Subcontractor's accounting system, that correlates to each of the Government solicitation Labor Category on that row. Spell and format entries the same every time it is used on the template (for example, when it relates to the Prime Offeror's rates on one row and to a Subcontractor's rates on another row). If the Offeror determines that no personnel will be proposed to perform work defined by one of the Government Estimate Labor Categories listed, enter "NA".

Q: Is the offeror to override the Government's labor category in column A on the 'Fully Burdened CPFF Labor Rates Worksheet' tab to enter the offeror's proposed labor category as recorded in the prime or sub's accounting system (i.e. the proposed labor category that is listed in column C of each base and option periods)?

The CA-1 Cost model instructions will be updated for final RFP release.

5252.215-9505 - Offerors who propose teaming arrangements on an exclusive basis will be evaluated to determine whether such teaming agreements inhibit competition. In order for the Government to evaluate whether the proposed agreements inhibit competition, offerors are required to (1) provide a copy of all teaming arrangements, and (2) explain why the teaming arrangements do not inhibit competition. The documentation must include, but is not limited to: structure of the teaming arrangement, responsibilities, and liabilities;

financial responsibility; managerial responsibility and accountability; and applicable legal documents. The burden of proving that any exclusive teaming arrangement proposed does not restrict competition shall rest with the offeror. Volume 4 – Past Performance, 4.1 Authorization Letters – will the government please clarify if contractor format is acceptable or does the government have a template to utilize for the authorization letters?

Contractor format is acceptable.

PWS 3.3.2 Are personnel supporting the PAX SUA and the Atlantic Warning Areas required to be Air Traffic Control certified?

Personnel supporting the PAX SUA and the Atlantic Warning Areas are not required to be Air Traffic Control certified. This is not a qualification required for any Labor Categories in SOW Section 3.4.

PWS 3.3.6.1

DoD ranges typically utilize IFDS. The NAWCAD Spectrum Monitoring System (NSMS) appears to be a unique system developed locally. Is the NSMS also a web-based application?

The NSMS system has been developed locally, but with commercially available off-the-shelf turn-key technology that is utilized on many DOD test and training ranges for RF spectrum monitoring and direction finding. IFDS is not a spectrum monitoring and direction finding system. NSMS is a "closed" mobile system and not a web-based application.

PWS 3.3.19-3.3.21

Is the contractor required to maintain the certification and accreditation of range networks / systems or does the contractor assist the Government?

What is the annual average of IAVA’s, IAVB’s and CTO’s?

The Contractor assists the Government in maintaining the certification and accreditation of range networks and systems. The number of certifications for IAVAs and IAVB's for the past three years are listed below:

2015: IAVA=313, IAVB=143

2016: IAVA=352, IAVB=191

2017: IAVA=369, IAVB=166

PWS 3.3.49 The note at the top of page 125 says, “…….performed by providers that maintain current FAA certification and licenses…..”. In order to provide airlift (rotary or fixed wing) for government personnel and equipment the air carrier must be CARB (Commercial Air Review Board) certified. Will government personnel and equipment be transported?

Yes, the Contractor shall provide logistical flights to transport primarily equipment, and on rare occasions, personnel to and from offsite test and training locations.

SOW 3.4.3, Key Personnel Section 3.4.3 identified the Field Engineer, Aerial Targets Site Lead as key personnel. However, the CA-1 prime cost spreadsheet does not identify the Field Engineer, Aerial Targets Site lead as “Key.”

Q: Can the Gov’t provide an updated CA-1 prime cost spreadsheet identifying the correct Key personnel?

The Attachment CA-1 Cost Model will be updated to show the "Field Engineer, Ariel Targets Site Lead" as a Key labor category. The Key labor category of "Field Engineer, Ariel Targets Site Lead" will be renamed in the Final RFP.

SOW 3.4.1 Q: The Gov’t provided a SCA code 47701 for LCAT Chief Engineer

QMED, however there is no such SCA code, please confirm if this was an error and this LCAT should be classified as exempt?

The SCA code will be updated in the Final RFP.

Section L,

2.1 and 3.4.1

Q: The table in section L, 2.1 provides a list of LCATs which differs from the table in section 3.4.1 page 380 summary of labor categories. Can the Government provide a rationale for the difference?

The Labor Category inconsistencies between data in the table in RFP Section L, 2.1 and Section C SOW Section 3.4.1 will be reviewed and corrected in the Final RFP.

Section F The period of performance for CLINs 0001 through 0073 is show as Jun 15, 2020 to Jun 14, 2021

Q: Can the Gov’t confirm the start date is Jun 15, 2020?

The final RFP will be updated with the most recent projected Period of Performance start date.

Section H, Clause 5252.237-9501 Paragraph (c.) of this clause states the contractor agrees that "during the term of the contract," no key personnel substitutions or additions will be made unless necessitated by compelling reasons including, but not li8mited to: an individual's illness, death, termination of employment, declining an offer of employment (for those individuals proposed as contingent hires), or family friendly leave.

Q: Because the term of this effort will now be 120 months is it the Government’s intent to lock in the key personnel regardless of contract length? Would the Government consider reducing the requirement to 60 months instead of the proposed 120 months?

The intent of the NAVAIR clause "Addition or Substitution of Key Personnel" is not to prohibit an individual designated as Key from leaving the positon over the period of performance, only that the replacement under that Key labor category " have qualifications that are equal to or higher than the qualifications of the person being replaced".

Section L, Paragraph 1 A “Joint Venture” (JV) is defined as “a partnership or teaming arrangement that is formed for the purpose of responding to this solicitation when the prime contractor consists of more than one legal entity.”

Q: If JV is formed, do we need one FPRR and Disclosure statement for that JV?

If an Offeror proposes as a Joint Venture and the FPRR and/or Disclosure Statement documentation has been established at the JV level, the Offerors should provide that documentation as substantiation for proposed rates.

However, if these documents do not exist for the proposed JV (the JV level) and if proposed rates are based off of individual team members included in the JV, the FPRR, FPRA, Disclosure Statements, etc. for those individual team members should be provided as substantiation for proposed rates.

Section L, Paragraph 2.1.1 Paragraph 2.1.1 references Table MS-2 (Small Business Requirement).

Table G-2 references Table T-1 (Small Business Goals) but does not reference Table MS-2. Table G-3 references Table SB-1 (Small Business Requirement) but does not reference Table MS-2 or Table T-1.

Q: Would the Government confirm that these are separate tables, or otherwise correct the solicitation with consistent table names?

SB-1, MS-2, and T-1 are the same table and will be corrected to SB-1 in the Final RFP.

Table G-2, item 5 Q: CA-2 was not provided in the draft RFP package, can the Gov’t provide the CA-2 subcontractor spreadsheet for our review?

The Government does not intend to release the CA-2 Subcontractor Cost Breakout Spreadsheet before Final RFP release. This attachment is consistent with the CA-1 with the exclusion of the subcontractor section as Subcontractors will be completing this CA-2 Attachment to break out their applicable labor categories, labor hours, direct and Indirect rates, etc.

5.1 Any subcontractor having a cost-type subcontract or meeting the definition of a major subcontractor must complete and submit Attachment CA-2 (Subcontractor Cost Breakout Spreadsheet) and provide substantiation to support all proposed rates as described in this Cost section.

Q: Can the Gov’t confirm that CA-2 need to be completed by all cost type and/or exceeding 5% workshare by all contract type?

That is correct. All subcontractors with a cost type subcontract and/or proposing 5% or more of the Offerors total proposed labor cost regardless of contract type shall submit a CA-2 and cost narrative to the Government.

Section L, 2.1 Q: In section L, 2.1 there is a table that provides SCA code and BLS rate range by LCAT. Would the Government please provide a rationale as to why certain LCATs have both an SCA code and BLS rate range? If the LCAT has SCA code, shouldn’t the offeror comply with the SCA WD rates and not BLS?

AWD’s are minimum wage rates Offerors must pay an employee, however companies may pay more than the minimum AWD rates. Offerors should not propose a direct rate for a SCA labor category that is below the associated AWD rate(s). However, the rate range table provided in Section L of the Draft RFP identifies a few SCA labor categories where contractor employees have historically made more than the AWD minimum rates. The Government will take exception to proposed direct rates for these identified SCA labor categories that fall below the rate range identified in the Table, unless verifiable substantiation is provided.

2.2 In an effort to ensure realism of costs during contract execution, Offerors, including subcontractors, shall propose escalation at a rate of 2.5% or higher for each Option Year on all labor categories, to include both SCA and non-SCA labor categories.

Q: Can the Gov’t confirm if the equitable adjustment on SCA rates is allowed if the out year WD rates exceed the 2.5% escalation?

Should the AWD escalate higher than the 2.5% in the out years the Offerors and the Government would adhere to the DOL requirements.

2.4 The Offeror shall propose fee on proposed Labor

Q: Would the Government confirm that fee is allowed on labor only?

That is correct. Fee shall be applied to labor only.

3.4.2.45 Engineering Technician IV Within the Engineering Technician IV job description these requirements are listed: (7) 100 ton Coast Guard certified captains licenses, (7) Crane Riggers, (2) Certified welders, (4) Commercial Drivers Licenses, (1) Ordnance driver/forklift, (1) Trained Tower Climber, (3) Hazardous Material Coordinator Training, Resource Consolidation and Recovery Act (RCRA) Training, Oil Handlers Training, Storm Water General Awareness Training, and Environmental Systems Training, (5) IPC J-STD-001, (5) IPC WHMA- A-620, (4) Tower Climbing Certifications.

Q: Does the number in the parentheses before the requirement reflect how many in this labor category require the certification or clearance?

Yes, the number in the parenthesis before the certification and licenses and security clearances reflect how many positions in this labor category require the certification, license, and security clearance.

Section A, No. (3) Q: Will the “option” CLINS that were unfunded in a given year, be available for exercise at any time under the contract? Or will these CLINs remain dormant for the remaining duration of the contract.

The option CLINs will be exercised based upon available funding and tasking during execution. The Government is not able to predict when the option CLINs will need to be exercised at this time. It is possible that some of the Option CLINs may not be exercised if the requirement and/or appropriation does not come to fruition.

Section B Q: Is the Offeror expected to separately estimate/incur costs of the Contract Data Requirements List CLINs or should they be listed as Not Separately Priced (NSP) CLINs?

The Data CLINs will be NSP and this will be reflected in the Final RFP.

Section B, 5252.211-9503 Level of Effort Q: The reference to the Attachment 2-Labor Categories & Hours Worksheet appears to be the DD254.

Reference to Attachment 2 will be removed from the clause for the Final RFP.

The required labor categories and hours are provided in the CA-1 attachment.

Section B, 5252.211-9503 Level of Effort Q: Paragraph (c)(2) requires a reduction to the fixed fee for each hour delivered less than 100% of the LOE. Will the Government consider a +/- 10% of the established LOE before any upward/downward adjustments to the fee?

The Government will not revise the verbiage in the clause. Fee is earned in accordance with the hours worked. 100% of the fee will be given if 100% of the hours are executed.

Section B, 5252.211-9503 Level of Effort This clause requires the downward adjustment to fixed fee if the contractor delivers less than the established LOE.

Q: Will the fixed fee be adjusted upward in the event the contractor delivers hours in excess of the established LOE at or below the cost of the

CLIN?

The Government does not intend to exceed the estimated LOE provided in 5252.211-9503. As a result, the fixed fee will remain consistent as proposed over the course of the contract. Upon contract award, a fixed fee per hour will be established and annotated in the contract based on the Offerors proposed fee/cost.

Section C, Statement of Work, Para 3.1.3.7 Budget Letters When the LOE Budget Letters are updated to reflect changes to Government requirements, will the CLIN prices (cost and fee) and the established LOE also be changed?

Q: What is the process for the CLIN/LOE change at the contract level?

The CLIN prices and LOE will not change based on a revision to LOE Budget letters. The labor CLINs in each contract year are established based on the required LOE in the CA-1 cost model Attachment. While Budget Letters may reflect LOE that is less than the LOE established in the CA-1 for each contract year, the letters should never exceed it for the Labor CLINs.

Section B, and Labor Categories & Hours Worksheet

Q: How is the established LOE impacted by overtime? Will the LOE and associated CLIN cost and fee be modified for overtime?

The LOE identified in 5252.211-9503 is inclusive of estimated overtime hours.

Overtime cost and fee will be included in the various labor CLINs.

Section B, and Labor Categories & Hours Worksheet

Q: Does the Labor Categories & Hours Worksheet include an estimate for overtime hours?

The CA-1 attachment includes the estimated labor categories and hours for both Regular Time and for Overtime, if applicable. The hours for OT for designated labor categories is shown in the CA-1 Attachment.

Section C, SOW, para 3.1.4.4.2 The Note refers to paras 3.1.4.5.1 and 3.1.4.5.2 for the overtime approval process. These paragraphs appear to be incorrect references or not included.

The correct paragraph references are 3.1.4.4.1 and 3.1.4.4.2 respectively and they will be corrected in the Final RFP.

Section C, para 3.1.4.5 Q: How are base closures handled, either for inclement weather or Gov directed holidays (such as December 24th in 2018)?

SOW paragraph 3.1.4.3 Installation Closure and Restricted Access describe the definitions for base closures due to emergencies or inclement weather and descriptions of the potential installation operating status that would impact the ability of workers to access work sites. SOW paragraph 3.1.4.5 Federal Holidays address how Government directed holidays are handled.

Section C, para 3.1.10.2 Q: Is it correct to assume that all incumbent staff meet the training/certification requirements? Or, have waivers be granted in specific cases? If waivers were granted, will such waiver pass to the successor contractor?

It should not be assumed that all incumbent staff meets or exceeds the minimum qualifications for all labor categories as outlined in the RFP as some of these labor categories and their minimum requirements have been revised to ensure all new Government requirements are met.

Section G, G-TXT-0001 Q: This section suggest that the “Cost Voucher type of payment is shown in the table below”. The table has not been included.

The table is further down under "G-TXT-PAY PAYMENT INSTRUCTIONS (APR 2018)". The instructions referenced will be combined with the table in the Final

RFP.

Section H, 5252.209-9510 Organizational Conflicts of Interest

Q: The periods of prohibition have not been inserted in paragraph (e)(1) through (4) and (6).

The fill in data for this clause will be completed in the Final RFP.

Section F Q: CLINs 9002 – 9073 are incorrectly dated—as shown their PoP is 15 Jun 2029 – 14 Jun 2021.

The CLIN PoP dates will be updated in the Final RFP.

3.3.53.7 The Contractor shall comply with the small business requirement of 30% of total proposed subcontracted dollars, which will be evaluated on an annual basis.

Q: While 3.3.53 is entitled “Other Unique Requirements”, it also provides applicable CLINS for this section. 3.3.53.7 Small Business Requirements does not seem to fit within this section of the RFP.

The small business requirement will be incorporated into Section H of the Final

RFP.

Attachment 1_CA-1 Summary tab, ODC rows Q: The ODC’s total does not match the ODCs for all years. There is an error in the formula in the summary tab. Can the Gov’t please make corrections and provide the updated Attachment 1_CA-1?

The CA-1 attachment will be updated in the Final RFP.

Attachment 1 – Surveillance Activity Checklist, Paragraph 1 "The contract will be for a twenty-four month base period and two options each consisting of twenty-four months, and two incentive term options, each consisting of twenty-four months."

Would the Government please confirm the performance periods for the Surveillance Activity Checklist?

It is confirmed the resulting contract will include a one-year base period and nine one-year option periods. The Surveillance Activity Checklist attachment will be updated to reflect this period of performance.

Attachment_CA-1_Prime_Cost_Spreadsheet Instructions Tab, Row 13 instructs the offeror to "insert a K" in Column C.

However, on the yearly worksheets, Column C is "Titled Contractor Proposed Category."

Would the Government please clarify if offerors are to provide the requested Row 13 information into Column D of the yearly worksheets?

The CA-1 Attachment will be updated for the Final RFP.

Attachment_CA-1_Prime_Cost_Spreadsheet In Attachment_CA-1_Prime_Cost_Spreadsheet, beginning in Row 19 through Row 37 on the instructions tab, all cell references appear to be two rows off. For example, Row 19 states, "(b) In Cell H137 the prime contractor should insert its fringe rate for full time, if it is not included in its overhead rate." The cell reference seems to be Cell H139.

Would the Government please clarify?

The CA-1 Attachment will be updated for the Final RFP.
