About this file
This document contains responses to industry questions regarding Solicitation Number N00421-18-R-0038 from the Naval Air Warfare Center - Aircraft Division for technical support services to support the Atlantic Test Range and Atlantic Targets and Marine Operations Division. The Naval Air Systems Command at the Naval Air Warfare Center is seeking these technical support services through a cost-plus-fixed-fee level of effort contract with a one-year base period and nine one-year options. The contract will provide support for test and evaluation operations, targets operations, and marine operations. Questions regarding allowable other direct costs were answered, clarifying that non-traditional labor-related other direct costs like health and welfare costs should be separately proposed. Industry questions for the solicitation were due by May 29, 2019.

Number REF/#: Industry Question/Comment Government Response
Section L paragraph
5.3.2.7 ODCs
(Government provided) and
Section C, Descriptions and Specifications, paragraph 3.1.5.3
The Government provides examples but does not appear to limit what items can be included within the unburdened, Government-provided dollar value covered by ODCs.
Paragraph 3.1.5.3 (p.68) starts with the following sentence: “ODCs are miscellaneous costs that are reimbursable under the contract, but aren’t appropriate for the labor, material or travel CLINs.”
For an Offeror that elects disclosed accounting practices that include treatment of labor-related costs as ODCs such as medical, health and welfare costs, labor compensation (premiums or bonuses), etc., please confirm those values would not be considered to be part of the Government-provided ODC value.
Would these non-traditional ODC costs be proposed in CA-1 in addition to the Government-provided ODC unburdened value?
Costs such as those identified were not included in the Government Provided
ODC plug numbers.
Therefore, the approach for "labor-related costs as ODCs such as medical, health and welfare costs, labor compensation (premiums or bonuses)" should be addressed in the offerors proposal and not be considered to be part of the
Government-provided ODC value.
As necessary, Offerors are permitted to add rows to the spreadsheet to account for non-traditional costs, not previously identified in the spreadsheet.
