3.0 CM PROCESSES
3.1 SYSTEM BASELINE
A system baseline identifies all of the elements or configuration items including hardware, software and documentation that define the “state” of a system and the processes used to maintain the configuration baseline on the system. A configuration baseline is established by performing the following:
· Identifying All System CIs
· Performing Functional and Physical Configuration Audits
· Recording results of Audit
3.1.1 BASELINE DEFINITION
A system configuration baseline, including hardware, software and documentation, must be identified and documented in order to perform configuration management of a system. A system baseline will be defined by performing the following:
· Decompose the system into subsystems and components.
· Identify the hardware for each subsystem and component and assign each CI a unique number.
· Identify the software on each system, subsystem and component and assign each software configuration item a unique number.
· Identify all of the documentation for the system, subsystems and components and assign each document a unique number.
· Identify all of the Systems Engineering (SE), CM and project documents and assign each a unique number. Documents include the Project Plan, System Requirements Document (SRD), System Design Document (SDD), Interface Control Document (ICD), Test Plan, Acceptance Test Plan (ATP), test reports, meeting minutes, project briefs, users manual and training material.
3.1.2 CONFIGURATION ITEMS
CIs are the lowest level items that comprise a system in which changes will be managed and tracked so that the configuration of the system baseline is known and can be reproduced. CIs used to define the “state” of the system include hardware, software and documentation.
3.1.2.1 HARDWARE IDENTIFICATION
Hardware CIs will be identified by a unique system CI number. Information captured for each hardware CI will include an item description, the manufacturer, model and version of the item as well as, a part number, serial number and, if available, Naval Air Warfare Center Aircraft Division (NAWCAD) Property Number or barcode number.
3.1.2.2 SOFTWARE IDENTIFICATION
Computer Software Configuration Items (CSCIs) will be identified by a unique CSCI number, name, and version number. Each CSCI will be decomposed into Configuration Software Units (CSUs). Each CSU will be identified by a unique CI number, name and version number. Version control software will assign revision numbers to each of the CSU files. A software identification number will be assigned to a software release In Accordance With (IAW) the ATR Software Identification Numbering System, ATRDC00009.
3.1.2.3 DOCUMENTATION IDENTIFICATION
Documentation configuration items will be identified by a document ID number, title, and revision date. A document ID number will be assigned to a document IAW ATR Document Identification Numbering System, ATRDC00002.
3.1.3 BASELINE CAPTURE
The baseline “state” of a system will be captured and maintained by entering all of the information associated with all the identified CI’s, hardware, software and documentation, into a CI database. The information for each CI will be entered into a CI Database.
The baseline “state” for new projects also includes the programmatic baseline which defines the baseline schedule, cost and resources needed to accomplish the project. The programmatic baseline is captured in the Project Plan and will be updated IAW the defined ATR SE process. Meeting minutes are also considered part of the documentation baseline. The Project Plan is an attachment on the Systems Engineering SharePoint Page.

All versions for each of the CSCIs and CU’s for a software build will also be entered into and tracked in a CI Database.
3.5 CM AUDITS
CM audits will be performed by personnel that are independent of the system being evaluated. The purpose of CM audits is to periodically verify that a team’s CM process is documented and being followed and that documents and information are being updated to reflect the current state of the system in hardware, software and documentation.
At the conclusion of an audit, an audit report will be produced by the CM Manager to summarize the discrepancies and the corrective actions that will be implemented.
3.5.1 CM PROCESS AUDITS
Audits will be performed on a regular basis. The audit checklist is provided under the CM section on the ATR SharePoint site. Audits will be performed to verify the following:
· CM Processes are documented, current and being followed.
· All required documentation is present.
· Project and SE documentation reflect system baselines.
· CI database entries reflect system baselines.
· CR database entries reflect changes to baselines.
· Software versioning reflects the system baselines.
· Data management processes are being followed.
3.5.2 CONFIGURATION AUDITS
The team lead and CM manager will coordinate the functional, physical and software configuration reviews and audits for their system. Audit results will be documented and archived. Action items identified from reviews and audits will be tracked and resolved.
3.5.2.1 FUNCTIONAL CONFIGURATION AUDITS
Functional Configuration Audits (FCA) will be performed to verify a system baseline implements all of the functional capabilities needed to meet the requirements defined in the SRD and to verify that each function is being validated and tested. A FCA will verify traceability between system requirements, implemented system functions and unit test elements. A FCA is usually performed prior to the establishment of the initial baseline and whenever a new baseline is established.
3.5.2.2 PHYSICAL CONFIGURATION AUDITS
Physical Configuration Audits (PCA) will be performed to verify that the “as built” configuration for all of the system’s hardware CIs corresponds to the information defined in the CI database. An inventory of the system hardware and its configuration will be performed during a PCA. A PCA will be performed at least once every twelve months.
3.5.2.3 SOFTWARE BASELINE AUDITS
Software audits will be performed each time a new baseline is released to verify the new baseline contains the correct versions of all software CIs and that the CI versions correspond to the information documented in the CI database. A review of the test results will be conducted.
3.6 DATA MANAGEMENT
Data management will ensure all information associated with the development and implementation of each system baseline is captured and archived and will allow a particular system baseline to be recovered or reinstalled at any given time. Data management includes:
· Data Back-up
· Data Archive
· Disaster Recovery
3.6.1 DATA BACKUP
Data backup is a process where information is duplicated and stored on media to ensure data and information is not lost.
Data backups should be done at least on a weekly basis or as new configuration items are checked in. Recovery tools will allow the backed up information to be retrieved based on a designated file name and date.
3.6.2 DATA ARCHIVE
The source code, executable, make files, and system documentation including all project and SE documentation will be copied to unchangeable media upon the release of a new system baseline. The unchangeable media will be marked with the release system name, version number and date and stored in a fireproof vault, remote backup location, or at an off-site location. Archived information will be kept for the life of the system.
The developmental source code and system documentation will be copied to unchangeable media at least once a month which will be marked as backup along with the system name and date.
3.6.3 DISASTER RECOVERY
Disaster recovery will be performed using the copies of the archived system information that was placed in the fireproof safe, remote backup location, or off-site location. Before restoring a file from the archive, a copy of the unchangeable media will be made and the original will be placed back into the archive location.
Data recovery will be made from the copy of the archived media. Once the server and storage environment has been restored then the information from the copy of the archived media will loaded on the system.
3.7 TRAINING
