Number REF/#: Industry Question/Comment Government Response
1 N/A
The Government has recently released several Solicitation Amendments and answers to questions that impact offerors’ submissions, with the latest rate changes in Amendment 3 released 19 Jun. The conformed RFP has not yet been released.
Most offerors will also need to convey the changes to their subcontractors, adjust subcontractor allocations based on the rate changes, and have time to receive the subcontractors’ updated cost information that the prime must include in its proposal. Will the Government extend the proposal due date by one week in order to ensure offerors are able to incorporate the changes necessitated by the Amendments and answered questions into their proposals?
The Government will extend the due date for proposals to
Monday, July 15, at 12 PM, noon, local time. Please see
Amendment 0004.
In RFP Amendment 3, Paragraph 5.1, CA-2 on page 20 states: “If the subcontract with a proposed subcontractor or JV Team Member will be a cost type contract (e.g. CPFF), the subcontractor or JV Team Member must also provide documentation verifying that it has an approved accounting system.”
Question: For a subcontractor without an approved accounting system, is a
T&M contract acceptable?
Yes, a T&M contract is acceptable for a subcontractor without an approved accounting system.
We understand that, in Columns K and O, we are allowed to change the formulas to account for any overtime premium above the direct labor rate we populate in column G, as stated in the instructions. However, the issue is that there needs to be an identifier or some sort of key associated with each labor category that allows offerors to apply the overtime premium to only the non-exempt (SCA) labor categories.
For example, if a column labeled Exempt/Non-Exempt were allowed to be inserted after Column A, or even allowed to be added in column T outside of the current columns, the formula in Columns K and O could read, “If the labor category is NE, then multiply the base rate in column G x 1.5 x the OT hours. If the labor category is Exempt, then just multiply the base rate in column G x the
OT hours.”
Without some sort of indicator for each labor category, and because we’re not allowed to link to any other worksheets not provided by the Government, we’re unable to correctly apply the formula we need to change in columns K and O.
Offerors shall not add additional columns to the spreadsheets. The offeror is permitted to update the formulas within the cells to address overtime premium calculation across all labor categories without inserting columns to alter the Government's template.
However, the offeror is permitted to sort and filter the spreadsheet to allow for easier completion prior to submission, as long as the spreadsheet is reinstated to the original order of labor categories
(i.e., alphabetical order).
4 Final RFP Questions - 4
The Government response to Question #1 of the Final RFP Questions - 4 document states, "Historical execution information has been provided in TE09 to assist the offeror in the proposal prep." We do not find a TE09 provided with the RFP. Request the Government provide the TE09 document.
TE09 was provided in the Technical Library. Please refer to
Section L, Part A. 6.
Section L, Part B, para 2.4
a) 4) Section L, Part A, Table G-2
Section L of the solicitation refers to Table SB-1 to be included in Annex A. The solicitation does not include a Table SB-1 as an attachment. Is it the
Government's intent that the table(s) in our Small Business Subcontracting Plan that show the total dollars planned to be subcontracted [FAR 19.704(a)(2), 52.219-9(d)(2)] be referred to as SB-1? Or should there be an SB-1 attachment as part of the solicitation? Please clarify where to find Table SB-1. Please clarify if Table SB-1 is meant to be how we reference the table(s) that show the total dollars planned to be subcontracted.
The Attachment on FBO labeled "Annex A SBSP SBG (Small
Business Subcontracting Plan Small Small Business Goals)" is intended to provide a template for the SB-1. The table is to be completed to show the total dollars and percentage of contract value to be subcontracted. Instructions for completion are included with the excel workbook.
In accordance with Section L, the offeror shall provide the complete SB-1/SBSP SBG, the Small Business Subcontracting plan and shall address their strategies for utilizing SB Concerns in
Annex A.
