Number REF/#: Industry Question/Comment Government Response

1 None Would the Government please provide the Atlantic Test Range Documents listed in Statement of Work Section 2.4 on pages 55-56 as part of the bidder’s library?

The Government will provide the following documents:

• ATR Configuration Management Plan

• ATR Program Management and Systems Engineering Policy

The remaining documentation will be provided at the time of transition.

Attachment L-3

Excel rows 8, 12,16, 20, 22, 26 of Item 6

Should the instructions in these rows (e.g., “Applicable PWS/SOW Section/Paragraph from Contract Reference

Applicable to 3.1.1 (Range Operations and Maintenance)” be replaced with the applicable reference contract PWS/SOW

Sections/Paragraphs or remain as written with just the sub-rows filled in for each CE requested element 3.1.1 through

3.1.6? For example, some reference contracts PWS/SOWs only include a list of potential deployments, e.g., CONUS/OCONUS without the specific locations, frequencies or durations and there is no way to demonstrate that without replacing the instruction provided in row 8.

If the detail is not provided in the SOW reference please provide explanation and detail in Volume 3 and fill in the CE-1 with a reference to see Volume 3.

Answers to Questions

Issued 16 May 2019, Answer 17

Question 17 refers to the amount of information needed to fully provide the brief Work Description and/or Program

Responsibility in cell B17 (Item 14) of the PP-1 form.

The answer to Question 17, states, “If an Offeror exceeds the Microsoft Excel cell character limit when providing information, the Offeror may add a consecutive cell below to present the information.”

Question: Will the Government confirm that offerors may alter the PP-1 form by adding a cell (and row) below line 17, which will become line 18, and confirm that additional information related to the offeror’s contract Work Description and/or Program Responsibility may be listed in cell C18 of the newly created line 18?

Yes. The answer to question 17 is applicable.

Answers to Questions

Issued 16 May 2019, Answer 17

Questions 18 and 19 both refer to the data to be included in Line 14 Cells C18, C19, and C20 of the PP-1 form. The

Government’s answers to these 2 questions seem to conflict each other.

The answer to Question 18 states, “Attachment L-5 Table PP-1 Past Performance Contract Data, Item 14/ (MS Excel Cell

C18, C19, C20) should only contain the applicable PWS/SOW (Annex B) paragraph numbers from the contract reference…”. [bolding added]

However, the answer to Question 19 b) states, “Yes” in answer to question b) “Are bidders to place the PWS/SOW titles in this cell?” [bolding added]

Question: Will the Government confirm Table PP-1 Past Performance Contract Data, Item 14/ (MS Excel Cell C18, C19, C20) should only contain the applicable PWS/SOW (Annex B) paragraph numbers?

Titles are permitted to be added to correspond to paragraph numbers.

Section L, Part B

Specific Instructions

Volume 1 Section

1.a).3).

Section L Part B instructions for Volume 1 states, “…the Offeror shall provide a written explanation if multiple CAGE codes/DUNS for the same physical location are applicable to one entity. The written explanation shall detail…” However, Tables G-2 and G-3 list only Att L-1 ES Tables.xlsx and Att L-1 ES Tables.pdf for submission for this volume.

Question: Will the Government confirm offerors may add a tab to the Att L-1 ES Tables.xlsx Excel spreadsheet entitled

“Written Explanation of Multiple CAGE codes/DUNS” to include the required data?

Please provide this information in Volume 1.

Draft RFP Technical

Exhibit 2 (TE2)

ATMO Division

Major Equipment

Distribution Matrix

The tab within Attachment 5 labeled “Serially Managed Items” does not contain any data. The tab labeled “Non-Serially

Managed Items” contains only 14-line items.

CDRL A018 annotates that the first submission of the Government Property Inventory Report will be due 90 Days After

Contract award. It references SOW 3.3.45.1.13 which states that the Contractor shall “Provide an Inventory Report of

Government items that are stocked at ATR and ATMO equipment sites and at work sites IAW CDRL A018.” SOW

3.3.53.2.3 states that the Contractor shall “Provide an Inventory Report IAW CDRL A018.”

TE2 (released during the DRFP phase) lists some major ATMO equipment but clearly states “This list is for informational purposes only and is not comprehensive.”

Each of these cited sections suggest that the Government intended to release a detailed list of GFE/GFP with the RFP.

Questions: a)Will the Government confirm that the information in Attachment 5 is correct or provide an updated

Attachment 5? b)Will the Government release a comprehensive ATR and ATMO property and equipment list?

The contractor will be utilizing government owned range systems, vessels, vehicles, test equipment, spare parts, and other contractor acquired property during performance of tasking in the SOW but this will not be issued as GFP/GFE that the contractor will take possession of and manage from an inventory management perspective.

Attachment 5 provides the current list of GFP that the contractor is expected to be issued and to be responsible for the material management of during the period of performance. All

GFP on this contract will be "Non-Serially Managed" items; no "Serially Managed Items" will be GFP. During the contract period of performance it is anticipated that the GFP will increase or decrease as test and training event operational requirements for aircraft support service change and the contractor shall report GFP IAW DFARS 252.211-7007: Reporting of Government-Furnished Property.

CDRL A018 Inventory Report shall be provided by the contractor to meet the requirements of SOW Section 3.3.52.2.3 "Manage the inventory of current Government spare parts and contractor acquired property required to maintain, repair, and modify the Government owned systems, equipment, and vessels listed in the subsections of SOW Section 3.3

Detailed Support Requirements." In a forthcoming amendment 0002, the first submission of

CDRL A018 will be revised to reflect 180 days after the start of the POP. Additionally, CDRL A018 will no longer reference 3.3.45.1.13 .

a) Attachment 5 will be updated in Amendment 0002 to address additional equipment identified for Aircraft Services.

b) TE2 has been provided for historical purposes and to help the offeror understand the type of equipment in our Inventory Management. The successful offeror will work with the

Government to provide an updated comprehensive Inventory of assets during execution.

Draft RFP Q&A #5 of

16 May 2019 Labor

Category Mapping

In the referenced Q&As, the Government stated that Technical Exhibit (TE) 10, “TE10_ATR-

ATMO_Staffing_Information.xlsx, which mapped labor categories to functional support areas, would be provided with the final RFP. This file was not among the files provided on fbo.gov with the final RFP. Will the Government provide this file?

Yes, please see posting to FBO.

3.Proposal Content and Volumes

The Government states that, “Each binder must contain…b) Title of proposal and proposal number as applicable.”

Will the Government please clarify what is meant by “proposal number”, as later in the list of requirements is the copy number, proposal volume/annex number. If it is intended to be the same as the copy/proposal volume, please remove this statement.

The Government's reference to proposal number was not intended to be the same as the copy/proposal volume number. If applicable, Offerors shall include their designated "internal" proposal number.

Section L, Part B, para 4

The RFP states "For all contracts identified that do not have a CPARS, the Offeror shall forward a copy of Attachment L-4

Past Performance Questionnaire to that contract’s Procuring Contracting Office (PCO), Administrative Contracting

Officer (ACO), and Program Manager (PM); or commercial contractor equivalents." As written, if a contract does not have a CPARS, three PPQs are required for the contract. We believe the Government's intent was to receive only one PPQ per contract. Please confirm.

Suggest the Government revise the sentence to state "For all contracts identified that do not have a CPARS, the Offeror shall forward a copy of Attachment L-4 Past Performance Questionnaire to that contract’s Procuring Contracting Office

(PCO), Administrative Contracting Officer (ACO), or Program Manager (PM); or commercial contractor equivalents."

It is the Government's intent to request Offerors to submit the PPQ to multiple

Government points of contracts.

Section L, 2. Proposal

Format and

Submission

Text utilized in charts, figures, and graphics should also be no smaller than a 10pt font and may use a font type selected by the Offeror. And Please confirm that graphic/table captions and focus/call out boxes can also be a minimum 10-point font.

Yes, graphic/table captions and focus/call out boxes can also be 10pt font and in any font selected by the offeror. They are considered to be part of the chart, figure, and or graphic.

Section L, 2. Proposal

Format and

Submission

Proposals should be formatted using a Times New Roman 12-point normal font (no reduction permitted… Please confirm that text within the header/footer are excluded from the minimum font requirement.

Text within the header/footer may be at a minimum of 10pt font of the Offerors choosing.

Section L, Section

2.1.7 and Table G-2

Note: The Offeror should provide both a .pdf and .docx version if they are available. If not, a .pdf version only is acceptable.

Table G-2 Offeror Electronic File Naming Convention

In the Table G-2 under File naming convention if there is not two file types listed (i.e. .docx or .xlsx and .pdf) is ONLY the file extension listed required. For example on the first row of table "Vol 1 ES#.docx" is the only file naming convention listed, so are we NOT required to also submit in PDF?

If the G-2 Table only identifies one file type, that is the only file type required.

Section L, Part A, para 2.17, Table G-2 and Section L, Part A, para 3, Table G-3 and

Section L, Part B, para 4

Tables G-2 and G-4 both reference submission of a Past Performance Questionnaire (PPQ) file with the proposal. As

Section L, Part B, paragraph 4 makes clear, the Offeror must send the PPQ to the Past Performance contract customer(s) for completion, and they in turn forward the completed PPQ to PCO/Contract Specialist. So, if the Past Performance contract customer is filling in the PPQ, and it is the Past Performance contract customer's responsibility to forward the completed PPQ, it is unclear what the Offeror is submitting for the PPQ (Vol 4 Att L-4 PPQ.docx) with the proposal? We suggest replacing the requirement to provide a PPQ file with the proposal submission with a requirement to provide the contact information for the PCO, ACO, or PM completing the PPQ.

We suggest replacing the requirement to provide a PPQ file with the proposal submission with a requirement to provide the contact information for the PCO, ACO, or PM completing the PPQ.

G-2 and G-4 refer to naming conventions and the list of L-Attachments.

As part of the L-5/PP-1, Offerors are required to submit the contact information for the Customers ("Procuring Contracting Office (PCO), Administrative Contracting

Officer (ACO), and Program Manager (PM); or commercial contractor equivalents") as part of the proposal submission.

Offerors are not required to include the completed PPQs (L-4) as part of its to proposal submission. The PPQs will be provided from the Customer "via e-mail to the PCO/Contract Specialist, identified in 4.1 (Proposal Submission)."

Answers to Questions

Issued 16 May 2019, Answer 14

Regarding Table CE-1, the answer states, “The CE-1 (Excel) will contain a brief description and Volume 3 (MS Word) will contain a detailed comparative analysis…”

Cells C1-C5 require contractual information, and the remaining cells in Column C specify entry of Applicable PWS/SOW

Section Paragraphs applicable to Column B.

Question: Will the Government modify CE-1 by adding in an additional row, so that offerors may provide the brief description referred to in answer 14?

Correction, CE-1 does not request Offerors to provide a "brief description of the work".

Section L, Paragraph

In Vol L, Paragraph 3. Proposal Content and Volumes, The G-3 Table directs that Paper Copies are NOT Applicable and that 1 Original / 1 Copy is required for the Electronic Copy for ANNEX B submission. However, Vol. L Section 4.

Proposal Submission and Packaging, Section 4.1 Proposal Submission, states: “ It is requested that one paper copy and one electronic copy of a CD-ROM of Table PP-1 (Past Performance Contract Data); Table CE-1 (Corporate Experience

Element Contract Reference Matrix); and Annex B (Final Versions of Previous SOW//PWSs/Other Supporting

Documentation for Past Performance and Corporate Experience) be submitted two weeks prior to the submission date/time specified on Standard Form 33 (Block 9).

Could you please clarify that paper copies for ANNEX B are not applicable for either of the submissions (early and regular)?

Paper copies of Annex B do not need to be submitted with either submission.

Can the Government please provide instructions for the submission of a classified past performance reference, CPARs and/or questionnaire?

Submission instructions are provided in the forthcoming Amendment 0002.

Section L, Part B, para 2.4

DRFP Questions-2, #6

Paragraph 2.4 a) states "In Annex A, all Offerors shall address their strategies for utilizing SB Concerns in the performance of this contract, whether as a joint venture, teaming arrangement or subcontractor." It subsequently identifies

6 items that must be addressed as part of the SB Utilization Strategy. In paragraph 2.4 a) 4), there is a specific requirement about what Offerors must provide in Annex A. In addition, in DRFP Questions-2, #6 provides additional specific direction, stating "The Final RFP will be updated to clarify the submission of the Small Business Subcontracting

Plan in Annex A. This plan shall comply with both Section L, Part B, Volume 2, Section 2.4 paragraph (4) and Volume 6 paragraph (f) instructions. " As such there is conflicting direction as to what goes into Annex A and what goes into the paragraph 2.4 a) response. We believe the Small Business Utilization Strategy should be addressed as part of paragraph 2.4 a), and that Annex A should address paragraph 2.4 a) 4) as well as 6 f). Is this correct?

Recommend the Government address the Small Business Utilization Strategy as part of the paragraph 2.4 a) response.

Address paragraph 2.4 a) 4) and paragraph 6 f) in Annex A.

Yes, Annex A shall be submitted separately, but the contents will be utilized for both Volume 2 and Volume 6.

Vol_2_Att_L-2_MS-

1_CRM_.xlsx

The CRM released under Amendment 1 includes a reference to SOW 3.4.9.5 on the Section L, paragraph 2.1.2 row.

Request the Government clarify if this is the correct SOW reference. Amendment 0002 will provide an updated CRM Attachment. The reference is at the higher level of 3.4 to allow Offerors to expand upon additional labor categories beyond the four identified in Section L, Volume 2 paragraph 2.1.2.

Section L, Part B, para 5.3.1

Attachment CA - 1 Prime Cost Spreadsheet yearly cost detail tabs contain one row for each type of indirect rate, such as fringe and overhead. However, we have separate rates for various labor types as well as two overheads to be applied to various bases in accordance with our disclosure statement.

Will the government allow the addition of rows to accommodate separate fringe and overhead rates, similar to the direction to add rows for additional FTEs and subcontractors while maintaining workbook formula integrity?

Yes. Offerors are permitted to add rows to the spreadsheet to account for all applicable indirect rates.

Section L, Part B, para 5.3.2.1

It appears the government provided minimum rates for Engineering Tech I, II, III, and IV for Key West, FL positions are below the mandated AWD minimum.

Will the government please review the rates in question and advise offerors accordingly?

According to WD 15-4540, Rev. -8 dated 12/26/2018, occupation codes 30081 -

30084, the rate range minimums are in accordance with the AWD mandated minimums. However, the Government will be updating these rates in the forthcoming Amendment 0002.

Attachment_CA-

1_Prime_Cost_Spread sheet_5.31.xlsx

Attachment_CA-1_Prime_Cost_Spreadsheet_5.31.xlsx, released with Amendment 1, Instructions Tab, Instruction 5. The instructions state “Within the work sheet any cell colored "blue" contains a formula. These formulas should not be edited unless an offeror needs to account for additional overtime premiums or any other premiums in accordance with the offeror’s disclosure statement. Any changes to formulas in blue shaded cells should be explained in the Offerors Cost

Narrative in order for the Government to evaluate cost realism and reasonableness. In the 'CPFF Total Labor Hours

Proposed' tab, formulas in white cells should update automatically if instructions are followed.”

Currently the Base Year through Option Year 9 Tabs, Rows K and O, calculate overtime dollars for ATR and ATMO with the formula: Rate (Column G) x OT hours (Column J and Column N for ATR and ATMO respectively). With the amended instructions that: allow edits to the formulas, provide directions regarding an offeror’s disclosure statement, and provide direction on cost realism, would the Government further provide direction regarding the overtime calculation for all non-exempt SCA personnel. Specifically, should offerors change the overtime dollar formulas for SCA positions to multiply ATR and ATMO overtime hours times by a rate not less than one and one-half times the regular rate of pay to be compliant with the Fair Labor Standards Act (FLSA)?

The Offeror shall ensure they are compliant with the Fair Labor Standards Act

(FLSA) and all applicable Area Wage Determinations.

Attachment_CA-

1_Prime_Cost_Spread sheet_5.31.xlsx

Attachment_CA-1_Prime_Cost_Spreadsheet_5.31.xlsx row 105 references Government Labor Category Operations

Manager, Journeyman at location Pt. Mugu, CA; however, the rate range table found in Section 5.3.2.1- Direct Rates of the RFP does not list an Operations Manager, Journeyman for the Pt. Mugu, CA location. Will the Government please provide a rate range for this position?

Updates will be made to Section L, Volume 5 Section 5.3.2.1 Direct Rate Table.

Please see the forthcoming Amendment 0002.

TE10_Range_Staffing

_Information.xlsx, released with

Amendment 1

In the prior solicitation for the existing contract (N0042111R0066), exhibit TE10 also contained a column to indicate the quantity of each labor category as it applied to a SOW paragraph. Will the Government be updating the current TE10 to similarly include a quantity column?

TE9 Historical LOE Labor Hours provides the historical quantities of personnel and hours.

Section L, Part B, para 5.3.1

Attachment CA - 1 Prime Cost Spreadsheet, Fully Burdened CPFF Labor Rates Tab directs the use of Individual

Designators such as FTE 001, FTE 002, etc. It further directs their use in lieu of employee names, however, the yearly cost detail tabs do not have columns for those designators.

Will the government allow the use of columns to the right of the government's yearly cost detail tabs, not adding to the government's template, for the individual designators to aid in lookup formulas? We anticipate the resulting benefit to be both reduced risk of errors and increased speed when completing the Fully Burdened CPFF Labor Rates template.

In accordance with the instructions listed in the CA attachments "In Columns C-L, Enter the Annual Fully-Burdened Labor proposed for the applicable performance period (e.g. Base or Year_#) for personnel associated with the Proposed Labor

Category and Individual Designator by linking back to the applicable performance period direct and indirect rates."

Offerors should not link to any outside cells, columns, tabs, or worksheets that have not already been provided by the Government. Offerors shall link to the cells provided in the performance period tabs to ensure proper evaluation by the

Government.
