REF/#: Industry Question/Comment Government Response
Amendment 3, Table G-3 on page 6 states that Annex B paper copies required are
“Not Applicable.” Table G-3 requirements for Volumes 3 and 4 are: 1 Original and 1
Copy for paper copies and 1 Original and 1 Copy of electronic copies.
Volume 4 instructions on page 16 states that “Annex B should only be provided in electronic format and should not be provided in paper copy.”
However, Section 4.1 Proposal Submission, paragraph A Unclassified Data states
“However, it is requested that one paper copy and one electronic copy on a CD-ROM of Table PP-1 (Past Performance Contract Data); Table CE-1 (Corporate Experience
Element Contract Reference Matrix); and Annex B (Final Versions of Previous
SOW/PWSs/Other Supporting Documentation for Past Performance and Corporate
Experience) be submitted two weeks prior to the submission date/time specified on
Standard Form 33 (Block 9).”
Does the Government desire offerors to provide a hard copy of Annex B? Also, for the early submittal, does the Government desire offerors to provide only one paper copy and one electronic copy on CD-ROM vs. the two copies required in Table G-3?
1.) The Government does not require a paper copy of Annex B.
2.) For the RFP submission, the Offeror is required to submit two electronic copies.
Reference - Attachment_CA-
1_Prime_Cost_Spreadsheet, Fully Burdened CPFF Labor
Rates Tab
1) Section 5.3.1.1 states, "Within Attachment CA-1, Offerors shall complete the tab entitled Fully Burdened Labor Rates, detailing the fully burdened labor rates for prime contractors and proposed subcontractor personnel. For subcontractor labor, the fully burdened labor rates shall be inclusive of any pass-through charges (e.g., subcontractor handling, fee on subcontractor labor, etc.) applied by the prime contractor.”
Question: On the Fully Burdened CPFF Labor Rates tab, is the offeror permitted to insert additional columns after column A to identify the location and company associated with each labor category since rates will vary by location and the formula for calculating the fully burdened rate will vary depending on whether the labor category is being proposed by the prime vs. a subcontractor?
Each cell in columns C-L in the Fully Burdened Labor Rates Tab should directly link back to a direct rate in column G of each individual year tab. If the rate is coming from a subcontractor, the formula should begin by linking to the subcontractors fully burdened rate in column G, and then a formula to apply a Prime's pass through on subcontractors would then be applied by linking to the appropriate indirect rates to calculate that pass through on top of the subcontractors rate for the specific year.
Provided the above is followed, Offerors may add columns to the Fully
Burdened Labor Rates Tab only as necessary to indicate Company and Location.
The CA-1 instructions for the Fully Burdened CPFF Labor Rates tab state, "Annual
Fully-Burdened Labor shall include fringe, overhead, G&A, and fee on total cost, but should not include Fully-Burdened Other Direct Costs (ODCs) such as Materials, Travel, and Cost of Money costs. Annual Fully-Burdened Labor shall be the Fully-
Burdened Labor Rate times the amount of hours proposed for the applicable performance period.”
Question: Is loaded labor cost (Loaded labor rate x proposed hours) supposed to be calculated somewhere on this tab?
No. The purpose of this tab is to show the fully burdened labor rate only for each individual proposed by the offeror.
