About this file

This document contains responses to questions on a request for proposals (RFP) from the Department of the Navy Naval Air Systems Command Naval Air Warfare Center. The RFP is for a follow-on Mission Systems Test and Evaluation Division (MSTED) effort. Clarifications were provided that resumes for all key personnel must be submitted with the proposal to establish the key personnel baseline at contract award. The relevant wage determinations for work locations at Point Mugu and Patuxent River were also attached to specify the applicable Service Contract Act schedules.

Question 1: As worded in the 4.0 Personnel Requirements section, there seems to be room for multiple interpretation of the degree and substitution allowances. The final sentence in paragraph 3 on page 27 appears to be missing the word “for.” Suggest should read “Certain Professional Labor categories cannot substitute FOR a Bachelor’s degree, such as Engineering.” To further clarify the intent of this statement would you consider also adding the following sentence in Table 3 at the end of the Degree/Experience Required statements for the Journeyman Engineer (Key), Journeyman Engineer, and Junior Engineer entries: “Relevant experience may NOT be used as a substitution for the degree requirement.” You have similar statements clarifying that substitutions are allowed at the end of the Degree/Experience entries for the Journeyman Systems Analyst, Junior Systems Analyst, and Journeyman Program Analyst labor categories so such a statement seems appropriate to include – allowing or not allowing – for all labor categories with bachelor degree requirements.

Added “for” as suggested to paragraph under 4.0 Personnel Requirements. Also added “Relevant experience may NOT be used as a substitution for the degree requirement” for the 3 specified labor categories: Journeyman Engineer (Key), Journeyman Engineer, and Junior Engineer to clarify Table 3.

Question 2: Assuming this is consistent with your intent, for clarification purposes would you consider appending the following to the page 27 Table 2 Master’s Degree substitution statement: “Experience alone cannot be used as a substitution for a Master’s Degree requirement.” Intent here is to clarify that one cannot “daisy chain” the two substitutions and replace a master’s degree with a bachelor’s plus four years additional experience and then replace that bachelor’s with 6 years additional experience – effectively replacing a Master’s degree with no degree and 10 years additional experience.

Added “Experience alone cannot be used as a substitution for a Master’s Degree requirement” to the Table 2 Master’s Degree substitution statement to clarify no “daisy chain” allowed.

Question 3: Paragraph 1.3.2.1 states “For ANY proposed Key Personnel provide a resume . . .” Clause 5252.237-9501 on page 57 states to “assign only those key personnel whose resumes were submitted and approved”. Please re-affirm that even though you indicate on page 89 in paragraph 1.3.2 that you will only be evaluating a subset of the resumes during proposal evaluation that we are still required to submit resumes for all key personnel as part of our proposal submission in order to establish our key personnel baseline at contract award.

Refer to Amendment 1 which corrects the table in Section L 1.3.2 Key Personnel resumes. A total of 10 resumes will be required for the key personnel.

Question 4: Can you please specify which SCA Wage Determination schedule(s) we are to use? Since two of the billets are labeled as on-site at Point Mugu (the rest are at Pax River) are there more than on schedule that we should use?

Attached are the Wage Determinations for both Point Mugu and Patuxent River, as well as link to the SCA website for future reference, as these rates will change each year.
