About this file
This document contains answers to questions received regarding a request for proposals for a follow-on Mission Systems Test and Evaluation Division contract opportunity with the Department of the Navy Naval Air Systems Command Naval Air Warfare Center. The questions and answers clarify that the composite rates table in the RFP will be updated to match the personnel table in Amendment 0001, and that while the draft DD254 does not indicate it is a follow-on, the instruction provides for identifying an award to the incumbent as a follow-on. Aerospace Engineering is also confirmed as an acceptable engineering discipline for the opportunity.

Questions Round 2
5. There are inconsistencies between entries in the Composite Rates Table that begins on page 3 of the RFP and entries in the 3.5.2 Personnel Table that begins on page 13 of Amendment 0001 of the RFP. Can we just update the Composite Rate Table to match the latest released 3.5.2 Personnel Table or do you prefer to amend/update the Composite Rate Table?
Composite Rates Table corrected to match Section L 3.5.2 table.
6. The draft DD254 does not indicate that this is a follow-on contract. Will this be addressed/updated when the actual DD254 is prepared?
The new DD 254 instruction indicates that a BID DD 254 will not be considered a follow-on contract. The instruction does provide for a DD 254 change to a follow-on contract if the contract award is to the Incumbent company.
7. Section 4.4 on page 27 of the RFP identifies “Computer, Electrical, Electronics, or Mechanical” as acceptable engineering disciplines. In most cases Aerospace Engineering is also considered an acceptable engineering discipline. Aerospace is even listed in some of the “Degree/Experience Required” entries of the section 4.4.1 labor categories Table 3 of this RFP. Was not including this in the list of acceptable engineering disciplines perhaps an oversight that could be corrected?
Yes, an Aerospace Engineering degree is acceptable.
