Section L, Part B, Paragraph 1.1
In the original solicitation, Section L, Part B, paragraph 1.1 requested offerors to provide their understanding and approach to SOW sections 3.1.4
(Software Duplication, Product Distribution, and
Materiel Coordination), 3.1.6 (Site Survey and
Preparation), and 3.1.8 (Customer Support). Per
Amendment 0001, these subparagraphs are now renumbered as 3.1.5, 3.1.7, and 3.1.9 in Section C, yet the instructions in Section L still refer to 3.1.4, 3.1.6, and 3.1.8. Are we to address different SOW elements in our response, or should the cross references in
Section L be updated to correspond with the revised numbering in Section C?
The correct numbering for Section L , Part B, Paragraph 1.1 is
3.1.5 - Software Duplication, Product
Distribution, and Materiel Coordination
3.1.7 - Site Survey and Preparation
3.1.9 - Customer Support
Amendment 0002 will be issued to correct the numbering in Section L to align with the revisions made to Section C in Amendment
0001.
2 16 & 72 Section L, Part B, 1.1
Amendment 01 corrected the numbering scheme in
Section C paragraphs 3.1, Enterprise Requirements, however, there was no change in the technical focus areas described in Section L Part B. Is it the government’s intent that the focus areas remain
Software Duplication, Product Distribution, and
Materiel Coordination (3.1.5), Site Survey and
Preparation (3.1.7), and Customer Support (3.1.9)?
revisions made to Section C in Amendment
0001.

Section L, Part A, 3.0, Table L1, Section J
Attachment P4
Amendment 01 provided an updated Attachment P4
(Past Performance Information Form) in MS Word format, however, the attachment footer indicates only
2 pages. Table L1 indicates that there is no page limit for Volume 2 Past Performance. Is it the government’s intent to allow offerors to expand beyond the second page of P4?
Yes, it is the Government’s intent to allow
Offerors to expand the second page to meet the no page limitation set forth in Section L, Part A, Table L1: Page Limitations, Volume 2
Past Performance.
4 It appears while the government renumbered the SOW section headings within 3.1, the changes did not track through to the original SOW paragraphs requested to be addressed within Section L. Did the government intend to change the section L SOW requirements also, or do they desire to keep the original paragraphs to be addressed consistent?
revisions made to Section C in Amendment
0001.
5 On September 20, 2017 the Government released answers to the industry questions. The Government’s response for Question #20 “This question will be addressed via Amendment 001” The question was
“Where is the Government expecting that cost in
Volume 3”. Does the Government intent to release a second amendment or provide clarification?
Depending on the Government answer it will have a significant impact on pricing and has potential of skewing rates and cost build-ups between the offerors.
Request a 1 week extension based upon the
Government’s response or non-response to Question
