The Government intends to utilize NAVAIR
Clause 5252.216-9540 - ISSUANCE OF
ORDERS USING STREAMLINED
PROCEDURES in conjunction with B-1
Estimated Rates for CPFF orders only, as stated in B-1 Estimated Rates. The
Government will also clarify this in NAVAIR

1.3.4.2
Paragraph 3.0 Proposal Content and Volumes states that the Offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal
Instruction. Proposal information must be structured such that its Volume/paragraph number matches the
Proposal Instructions Volume’ paragraph number provided in Section “Part B Specific Instructions” to which it is responding, although the Offeror may add lower tier subparagraphs.
Paragraph 3.0 Proposal Content and Volumes Table
L1 Annex 1 Small Business Utilization: Small

Subcontracting Plan states that the Large Business
Offeror shall provide its Subcontracting Plan conforming to the requirements of FAR 19.7 and
DFARS 219.7 as Annex 1
Paragraphs 3.0, 1.3.4, 1.3.4.1 and 1.3.4.2 provide conflicting submission instructions and different page count limitations which could potentially result in offerors submitting a noncompliant response.
Question:
Request that the Government please provide clarification that the 1.3.4, 1.3.4.1, and 1.3.4.2 are to be ANNEX 1 with no page count or is 1.3.4 and
1.3.4.1 to be included Volume 1 and only 1.3.4.2 is in ANNEX 1? Recommend in order to provide continuity to the evaluators that 1.3.4, 1.3.4.1, and
1.3.4.2 are all included in ANNEX 1.
The Small Business Subcontracting Plan shall be provided as an annex to Volume 1 as shown in Table L1 in Section L, Part A, Paragraph 3.0. The Volume Title for Section

Section 3.5 Use of
Government
Furnished
Property
The Offeror is required to submit a written narrative delineating a transition plan that ensures an effective workplace changeover from an incumbent with no degradation of services.
Note: When PMA-281 transitioned the Systems
Lifecycle Services from SPAWAR C4I Philadelphia to the current incumbent the original transition period was 30 days. The actual period of time that it took to transition all work, systems, and the Product
Distribution Center was from May 2009 through
August 2009.
Questions:
The Transition period of performance is not defined in the RFP. Would the Government define the required transition period?
In order to provide a detailed Transition Plan that will increase the probability of a successful transition that will continue services without interruption would the Government consider moving the requirements of section 1.3.1 to Annex 2
Transition Plan with a no page limit?
Section L, Part B, Paragraph 1.3 will be revised via Amendment 0001 to identify the
Government’s anticipated transition period.

Section 3.5 Use of Government Furnished Property
Attachment (3) “Government Furnished Equipment
(GFE), “specifies the Government Property to be furnished.
Final RFP Attachment (3) is the Surveillance
Activity Checklist (SAC).
Final RFP Attachment (2) is the Government
Furnished Property (GFP) and is the inventory of material in the incumbents Product Distribution
Center which is for the developers, fleet, and FMS customers
Questions
Would the Government consider posting an attachment to the RFP which lists Government
Furnished Equipment (GFE) which the incumbent is currently issued to support SOW tasking?
Disclosure of this information is essential in developing RFP Section 3.6 Other Costs and
Section 3.3 Price/Cost information section (h).
Note: The draft RFP attachment (2) was a partial list of GFE that PMA-281 has provided to the incumbent to directly support elements of the SOW.
Would the Government consider posting an attachment to the RFP which lists software licenses that Government has provided the incumbent since
2009 in order to support the incumbent’s execution of SOW tasking? Disclosure of this information is
Section L, Part B, Paragraph 3.5 will be revised via Amendment 0001 to reference the correct attachment. Attachment 2 provides a complete list of the GFP/GFE to be provided for this effort. Section C, Paragraph 3.2.2.3 will be revised via Amendment 0001 to indicate the Government’s intent to provide access to the necessary software. The
Contractor shall not incur any other direct costs (ODCs) to the contract for software licenses. The Government has no intention of providing a list of current software licenses provided to the incumbent contractor as this does not pertain to the instant solicitation.
essential in developing RFP Section 3.6 Other Costs and Section 3.3 Price/Cost information section (h).

Section 3.7.1
ODCs
If the offeror is expected to identify those types of cost we would need historic cost information from the past five years. PMA-281 and the ISEAs on previous PMA-281 Systems Lifecycle Support
Services Task Orders and contracts were directly purchasing the services such shipping/freight and materials and then providing them directly to the incumbent. If the offeror is expected to identify those types of cost we would need historic cost information from the past five years.
Question:
If the offeror is expected to provide cost for shipping and materials will the Government consider providing the 5 year historic costs in order to provide accurate Other Costs estimates? Or would the Government consider including a material CLIN and a Total NTE Cost in order to establish the IDIQ ceiling?
Offerors shall propose ODC amounts in accordance with Section L, Part B, Paragraph
3.7.1. All material costs associated with
packaging and shipping will be covered during execution using Government-provided
Transportation Account Codes (TACs) in accordance with NAVAIR Clause 5252.232-
9522 TRANSPORTATION ACCOUNT
CODES (NAVAIR) (OCT 2005).

Volume 3:
Price/Cost
Proposal
Section 3.3 (i)
If facility realignment is proposed in support of
Section C, Paragraph 3.6, then the Offeror shall provide a separate total price to execute the Transfer of Inventory and Equipment (CLIN 0020).
The Government has provided warehouse inventory information in RFP Attachment 2 but that information doesn’t include information such as size
(height, width, depth) and weight of each piece of inventory. This information along with on-site visit to the incumbent’s Product Distribution Center would be required to be able to properly estimate the
Transfer of Inventory and Equipment (CLIN 20).
Questions:
Would the Government consider providing a NTE plug number in order to establish the IDIQ ceiling or provide the 2010 historic cost of transferring the inventory and equipment from SPAWAR C4I
Philadelphia to the incumbent’s warehouse in
Marlton, NJ? If not will Government schedule an on-site visit to the Product Distribution Center?
Offerors are provided with a list of the inventory within Attachment 2, which enables offerors to estimate any associated costs to transfer the inventory to an alternate location, if necessary. The Government does not to intend to disclose the 2010 historic cost, as inventory levels have fluctuated over the last 7 years.
18 1 RFP
SF33 Block 9 Question:
Due to the threat of Hurricane Irma affecting our personnel in Florida and along the East Coast over the next week, we request the Government extend the due date to allow personnel in the area time to prepare their homes and seek safety.
A one-week extension will be provided via
Amendment 0001 to allow offerors to incorporate responses and changes made via the amendment.
19 13-20 RFP SOW The SOW contains some numbering anomalies, i.e.
2 sections numbered 3.1.2 and a missing 3.4.2.1.
Questions:
Does the Government anticipate revising the SOW numbering?
Section C will be revised via Amendment
0001 to correct the numbering.
20 Owning/leasing and operating a contractor provided facility?
Questions:
This question will be addressed via
Amendment 0001.
Where is the Government expecting that cost in
Volume 3.
21 3 & 19 SOW, Page 19
PARAGRAPH:
3.6
DD-254, Page 3
Paragraph 3.6 [Transfer and Inventory of Equipment] of the SOW allows for transfer of all GFP to the offeror’s facility but does not specify facility technical requirements (square footage, climate control, access portal dimensions, etc.). The only explicit requirements are in block 11.d of the DD-254 which states, “Contractor shall provide adequate storage at their facility for classified hardware. Classified shipments are not to exceed two cubic feet. Large size shipments require prior coordination with the
Facility Security Officer (FSO) to confirm facility storage capacity.”
How will the government assign a technical/risk evaluation rating on an offeror’s facility proposal when there are no stated facility requirements other than those listed in the DD-254?
Section L does not require a facility proposal in the technical volume.
22 83 Section L, Clause
5252.215-9502, “Anticipated
Award Date”
Request clarification of transition planning timeline.
Section L Clause 5252.215-9503 states the anticipated award date for this requirement is 01 December 2017, but there is no accompanying transition timeline to prevent disruption of service. It is unreasonable to expect that any offeror other than the incumbent would have all ~91 FTE’s in place and ready to work on the date of contract award.
Section L, Part B, Paragraph 1.3 will be revised via Amendment 0001 to identify the
Government’s anticipated transition period.
Please note that only key personnel must be identified within the offeror’s proposal.
23 75 & 88 Section L, paragraph 3.3.i
Section M, 3.0
PRICE/COST
Total Price
Request removal of pricing of Transfer and Inventory of Equipment from Price Instructions in Sections L &
Evaluation Factors in Section M as it presents excessively favorable conditions to the incumbent.
The transfer and inventory of equipment, if proposed, is a cost consideration that must be taken into account when determining best value to the Government. The solicitation will remain as written.
24 1 Block 9
Request two-week extension of proposal deadline to
16 October to permit offerors to analyze the government’s responses to offerors’ questions to clarify solicitation requirements.
A one-week extension will be provided via
Amendment 0001 to allow offerors to incorporate responses and changes made via the amendment.
25 7 Section B Item No. 0007 references CLINs 0008 through 0013, however, CLIN 0013 is for ODCs, not Logistics
Support. Should the reference in Item No. 0007 be to
CLINs 0008 through 0012?
The extended description for CLIN 0007 will be revised via Amendment 0001 to read as follows: “All FFP labor ceiling, inclusive of cost and profit for CLINs 0008-0012.”
26 The solicitation indicates that the only ODC expenses that will be allowed on the contract are those associated with travel. The support of this contract will likely require the contractor to provide non-labor
ODC’s. Likewise, the inclusion of FAR 52.222-20 implies the government anticipates that the contractor will acquire in excess of $15,000 in Materials, Supplies, Articles and Equipment. How are respondents to price non-travel ODC costs within the
FAR 52.222-20 Contracts for Materials, Supplies, Articles, and Equipment Exceeding
$15,000 is not applicable and will be removed from the solicitation via Amendment 0001.
CLIN structure?
27 68 Table L1 Table L1 on page 68 indicates that Annex 1, Small
Business Utilization, should be provided as Annex 1 of Volume 3. However, the Section L instructions, paragraph 1.3.4, and Section M instructions, Part B section 1.3, appear to indicate the small business utilization strategy and small business subcontracting plan should be provided as part of Volume 1. Please clarify which volume should contain this information.
Offerors shall provide their response to
Section L, Part B, Paragraph 1.3.4, Small
Business Utilization, in Volume 1.0. Section
L, Part A, Paragraph 3.0, Table L1 will be revised to provide clarification.
28 May we use a font size smaller than Times New
Roman 12 pt. for tables and charts as long as it is legible?
Section L, Part A, Paragraph 2.0 will be revised to state that “Graphs, tables, and images shall be presented in no smaller than a
10 pt font.”
29 May we use a font size smaller than Times New
Roman 12 pt. for headers and footers?
Headers and footers shall comply with the restrictions set forth in Section L, Part A, Paragraph 2.0.
30 Attachment P4 When we fill out Attachment P4, Past Performance
Information Form, text that is entered in the field for
“Contract Effort Description” can be read in the PDF version by scrolling down but when printed only shows the first few lines of text. Additionally, the font used in this form appears to be Calibri, so it does not meet the solicitation requirement to use Times New
Roman 12 point font. Will the Government allow us to recreate this form in Microsoft Word, provided the information is presented in the same order as on the
PDF version, so that all text appears in the hard copy and is the correct font?
A revised Attachment P4, in Microsoft Word format, will be provided via Amendment
0001.
31 Section L, Part B
Specific

Small Business, and Woman-Owned Small Business.
Does the government have specific goals established for the SB subcategories or are offerors expected to set their own goals for these categories?
Section L, Part B, Paragraph 1.3.4.1 will be revised via Amendment 0001 to include the following statutory goals for small business procurement:
23% of prime contracts for small businesses:
5% of prime and subcontracts for women-owned small businesses

An approved comprehensive SB
Subcontracting Plan is plant, division, or company-wide and is negotiated and approved in accordance with DFARS 219.7. Additional details can also be found at DFARS PGI
219.7.

(4) states: Offerors shall calculate the percentage of
SB subcontracting, SDB subcontracting, WOSB subcontracting, SDVOSB subcontracting, and
HUBZone subcontracting in terms of the value of the total acquisition. Will the government please clarify whether the SB Subcontracting goals should be based on the total contract or the total subcontracted value?
of the total dollars planned to be subcontracted to each of the various set-asides shall be included within the plan as a percentage of total subcontract dollars.
