STATEMENT OF WORK
STATEMENT OF WORK
NAVAL AIR SYSTEMS COMMAND (NAVAIR) PMA-281 SYSTEMS LIFECYCLE SUPPORT
1 SCOPE
1.1 Background. This Statement of Work (SOW) is intended to provide Integrated Logistics Support (ILS) products for acquisition and life cycle sustainment of three weapons systems, Naval Mission Planning Systems
(NavMPS), Theater Mission Planning Center (TMPC), and the Common Control System (CCS). These products and services will support PMA-281 Product Support Manager (PSM), NavMPS, TMPC, and CCS Assistant
Program Managers for Logistics (APMLs). Section three (3) of the SOW defines the requirements for performance of the contract.
1.2 This SOW supports the Naval Air Systems Command (NAVAIR) Strike Planning and Execution Systems
Program Office (PMA-281) systems NavMPS, TMPC, and CCS.
1.2.1 The TMPC is currently configured into the shore based Cruise Missile Support Activities (CSMA), Tomahawk
Strike and Mission Planning Cell (TSMPC), and Carrier Strike Group (CSG) configurations. The system is a suite of products used for planning and updating conventional Tomahawk Land Attack Missile (TLAM) missions. TMPC is comprised of the following components: Targeting and Navigation Toolset (TNT), Tomahawk Planning System
(TPS), Mission Distribution System (MDS), TMPC Communications Systems (TCOMMS), Intelligence Situation
Awareness Tool (ISAT), TMPC Operations and Status Tool/ Tasking Management Service (TOST/TMS), and Multi
Level Secure (MLS) Guard (MGuard).
1.2.2 The primary mission of the TMPC International Program/Foreign Military Sales (FMS) is to provide
Tomahawk mission planning Integrated Logistics Support (ILS) products to the United Kingdom (UK). These products include the TMPC suite, documentation, training, and help desk support.
1.2.3 The primary NavMPS system consists of Joint Mission Planning System (JMPS) and Electronic Kneeboard
(EKB). Federated applications include, but are not limited to, Weaponeering and Stores Planning (WASP) and
Tactical Terrain Visualization System (TTVS). The mission of JMPS is to provide aircrews with required flight planning functions for Navy and Marine Corps aircraft, weapons, avionics and sensors. This system will provide the infrastructure, information, automated tools and decision aids needed to rapidly plan air missions and strikes.
Support efforts include, but are not limited to, the fielding of JMPS hardware, software, documentation, training, and help desk support.
1.2.4 The primary mission of the JMPS International Programs/FMS is to provide mission planning support to
NATO, Coalition partners, and United States allies. Support efforts include, but are not limited to, the fielding of
JMPS hardware, software, documentation, training, and help desk support.
1.2.5 The CCS is a pre-Acquisition Category (ACAT) designation Program of Record for a solution to bring commonality to the Navy Unmanned Vehicles (UxS) systems by creating a single control station for all UxS to provide interoperability and commonality to the Navy. CCS and associated capabilities can serve as an operational enabler to unmanned systems vehicle control and mission payload operations in support of Navy mission areas.
Currently, CCS Increment 1 and 2 are planned to be software only solutions for installation into fixed, mobile, and dismounted unmanned system hardware configurations. CCS Increment 3 is planned for a combined solution of hardware and software.
