Section A - Solicitation/Contract Form
GENERAL INFORMATION
The NAICS code for this effort is 541330 – Engineering Services with a size standard $38.5M.
1. Term Level of Effort (LOE) task orders will be issued under this single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. NAVAIR clause 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR)(DEC 2012) will be included in applicable task orders.
2. This solicitation is, and the resulting contract will be, subject to the Service Contract Act (SCA) of 1965, as amended, and to FAR clause 52.222-41 SERVICE CONTRACT LABOR STANDARDS (MAY 2014), contained in Section I of this solicitation. The cost/price proposal shall demonstrate compliance with the minimum monetary wages and fringe benefits for service employees as specified in the Wage Determinations. The Wage Determinations can be found in Section J, Attachment 7.
3. FAR clause 52.222-17 NONDISPLACEMENT OF QUALIFIED WORKERS (MAY 2014) requires successor contractors to give the right of first refusal to all qualified service employees (within the meaning of SCA) that were performing in the proposed positions under the predecessor contract. The Offeror’s proposal shall demonstrate compliance with FAR 22.12 and 52.222-17. If the offeror is proposing the incumbent workforce based on FAR 52.222-17 for SCA labor categories, the proposed employee should be identified as:
a. Current – if the Offeror is the incumbent contractor
b. Contingent – of the Offeror has a letter of intent in place with the employee
c. Prospective – if the Offeror does not know the identity of the incumbent employee
4. The Product Service Code (PSC) for this procurement is J058 – Maintenance, Repair, and Rebuilding of Equipment – Communication, Detection, and Coherent Radiation Equipment.
5. This contract shall have a five (5)-year ordering period.
6. The contractor will be required to have a TOP SECRET facility clearance and TOP SECRET and/or SECRET clearance for personnel identified in Section C Statement of Work (SOW) paragraph 8.3 within sixty (60) days of contract award. The contractor will not be permitted access to classified information until a final DD254 is incorporated as an attachment to the contract award.

B-1 COMPOSITE LABOR RATES
This language is designed for use in conjunction with H-2 Issuance of Orders Using Streamlined Procedures NAVAIR 5252.216-9540 (Variation)(May 2017). For purposes of estimating and establishing a labor cost ceiling for each task order, the following composite rates will be used by multiplying the composite rate for labor category by the estimated hours for each labor category. Overtime will be used by multiplying the rate for labor category by the time and a half estimated hours based on the work schedule. These rates are estimates, and invoicing will be based on actual costs incurred. Ceiling for ODCs will be priced in accordance with the Government Estimate. Orders crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the order.

| (a) The level of effort estimated to be ordered during the term of this contract is 787,200 man-hours of direct labor including authorized subcontract labor, if any. The contractor shall not, under any circumstances, exceed one hundred (100%) percent of the total level of effort specified in this basic contract. | (b) FAR Clause 52.232-20, "Limitation of Cost" applies to fully funded orders and FAR Clause 52.232-22, "Limitation of Funds" applies to incrementally funded orders. Nothing in this clause amends the rights or responsibilities of the parties hereto under either of those two clauses. | (c) In the event that less than one hundred (100%) percent of the established level of effort of the contract/order is actually expended by the end of the performance period, the Government shall have the option of: | |
| (1) Requiring the Contractor to continue performance, subject to the provisions of the FAR Clause 52.232-20 or 52.232-22, as applicable, until the effort expended equals 100% of the established Level of Effort; or | |
| (2) Effecting a reduction in the fixed fee by the percentage by which the total expended man-hours is less than one hundred (100%) percent of the established Level of Effort. | |
| (d) The contractor agrees that effort performed in fulfillment of level of effort obligations under this contract shall include only verifiable effort in direct support of the work specified. Section C - Descriptions and Specifications
DESCRIPTIONS/SPECIFICATIONS
Deployed Mission Support
1.0 INTRODUCTION. The Naval Air Warfare Center Aircraft Division (NAWCAD) Special Communications Mission Solutions (SCMS) Division, located at St. Inigoes, MD, integrates, delivers, and sustains products for Communication-Electronic (C-E) equipment/systems and subsystems. SCMS has technical authority over a number of Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems capabilities, including technical, engineering, operations and maintenance support Outside Continental United States (OCONUS) to forward deployed mission support fielded systems. These forward deployed mission locations include Central Command (CENTCOM) and Africa Command (AFRICOM) Areas of Responsibility (AOR). These essential OCONUS deployed mission support systems are funded by a broad range of customers including Navy and other DOD and non-DOD agencies. To complete these systems, the SCMS Division maintains subject matter expertise in a broad range of technical and programmatic disciplines. The designated Government Project Lead (GPL) will be responsible for all Project Management and Systems Engineering aspects of the project and selects and leads the Integrated Project Team (IPT) for project completion. The GPL will utilize this contract to obtain the OCONUS deployed mission specific technical expertise and deliverables needed to complete each assigned project.
1.1 SCOPE. The contractor shall provide technical, engineering, operations and maintenance support for forward deployed mission OCONUS fielded C-E equipment/systems and subsystems supporting OCONUS military units and operations. These services include legacy and current deployed mission C-E equipment/systems and subsystems and the rapid inspection, troubleshooting, verification, scheduled and non-scheduled maintenance and modification, integrated logistics support, configuration management, and training of those systems, subsystems, and components. The technical, engineering , operations and maintenance support services apply to all phases of the OCONUS systems life cycles. The nature of the work requires pre-deployment training, certifications and qualifications to rapidly support forward mission deployed forces, and the ability to rotate personnel in and out of OCONUS locations every 6 months. Unique OCONUS deployed missions to support the following equipment:
1.1.1 Force XXI Battle Command, Brigade-and-Below (FBCB2) Situational Awareness (SA) Capability;
1.1.2 Real-time position, time, elevation, and heading determination using the Global Positioning System (GPS);
1.1.3 Secure and unencrypted multi-band VHF/UHF inter/intra-team communications;
1.1.4 Secure UHF satellite communications;
1.1.5 Internal voice communications between all crew and external radio nets;
1.1.6 Electronic Countermeasures System (ECMS) to protect against Improvised Explosive Device (IED);
1.1.7 A Visual Augmentation System (VAS) to enable operations any time day or night in reduced visibility conditions either because a weather or manmade visual obscurants.
1.1.8 Ability to receive, display, record, and relay real-time full motion video and sensor data transmitted by unmanned aerial vehicles (UAVs); and
1.1.9 Antenna system capable of supporting all installed C-E equipment/systems and subsystems equipment.
2.0 APPLICABLE DOCUMENTS. The following documents are provided for reference. Requirements for SCMS Division products to have interoperability among military, civilian, U.S. and foreign users may dictate an adherence to a wide variety of specifications and standards. DOD systems shall adhere to the Joint Technical Architecture (JTA) (Current Version). Non-DOD systems may be governed by numerous commercial, national or international standards. The standard development organizations listed are not all inclusive and are presented only as representative sources of the technological interface details which may be required by systems developed with this contract. Unless otherwise noted, the revision level and date for each document, specification or standard cited shall be that listed in the Department of Defense ASSIST Database (http://assistdocs.com/search) in effect on the date of contract award or at the time a task order is awarded.

3.0 TECHNICAL REQUIREMENTS. The contractor shall provide operations and maintenance support services and incidental supplies to SCMS Division in the performance of studies and application of leading edge technologies for logistical maintenance and sustainment support of OCONUS deployed missions. The contractor shall report results of surveys, analysis and associated technical data in accordance with Exhibit A. Services shall require performance at the contractor’s facilities, Government facilities, and other locations as designated by the Government in the resulting task orders.
3.1 Inspection, Troubleshooting and Verification & Scheduled and Non-Scheduled Maintenance and Modification (CLINs 0001, 0002, 0003, 0004 and 0005). The contractor shall provide support services for readiness assessment, investigation, and in-service C-E equipment/systems and subsystems discrepancies of forward deployed fielded systems. The contractor shall includes associated technical data of inspection, troubleshooting, and verification of the fielded C-E equipment/systems and subsystems designated per individual task orders (CDRLs A001-A009). The results shall then be documented on maintenance forms in the Government Maintenance Action Reporting Tool as well as the current required theater maintenance forms, and collection. The contractor shall provide maintenance and modification support services for fielded OCONUS deployed mission SCMS systems. The contractor shall:
3.1.1 Provide technical services to perform system level maintenance activities.
3.1.2 Document and report all maintenance activities, repair part utilization and status, which includes reliability and maintenance (RAM) data, and historical information for review and analysis.
3.1.3 Provide quick-reaction/quick-response support for troubleshooting system technical problems and maintenance support for identified C-E equipment/systems and subsystems technical problems.
3.1.4 Facilitate the removal and replacement system level maintenance of discrepant items, as well as implement approved modifications through Engineering Change Requests (ECRs), craft alterations, or Engineering Change Proposals (ECPs).
3.1.5 Analyze maintenance data to identify, report, and track significant maintenance trends.
3.1.6 Inspect failed parts, troubleshoot equipment and analyze C-E equipment/systems and subsystems system casualties or deficiencies, and provide recommendations for resolution and on-site repairs. Provide adaptive engineering or modifications to the systems and electronic equipment as quick reaction responses to meet urgent operational requirements and cultivate long-term solutions.
3.1.7 Perform verification of equipment received and check functionality on equipment and materials.
3.1.8 Analyze system performance to identify, report, and track significant trends. Develop design and logistic support changes to correct validated deficiencies.
3.1.9 Provide prototype modification for validation and verification of performance. Document and report results.
3.1.10 Conduct operational assessment inspection at proposed sites.
3.1.11 Analyze system operational readiness, maintenance data, and evaluate new technology to determine if design revisions or incorporation of new technology will cost-effectively enhance readiness.
3.1.12 Ship C-E equipment, systems, subsystems and/or components as directed by the COR. Comply with all Government regulations for shipments within the United States and abroad in a timely manner. The contractor shall have a documented process for exporting communication security equipment in accordance with International Traffic and Arms Regulations (ITAR).
3.2 Integrated Logistics Support (CLINs 0001, 0002, 0003, 0004 and 0005). The contractor shall provide integrated logistics support (ILS) planning for OCONUS deployed mission support for, but not limited to, fielded and modified C-E equipment/OCONUS systems and subsystems. Required plans and associated reports resulting from analyses shall be provided per CDRLs A003 – A006. The contractor shall:
3.2.1 Support development of tailored supportability strategies, define maintenance planning concepts, and conduct supportability analyses, while ensuring that C-E equipment/systems and subsystems design and logistics efforts are integrated.
3.2.2 Perform trends analysis of reliability and maintainability (R&M), risk management, and support configuration management practices and policies.
3.2.3 Provide follow-through support to evaluate C-E equipment/systems and subsystems performance and reliability, maintainability, and availability data to assist in the development of enhanced or modified performance baselines.
3.3 Configuration Management, Technical Documentation & Training (CLINs 0001, 0002, 0003, 0004 and 0005). The contractor shall comply with the program Configuration Management Plan (CMP), provided by the Government for forward deployed fielded C-E equipment/systems and subsystems. This plan prescribes the policies and procedures for identifying and controlling hardware, software, and documentation for each C-E equipment/systems and subsystems. Related efforts shall include configuration item identification and definition, configuration status accounting, maintenance of physical configuration records and input to configuration reviews and audits. Required technical data shall be provided per CDRLs A005, A007 and A009. The contractor shall:
3.3.1 Identify and report recommended performance improvements for design changes to implement solutions, technical improvements and mandated C-E equipment/systems and subsystems upgrades.
3.3.2 Verify and validate technical directives, maintenance manuals, installation guides, technical manuals, and related system technical documentation. Document and report identified corrective actions.
3.3.3 Prepare, coordinate, and review ECPs and other documentation for submission of recommended changes to the technical documentation.
3.3.4 Prepare draft ECPs and review for technical accuracy to determine impact as related to the C-E equipment/systems and subsystems.
3.3.5 Provide training for any changes to vehicle C-E equipment/systems and subsystems, technical manuals, or engineering drawings.
3.3.6 Provide training to end user which includes:
3.3.6.1 Troubleshooting equipment;
3.3.6.2 Maintaining equipment; and
3.3.6.3 Verification of equipment.
3.3.7 Prepare and maintain training plans, and training materials for student and instructor guides.
4.0 REPORTS. The contractor shall deliver the following reports:
4.1 Contractor's Progress Status and Management Report in accordance with CDRL A010.
4.2 Financial Progress Reports in accordance with CDRL A011.
4.3 Workforce Reporting in accordance with CDRL A012.
4.4 Task Order Close-Out in accordance with CDRL A013 .

| 5.0 | PROCUREMENT SUPPORT. |
5.1 It will be necessary for the contractor to have a material funding allocation to immediately respond to system failures and system operational requirements. All incidental material purchases will be approved per H-1 Restriction on the Direct Charging of Material NAVAIR 5252.242-9515 (Variation)(October 2017) clause.
| 5.2 | The contractor shall provide supply procurement status tracking support to gather data for equipment and hardware requirements in accordance with efforts performed in SOW paragraphs 3.1-3.3. Required material reports and analyses shall be delivered in accordance with Exhibit A (CDRLs A009, A010 and A015). The contractor shall: |
| 5.2.1 | Maintain a current list of required hardware items that are to be procured and provide inputs in the preparation of procurement documentation. |
| 5.2.2 | Monitor and track all material/equipment during activities in the acquisition process (from procurement planning, receipt and bar-coding of material/equipment, to delivery of final product to the Government). Report to Government technical personnel and interface with vendors regarding procurement and delivery of equipment and materials required to support systems/subsystems. |
| 5.2.3 | Enter, update, and complete requisition tracking data in the Government’s automated data systems. |
| 5.2.4 | Use the Government's automated data systems and internal databases to track acquisition status from procurement initiation to hardware delivery. Compare expected hardware availability with operational schedules. Utilize the Government's automated data system to provide project material tracking reports and to identify delinquent material deliveries. Notify the Government of discrepancies between schedules and hardware delivery. |
5.2.5 Maintain accurate inventory records of equipment received by the contractor. Use the Government’s automated data system for tracking, inventorying, and managing parts/equipment required for test and repair of systems.
| 6.0 | FACILITIES/PROPERTY. |
| 6.1 | Government Furnished Facilities/Property. The Government will provide furnished housing and work facilities within each OCONUS area of responsibility. While performing duties in accordance with the terms and conditions of the contract, the applicable safeguarding standards will provide force protection to contractor employees commensurate with that given to Service/Agency civilians in the operations area. |
| 6.1.1 | Government Furnished Material. The Government will furnish Gold Kits which include the following: Blue Force Tracker System; KIT MK-3057/V, Switch Box, System Power Supply, Mounting Bracket, Cable Assembly (Power and Spec), Adapter Assembly, Miniature Transmitter, MTX DC-DC Converter, Antennas, Antenna Cables, Antenna Mounts, Antenna Bases, Intercom Loudspeaker and Radio Cables, MTX DC-DC, Antenna Modem, Navigation Set, Harness, Wiring, Backpack Deck, Port Replicator, Transceiver, Receiver/Transmitter, Radio Amplifier, Toggle Switch, Station, Loudspeaker, Radio Interface Terminal, Handsets, Vehicle Adapter/Transceiver Kit, Battery Eliminator, Amplifiers, Ancillary Kit, Remote Control Head, Diplexer, Vehicular Shock Mount, Low Pass Filter, Antenna Coupler, Locking Kit, Rover System and Receiver, ECMS, DC Converter, Remote Control Unit, GPS Antenna, Power Distribution Unit, PDU Equipment Power Cables, DVE Kit, Pelican Transit Case, Dewalt Drill Driver, BLK Oxide Drill Bits. |
| 6.1.2 | Vehicles. The contractor shall be required to transport government owned systems/subsystems on a daily basis via both contractor or Government provided vehicles as determined in individual task orders. |
| 6.1.2.1 | Contractor Provided Vehicles. The cost of material transportation vehicles supporting SOW requirements for the contractor to conduct its normal business operations at the forward deployed locations will not be considered as an allowable direct cost in the performance of the Contract. Normal business operations are defined as daily local transport (within 50 miles) of each of the contractor’s facilities requiring a 4 passenger, ¾ ton pickup truck and a 16 foot box truck. |
| 6.1.2.2 | Government Provided Vehicles. The Contractor shall be required, as defined at the task order level, to operate government owned or leased vehicles in performance of tasking in the SOW. Government-owned or leased vehicles that the contractor use may include general purpose passenger carrying vehicles, special-purpose (tactical) vehicles, tractor trailer, and SCMS authorized vehicles. All vehicles shall be operated in accordance with NAVAIR and site-specific processes and requirements. In general, there is no need for specialized licenses, however, if a requirement is identified in a specific task order, there will be time allotted for individuals to obtain the necessary licensing. Prior to operating any vehicle, the contractor shall report any damage observed on the vehicle/equipment, and shall notify the Government Project Lead (GPL) of any need for service or repair of the Government owned or leased vehicles. When operating these vehicles the contractor shall ensure the following: |
| 6.1.2.2.1 | Possession of a current and valid operator's license for all vehicles; |
| 6.1.2.2.2 | Compliance with all state, federal and host nation laws pertaining to operating motor vehicles; |
| 6.1.2.2.3 | Compliance with NAVAIR command policies when operating a vehicle (e.g. no cell phone use, stopping at runaway crossing, etc.); |
| 6.1.2.2.4 | Use the most cost-effective means to fuel vehicles; |
| 6.1.2.2.5 | Operation of the vehicles in a safe manner and in accordance with the vehicle/equipment user/operator manual. |
| 6.1.2.3 | The contractor shall report any known or realized accidents involving the Government owned or leased vehicles to the GPL. If the contractor is involved in an accident while operating a Government owned or leased vehicle, they shall notify the Government GPL, the Contracting Officer, and the COR within 24 hours and shall provide an accident report within 48 hours. |
| 6.1.2.4 | When operating the vehicle the contractor shall be responsible for any costs associated with violations such as speeding tickets, parking tickets, reckless driving, and any damage caused to the vehicle as a result of vehicle code violations. |
| 6.2. | Contractor Furnished Material. The contractor shall furnish Electronic Tool Boxes, Xcelite TCMB100STW or equivalent and include the following: Portable Solder Iron (Butane); Heat Gun – Small 1000W, 110VAC; Bird 44A Wattmeter w/Elements; Fluke Multimeter; Cordless Compact Drill (with extra battery); Drill Bits (UNIBIT Set); Connector Kit, Coaxial; Tie Strap Gun; 25’ Extension Cord; Worklight; Storage Case for 44A Wattmeter; Foldable Compact Equipment Dolly; Dremel Tool w/attachments; 25’ Tape Measure; and Mini Outlet Reel. Contractor employees shall follow local base directives/procedures with regards to appropriate attire while supporting OCONUS activities, as indicated at the task order level. |
| 6.2.1 | All property must be tagged as Contractor Furnished Equipment (CFE) assets. |
| 7.0 | QUALITY MANAGEMENT. |
| 7.1 | The contractor shall implement and maintain a quality management system to ensure conformance with contractual requirements and the specific quality and performance requirements of specific task orders to be issued under this contract. The quality management system should meet the intent of the American National Standards Institute/American Society for Quality (ANSI/ASQ) ISO 9001:2008, and/or equivalent governing body. The Contractor’s quality approach should recognize the need to focus on customer satisfaction, defect prevention over inspection, management responsibility and continuous improvement. |
| 8.0 | SECURITY. |
| 8.1 | Citizenship Requirements: Only U.S. citizens may perform under this contract. |
| 8.2 | Investigative Requirements. |
| 8.2.2 | Unclassified. All contractor personnel must be eligible to perform Non-Critical Sensitive work as defined by SECNAV M-5510.30. All contractor personnel are required to have a favorably adjudicated Tier-3 investigation from the Office of Personnel Management. The contractor shall submit a request for personnel security investigation to the Government Security Office. The Government Security Office will initiate the Contractor’s Electronic Questionnaire for Investigations Processing (eQIP), will do a preliminary screening of the Contractor’s eQIP for suitability and derogatory information. The contractor shall provide all requested information pursuant to the Privacy Act of 1974. The Government Security Office may deny the contractor access to Government facilities and information and may prohibit the contractor from performance of sensitive duties for failure to provide requested information or when derogatory or adverse information is present on the contractor’s eQIP; in such cases, the contractor employee may not perform on the contract. |
| 8.2.3 | Classified. All contractor personnel working on classified projects shall maintain security clearance eligibility commensurate with the level of classification of the work performed as annotated in the Contract’s DD-254, Contract Security Specification. The contractor is responsible for ensuring that all personnel receive the requisite investigation and are favorably adjudicated in accordance with DoD Manual (DoDM) 5220.22, National Industrial Security Program Operating Manual. Contractor employees who fail to meet security clearance requirements may not access classified information or perform sensitive duties. In such cases, the contractor employee may not perform on the contract. |
| 8.3 | Personnel Security. Personnel must have, or be able to obtain the appropriate security clearance as stated on the DD Form 254. One person proposed for each of the labor categories below shall be capable of obtaining the clearance specified within the number of days specified. In addition to these categories, Secret clearances may be required for other labor categories depending on actual tasking throughout the duration of the contract per resultant task orders. Proof of U.S. citizenship is required to be permitted access to government installations, aircraft, and ships. |

8.4 System Authorization Access Request (SAAR-N), Common Access Card (CAC)/Public Key Infrastructure (PKI).
8.4.1 SAAR-N. All contractor personnel requiring access to Government Information Technology (IT) systems shall have an approved System Authorization Access Request (SAAR-N) Form Chief of Naval Operations (OPNAV) 5239/14 (Rev Sep 2011) on file, and complete required Annual Information Awareness Training. New employees must submit their SAAR-N forms within thirty (30) days of their first day of work. Instructions for processing the SAAR-N forms are available at: http://www.cnrc.navy.mil/publications/Forms/OPNAV_5239_14_SAAR_N.pdf. SAAR-N forms shall be submitted to the COR/ACOR, Government Technical Point of Contact (TPOC), or to the assigned government Trusted Associate Sponsorship System (TASS) Trusted Agent.
8.4.2 Common Access Cards (CAC) / Local Badges. Contractor CACs and facility specific identification badges will be issued by the Government to on-site contractor personnel and shall be visible at all times while personnel are at the Government site. The contractor shall furnish all requested information required to facilitate issuance of identification badges. All CACs and identification badges issued to Contractor employees shall be returned to the COR following completion of the contract, relocation or termination of an employee, or upon request from the COR/ACOR. The Government will provide the contractor access to Government facilities, as required, for performance of task orders under this contract.
| 8.4.3 | Public Key Infrastructure (PKI's). Employees requiring access to various DoD resources (i.e. RDT&E Network, DoD websites and networks) from a contractor facility are mandated by DoD policies to use government-approved Public Key Infrastructure (PKI's) along with an appropriate hard key (i.e. Smart Card). Defense Information Systems Agency (DISA) will be the primary source for these certificates. |
| 8.5 | DD Form 254. The contractor shall comply with security requirements specified in the DD-254 attached to this contract. Information or data that the contractor accesses shall be handled at the appropriate classification level, unclassified information shall be handled as “For Official Use Only” (FOUO). Distribution is authorized to the Requiring Office’s Organization and supported Activities only. Other requests for deliverables under this contract shall be referred to the COR/ACOR of this contract for approval. The DD Form 254 requires a TOP SECRET facility with no level of safeguarding required within 90 days after contract award. | 8.6 | Information Security. The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of classified information and controlled unclassified information (CUI) and to control distribution of CUI in accordance with DoD 5220.22-M (NISPOM) and SECNAV M-5510.36 when work is performed at the contractor’s facility. If the work is performed at the Government’s facility, the Contractor shall comply with facility security procedures and controls. |
| 8.6.1 | Marking. All information generated by the contractor shall be properly marked. FOUO information generated and/or provided under this contract shall be marked in accordance with DoDM 5200.01. Technical information shall also be marked with appropriate Distribution Statements and Export Control warnings in accordance with DoDD 5230.24 and program Security Classification Guidance. |
| 8.6.2 | Public Release. No information pertaining to this contract shall be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by the appropriate U.S. government authority. Proposed public releases shall be submitted for approval prior to release through the office listed in Block 12 of the contract’s approved Contract Security Classification Specification, DD Form 254. |
8.6.3 Loss, Compromise and/or Electronic Spillage of Classified or Controlled Unclassified Information. All instances of loss, compromise and electronic spillage of classified or controlled unclassified information shall be reported to the COR/ACOR, GPL and Government Security Office within 24 hours of the incident occurring.
8.6.4 Operations Security (OPSEC): The contractor shall prepare an OPSEC plan for Government review IAW CDRL A016.
8.6.4.1 The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified and classified information and to control distribution of controlled unclassified and classified information in accordance with the National Industrial Security Program Operating Manual (NISPOM) and DoDM 5200.01, Information Security Manual. The DoD Contract Security Classification Specification, DD Form 254, specified in Section J, defines program specific security requirements. All controlled unclassified information shall be appropriately identified and marked as FOUO IAW DoDM 5200.01, Information Security Program: CUI Volume 4 (enclosure 3) and DoD 5400.7-R (Freedom of Information Act Regulation) (Chapter 3). All contractor facilities shall provide an appropriate means of storage for controlled unclassified and classified documents, equipment, and materials IAW OPSEC requirements. The contractor will include OPSEC as part of its ongoing security awareness program.
8.6.4.2 FOUO information generated and/or provided under this contract shall be marked and safeguarded as specified in DoDM 5200.01 (DoD Information Security Program: CUI Vol. 4 (enclosure 3 pages 11-17) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf and DoD 5400.7-R, Freedom of Information Program Chapter 3 (pages 31-42) available at http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf.
8.6.4.2.1 All controlled unclassified technical information shall be appropriately identified and marked with the distribution statement identified on the source document or as directed by the COR.
| 8.6.4.2.2 | The contractor shall develop, implement, and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the contractor and any subcontractor during performance of the contract. This program may include IA and Communications Security (COMSEC). The OPSEC program shall be in accordance with National Security Decision Directive (NSDD) 298, and at a minimum shall include: |
| 8.6.4.2.2.1 | Assignment of responsibility for OPSEC direction and implementation; |
| 8.6.4.2.2.2 | Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures; |
| 8.6.4.2.2.3 | Establishment of OPSEC education and awareness training; |
| 8.6.4.2.2.4 | Provisions for management, annual review, and evaluation of OPSEC programs; and |
| 8.6.4.2.2.5 | Flow down of OPSEC requirements to subcontractors when applicable. |
8.6.4.3 While performing aboard NAVAIR or NAWCAD sites, the contractor shall: comply with facility OPSEC program instruction; contribute to organization-level OPSEC efforts; include OPSEC as part of its ongoing security awareness program; take all required Agency training, be responsive to the Supporting OPSEC Manager on a non-interference basis; and protect sensitive unclassified information and activities, which could compromise classified information or operations or degrade the planning and execution of operations performed by SCMS Division and the contractor in support of the mission.
| 8.6.5 | Anti-Terrorism Force Protection and Emergency Management: The work performed on this contract is not Emergency Essential in according with OPNAVINST 3440.17A and Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans. Contractor personnel shall comply with all Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans and directives. Contractor personnel shall not report for work at Government facilities upon declaration of Force Protection Condition CHARLIE or in any event or emergency where Government officials direct curtailment of operations to “Mission Essential Only”. All Contractor personnel assigned to a government facility shall complete annual Antiterrorism (Level One) and Active Shooter training. |
| 9.0 | COMPATABILITY. |
| 9.1 | The contractor shall maintain the capability to prepare documents and software packages compatible with the Government IT environment through the security classification of unclassified information systems. The current operating environment required for this contract is identified in the SCMS Division AD-4.11.4 Research, Development, Test and Evaluation (RDT&E) Network Standard Operating Procedures (SOP) for both contractor site and government site staff (Attachment 15). |
| 9.2 | The contractor shall maintain the ability to interface with and transfer data to and from requiring office software applications and their upgraded versions. The contractor shall ensure that all media are virus free when delivered. The contractor shall be capable of Internet and LAN communications with SCMS Division AD-4.11.4. Contractor personnel shall be capable of maintaining real-time communications, both voice and data transfer capabilities, with SCMS Division AD-4.11.4 during working hours whether at Contractor work site or on travel. |
| 9.3 | Access to NMCI is not anticipated for this contract. If determined to be necessary, the government will provide all NMCI services; to include IT related hardware, software, and support necessary for the performance of this contract. Coordination of these services is to be conducted through the COR/ACOR. |
| 10.0 | WORK PLACE AND SCHEDULE. Work locations for this contract include forward deployed mission locations that include Central Command (CENTCOM) and Africa Command (AFRICOM) Areas of Responsibility (AOR) and will be defined per task order. The contractor shall provide the required services and staffing coverage during Normal Working Hours (NWHs). NWHs are usually 12 hours a day, seven days a week. |
| 11.0 | TRAVEL. International travel Outside the Continental US (OCONUS) will be required for this effort. All allowable travel expenses will be reimbursed to the contractor as Other Direct Costs. Travel shall be reimbursed at cost in accordance with the Department of Defense Joint Travel Regulations and NAVAIR clause 5252.232-9509 TRAVEL APPROVAL AND REIMBURSEMENT PROCEDURES (NAVAIR)(OCT 2013). |
11.1 OCONUS Travel. The contractor will be required to provide support OCONUS in support of C-E equipment/systems and subsystems as required by the COR in accordance with DFARS clause 252.225-7040. OCONUS support includes, but is not limited to, rapid inspection, troubleshooting, verification, scheduled and non-scheduled maintenance and modification, integrated logistics support, configuration management, and training of those systems, subsystems, and components specified in paragraphs 3.0 – 3.3. When travel is required to OCONUS locations, the contractor shall meet requirements set forth in the contract. Potential locations include, but are not limited to, Africa, Iraq, and Afghanistan. OCONUS travel may be required in potentially dangerous environments. Contractors may be eligible for Danger Pay as a percentage of their basic compensation.
12.0 PERSONNEL QUALIFICATION.
12.1 The following defines the minimum education, experience requirements and the functional descriptions for each labor category. The Contractor shall be responsible for employing personnel having at least the minimum level of education and training and as stated herein. Functional descriptions are set forth in paragraph 12.5 by labor category.

12.3 Experience and Education Level Definitions (applies to non-SCA positions only):
JOURNEYMAN: A Journeyman level person within a labor category has 3 or more years of experience and a Bachelor’s degree (or a qualifying substitution as identified in this paragraph or in the table within paragraph 12.3). A Journeyman level person typically performs all functional duties independently.
The following qualification substitution chart provides standard experience/education substitutions and applies to the Professional and Functional Labor Categories. Categories that require specific fields of study are defined in 12.4.

“Years of experience” shall mean full, productive years of participation.

12.4 College Degree: All degrees shall be obtained from an “accredited college or university” as recognized by the U.S. Department of Education. This includes Associates, Bachelor’s, Master’s, or Doctorate degrees.
Engineering or engineering discipline - when used in relation to educational or work experience requirements, "engineering” shall mean any of the following specific subjects, disciplines, or areas of work experience only: Computer, Electrical, Electronics, Mechanical, Information Systems or Systems Engineering.
Technical disciplines - when used in relation to educational or work experience requirements, “technical discipline” shall mean a degree in the field of Computer Science, Computer Technology, Information Systems Management, Mathematics, Physics, Engineering Technology, or Mechanical Technology.

KEY PERSONNEL:
- Program/Project Analyst, Journeyman (KEY) BLS SOC 13-1111: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.
NON-KEY PERSONNEL:
- Systems Analyst, Journeyman BLS SOC 13-1111: Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.
- Budget Analyst, Journeyman BLS SOC 13-2031: Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations. Analyze budgeting and accounting reports.
- Electronics Technician III, Maintenance, BLS SOC 17-3023, SCA 23183: Apply electrical and electronic theory and related knowledge, usually under the direction of engineering staff, to design, build, repair, calibrate, and modify electrical components, circuitry, controls, and machinery for subsequent evaluation and use by engineering staff in making engineering design decisions. The Electronics Technician Maintenance III applies advanced technical knowledge to solve complex problems that typically cannot be solved solely by referencing manufacturers' manuals or similar documents. Examples of such problems include determining the location and density of circuitry, evaluating electromagnetic radiation, isolating malfunctions, and incorporating engineering; changes. Work typically requires an understanding of the interrelationships of circuits, exercising independent judgment in performing such tasks as making circuit analyses, calculating wave forms, and tracing relationships in signal flow, using complex test instruments such as high frequency pulse generators, frequency synthesizers, distortion analyzers, and complex computer control equipment. Work may be reviewed by supervisor for general compliance with accepted practices.
