Instructions
| Instructions for Prime Contractor: | |
| 1 | Enter Prime offeror name into cell A3. |
| 2 | Enter all prime employee names in Column A (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas. |
| 3 | Enter all prime labor categories in Column C (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas. In column C, the Offeror should insert the title of the labor category it will be utilizing. The Offeror is not required to utilize the Government's labor categories, however, each proposed labor category should appear opposite of the government labor category it is comparable to. Please note, in evaluation, the Offeror's proposal will be compared to the Government Estimate in terms of hours and labor categories. Also, labor categories with more than one person providing service shall be listed multiple times for each person performing work. For example, if the offeror proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information. |
| 4 | Only one worksheet shall be prepared for the entire period of performance (for each Prime and Subcontractor) |
| 5 | The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER. |
| 6 | All cells shall be unprotected and unlocked, with formulae intact to show mathematical operations. |
| 7 | All dollar figures shall be carried out no further than two decimal places. |
| 8 | In column D, f identify for the specific labor category individual whether they are full-time on this acquisition or part-time. Enter "F" for full-time or "P" for part-time. |
| 9 | In column E, the Offeror shall insert a "K" if the worker will be performing at the Contractor's facility or a "G" if it will be performing in the Government Spaces. |
| 10 | Insert applicable indirect rates and apply accordingly. For example, if there are multiple fringe rates, insert separately and apply accordinly. |
| 11 | For each subcontractor, enter the subcontractor name, total hours, and total amount for each period of performance. |
| 12 | Please note if more subcontractors are needed, the contractor may add additional rows to accommodate them, but ensure integrity of formulas. |
| 13 | The prime should insert the subcontractor handling charge, if any. |
| 14 | The prime should insert the fixed fee rate applied to its cost excluding subcontractor labor. |
| 15 | The prime should insert the fixed fee rate it is applying to the subcontractor labor, if any. |
| 16 | Under Other Direct Costs, the prime contractor should separate by Travel, Material and NMCI as applicable. |
| 17 | Apply indirects to the Other Direct Costs if applicable and if in compliance with the RFP instructions. |
| 18 | On the Summary tab, break out all costs by CLIN. Ensure that the total costs of the CLINs match Section B and the total on the Cost Summary Spreadsheet |
| 19 | When submitting this file, the instructions may be deleted. |
| Instructions for Subcontractors: | |
| 1 | Enter Prime offeror name into cell A3. |
| Replace Prime Contractor with Subcontractor in A7, A8, A13, and A20. | |
| 2 | Enter all subcontractor employee names in Column A (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas. |
| 3 | Enter all subcontractor labor categories in Column C (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas.
