A: Offerors should fabricate and provide cables Cable Assembly‐001 through Cable Assembly‐006.

Question 2:

Q: Clarification of Quality Requirements ‐ Please clarify if both ISO9001 AND AS9100 are required.

"C.5 Requirement 2: Quality Assurance Requirements" appears to state the requirement for ISO9001 OR AS9100. "The Offeror must meet the Quality Assurance Requirements (QAR) as stated in Section C of the Statement of Work, which includes being ISO9001:2008 or higher OR Aerospace Quality Standard AS9100C certified." While "52.246‐11 HIGHER‐LEVEL CONTRACT QUALITY REQUIREMENT (DEC 2014)" requires both ISO9001 AND AS9100 (a) The Contractor shall comply with the higher‐level quality standard(s) listed below. ‐ AS9100C Quality Management Systems ‐ Requirements for Aviation, Space and Defense Organizations dated Jan 2009 (or later version) ‐ ISO 9001:2008 Quality Management System dated July 2009 (or later version)

A: Both certifications are not required. Either ISO9001 or AS9001 are required.

Question 3:

Q: Given that both AS9100C and ISO 9001:2008 are expired certifications, please verify that Submitters must have current/active certifications of the latest versions of the standards (AS9100D / ISO 9001:2015).

A: A current version of either certification (AS9100D or ISO 9001:2015) are required.

Question 4:

Q: CABLE ASSEMBLIES, CONTROL COMMON CHASSIS DWG 21916103 Note 8: "‐004, ‐005, ‐010 AND ‐ 012 ARE AMPHENOL BUILT CABLE ASSEMBLIES WITH ONE END TO BE TERMINATED ON AIRCAFT."

21916103 Drawing is missing information to request pricing from Amphenol.

Sheet 2 Bill of material is missing the AMPHENOL parts for listed variants ‐004, 005, ‐010 AND ‐012 Sheet 4 & 5 are missing build information for Cable Assembly ‐004, ‐005, ‐010 AND ‐012.

A: The drawing “DO 0002 Drawing ‐ 21916103 Control (1).pdf” has been updated to “21916103 CONTROL (1)_REV B 29SEP17.pdf” to address the missing information. Cable Assembly 0010 will be procured by the Government separately. All the vendor is required to provide is the labeling for the cable specified in the revised drawing.

Question 5:

Q: Drawing 21916103, Cable Assembly ‐018 Sheet 2 Cable Assembly ‐018 Bill of Materials Tables conflicts with parts called out on Sheet 7 Cable Assembly ‐018 details. See below for examples:

‐ Sheet 7 ‐018 Callout 41 points to a terminal shield, Sheet 2 BOM Find 41 is a connector.

‐ Sheet 7 ‐018 Callout for 40 & 39 / Quantity not listed on Sh. 2 BOM ‐018 Find 40 & 39.

‐ Sheet 7 ‐018 Callout for 53 ‐ not listed on Sh. 2 BOM (Find 53 blank).

Question 6:

Q: Re: "DO 0002 Drawing ‐ SHF REDUX COMPONENT LAYOUT‐AFT TRAY.pdf" [DWGXXXX000‐000] ‐ Sheet 3 of 3 shows the required layout of the AFT TRAY components on the fabricated tray but is missing both sheets 1 & 2. No assembly instructions or notes are included on sheet 3 to fabricate the SHF AFT RFD Tray.

A: Delivery Order 0002 has been revised to reflect the requirement for the Contractor to complete the drawings to fabricate the SHF AFT RFD Tray. The offeror should include both the completion of the design and the fabrication of the Tray in their quote.

Question 7:

Q: Please confirm that if offerors identify in our cover letters that we have no OCI then Volume IV does not have to be submitted.

A: Correct, if offerors identify in their cover letter that there is no OCI, Volume IV does not have to be submitted.

Question 8:

Q: Please confirm whether the bid sample can be hand delivered and, if so, provide any applicable base access instructions.

A: If hand delivered, the bid sample must be delivered by 5 March. The bid sample can be hand delivered to the front desk of building 1460 (18372 Frontage Road). The bid sample must be addressed to Tim Oesterheld.

Question 9:

Q: Provided that the primary facility to support this effort is located within the required 120‐mile radius, please confirm whether offerors can propose additional support from facilities located outside of the 120‐mile radius and whether the use of these facilities will be counted as “in‐house” for evaluation purposes.

A: Offerors can propose support from facilities owned by the offeror outside of the 120 mile radius. If these facilities are owned and operated by the offeror, they will be counted as “in‐house” for evaluation purposes.

Question 10:

Q: Section 9 of the solicitation states‐ Electronic Delivery Only by 12:00PM on 05 March 2021. What specifically needs to be delivered electronically on 05 March 2021?

A: A thorough proposal in accordance with Sections L & M of the Solicitation shall be submitted no later than 12:00PM on 05 March 2021.

Question 11:

Q: When and how is the hardware sample to be delivered?

A: The Bid Sample must be postmarked by the closing date of the Solicitation and mailed to the address as described on page 73 of the solicitation. Hand delivery is authorized to the same address as noted in Question 8 above.

Question 12:

Q: Item #50 on the 21916101 BOM is “LABLE SLEEVING”, would like clarification if there is a specification or label material that is required for that part number. Is there an additional source control document on the type of sleeving required?

A: The Government specifies Polyolefin material for its low smoke properties, required for aircraft installation. An example label would be the Brady PS‐500‐2‐WT labels. The labels shall be selected for the proper diameter of the cable being made and shall adhere properly to the cable without slipping.

The Font and size of the characters, on the label, shall be of type to fit properly on the label and be as legible as possible. There is no specific additional source control document on the type of sleeving required. Adhere to industry standard in addition to specifications in this paragraph.

Question 13:

Q: We received only page 3 of 3 on the SHF REDUX component Layout – AFT Tray and an excel spreadsheet titled SHF AFT Tray Parts List.

a. Are pages one & two relevant to the quoting of the SHF REDUX component Layout – AFT Tray?

b. Should only the components listed in the SHF AFT Tray Parts List be considered for the proposal?

A: Delivery Order 0002 has been revised to reflect the requirement for the Contractor to complete the drawings to fabricate the SHF AFT RFD Tray. The offeror should include both the completion of the design and the fabrication of the Tray in their quote. Components on RFD tray specifically called out should only be considered. However, if there are other components that are required to complete the design then they should be added and noted by the Offeror as additions to complete the design.
