L.2 ORGANIZATION AND MINIMUM CONTENT OF THE PROPOSAL

The Offeror shall prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits specified in the table. The contents of each proposal volume are described in the paragraphs noted in the table:

PAGE LIMITATIONS

Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read, and will not be considered and will not be included in the evaluation of the proposal. Each page shall be counted except for the following: cover pages, table of contents, list of tables, cross reference tables, glossaries, acronym lists, OCI Plans, Subcontractor/teaming agreements, and resumes.

(a) VOLUME I: SOLICITATION, OFFER AND AWARD DOCUMENTS (SF 33 - RFP)- one Electronic Copy

(1) This document, which may be used as part of the contract award document, shall be fully executed and returned as a separate document from the technical/management and cost proposals. Special attention should be taken to accurately enter the prices required in Section B, complete the fill-ins in Section(s) K, complete all Representations and Certifications in Section K and ensure that an authorized person signs the offer in Block 17 of Page 1. This document shall not be embellished with any covers or binding.

(2) Offerors are encouraged not to take exceptions to this solicitation, however, any exceptions taken to the specifications, or terms and conditions of this solicitation shall be identified in a cover letter and explained in detail in the appropriate section of the technical proposal.

(b) VOLUME II: TECHNICAL PROPOSAL - One Electronic Copy

(1) The technical proposal shall not contain any reference to cost and shall be prepared in accordance with the following guidelines and the TECHNICAL PROPOSAL specific requirements below.

(2) The technical proposal should be written so that management and engineering oriented personnel can make a thorough evaluation and arrive at a sound determination as to whether the proposal meets the requirements of this solicitation. To this end, the proposal shall be so specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of the technical requirements contained in Section C of this solicitation. The technical proposal shall not exceed 50 pages in its discussion of management, technical, corporate experience, personnel and facilities, except that additional pages will be allowed for resumes and matrices.

Pictures can be separate attachments, not part of the 50 pages.

(3) Statements such as "the offeror understands", "will comply with the statement of work," "standard procedures will be employed", "well known techniques will be used" and general paraphrasing of the statement of work are considered inadequate. The technical proposal must provide details concerning what the contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures proposed to be followed.

(4) Unnecessarily elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the offeror's lack of cost consciousness.

Elaborate art work, expensive paper and bindings, or expensive visual and other presentation aids are neither necessary nor desired.

(5) In the event any portion of the technical proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished. It must be signed by a responsible officer of the offeror and shall show the author's name, employment capacity, the name of the person's firm, the relationship of that firm to the offeror's, and the portion of the technical proposal he/she wrote.

(6) Technical information previously submitted, if any, will not be considered by the Government; hence, any such information should not be relied upon or incorporated in the technical proposal by reference.

(7) Address the specific requirements of the Technical/ Price Proposal for Factor & Element listed below which will be evaluated in accordance with Section M, of the Solicitation.

NOTE: The Bid Sample MUST be post marked by 05 April 2021 to be considered for an award. Please mail to: Tim Oesterheld, 18372 Frontage Road, Suite 318, Dahlgren, VA 22448-5160. At the conclusion of source selection and after debriefs, the bid sample will be returned at the offeror’s expense, if requested by the offeror. Otherwise, the Government will retain the bid sample.

(c) VOLUME III: COST OR PRICE PROPOSAL

The cost proposal is pricing for Delivery Order 0001 and Delivery Order 0002. The cost proposal shall be in accordance with Section L, Technical/Price Proposal Requirements, Factor 4: Price and evaluated in accordance with Section M, Best Value Evaluation, of the Solicitation.

(d) VOLUME IV: Organizational Conflict of Interest (OCI) Mitigation Plan

In accordance with Section C, the OCI provisions of this solicitation, and the Organizational Conflict of Interest Clause of the SeaPort-NxG IDIQ MAC contract, Offerors shall identify any and all conflicts of interest or potential conflicts of interest related to this solicitation. If it is believed that no conflicts of interest exist, then the Offeror shall clearly state this in its offer cover letter. If OCI issues are present or anticipated, Offerors shall provide details and submit an OCI mitigation plan as part of its proposal submission.

The Offeror’s OCI Mitigation Plan shall be provided in a separate volume to the proposal. Elements of an OCI Mitigation Plan may include but are not limited to the following: roles and responsibilities; physical, organizational and/or electronic separation; non-disclosure agreements; OCI training and debriefing statements; restrictions on personnel assigned/transfers; data/documentation separation and control; soft copy documentation control; corporate and Government review; records control; Prime Contractor flow-down policy to Subcontractors/Consultants; and/or recusal from specific tasks for specific Subcontractors.
