About this file

This document contains questions and answers regarding solicitation N00178-21-R-4401 for RF & Circuit Design Assembly & Fabrication Support. The solicitation requires offerors to develop prototype power and control cable assemblies, as well as an SHF AFT RFD tray, based on provided drawings. For the bid sample, offerors must fabricate cables 001 through 006 from drawing 21916101 and populate the tray without specific material or dimension requirements beyond laboratory application. The responses clarify that the solicitation only requires proposed fabrication of items in Delivery Order 0002, including one each of a power cable assembly and control cable assembly comprising all cables in the relevant drawings. Circuit breakers are not needed for the bid sample. Wiring type should follow best electrical practices based on power and RF capacities.

REF: SOLICITATION N0017821R4401/Delivery Order 0002/Description Item #1 specifies the Contractor shall develop (1) Power cable assembly and (1) Control cable assembly and (1) SHF AFT RFD Tray for the Bid Sample, but:

Question 1) : Response to Question #1 in Q/A: (1 thru 13) says “Offerors should fabricate and provide cables Cable Assy ‐001 thru – 006.” Is this from the 21916103 Rev B (Control) drawing or the 21916101 (Rev ‐) (POWER) drawing?

Answer: The fabricated item is from the bid sample, and the cables referenced are from the file titled “BID SAMPLE – Drawing 21916101 Power (‐).pdf”. The files provided as part of Delivery Order 0002 do not need to be fabricated unless the Delivery Order is awarded. Each Offeror’s proposal should include a proposal to provide all items identified in the Delivery Order 0002 drawings.

Question 2) :Further, are we to fabricate 6 cables as indicated in the Response to Question (above) or just the “one” of each stated in the modified DO 0002 Description?

Answer: The bid sample is a fabrication of cables Cable Assembly‐001 through Cable Assembly‐006 (only 6 cables) from the drawings in “BID SAMPLE – Drawing 21916101 Power (‐).pdf”. The files provided as part of Delivery Order 0002 do not need to be fabricated unless the Delivery Order is awarded. Each Offeror’s proposal should include a proposal to provide all items identified in the Delivery Order 0002 drawings.

Question 3) : Are we expected to fabricate/provide ALL of the cables (001 thru 012) and circuit breaker kits called out on the 21916101 (Rev ‐) POWER drawing, or a specific selection?

Answer: The bid sample is a fabrication of only cables Cable Assembly‐001 through Cable Assembly‐006 from the drawings in “BID SAMPLE – Drawing 21916101 Power (‐).pdf”. Circuit breakers are not required to be provided with the bid sample hardware.

Question 4) : For the Bid Sample SHF AFT RFD Tray, I understand Contractor is to complete the design and drawing as part of Deliverable. No material type, finish callouts, overall dimensions, mounting holes/location (for population or for assembly onto NHA), hardware or bends are specified. Please advise if there are any specific material requirements and end item dimensions preferred for these features in the final prototype configuration. If we are to determine this data as part of the Bid Sample exercise, please provide general information on the application for this Tray so we may consider it in our design.

Answer: The tray is to be used for laboratory application and not required to be designed for aircraft install. Material requirements are specifically called out in the drawings otherwise there are no specific material requirements. End item dimensions should be a square or rectangular single sided tray capable of being mounted (leave enough room in the corners to drill mounting holes or pre‐drill holes) that accommodates the required components and cabling

Question 5) : Sheet 3 provided for the Bid Sample SHF AFT RFD Tray appears to show a populated tray. Is there information to be provided about the wiring/wire type to be used?

Answer: Material requirements are specifically called out in the drawings otherwise there are no specific material requirements. Unless specified in the BOM, wiring should be selected following electrical best practices regarding any power/RF capacities. RF cables should properly connect components with minimal loss.

Question 6) : For DO 0002, we are to fabricate our choice of one (1 ) CONTROL cable from the 6103 (Rev B)?

Answer: In response to the solicitation, Offerors are required to provide only a proposal for DO2. DO2’s SOW indicates that: The contractor shall manufacture, inspect, and deliver 1 (one) Power cable assembly and 1 (one) Control cable assembly for the NSWC RF Sensors Group. The power cable assembly and the control cable assembly includes all cables identified in the drawing. The proposal for DO2 should include all cables indicated in the drawings.
