Question 1:
Q: As an established contract manufacturer of electronics, cable/wire‐harnesses, and mechanical integrations, with multiple awards from NSWC divisions for these services, we feel we are an excellent fit for a portion of this solicitation. The all‐encompassing nature of this solicitation to include extensive metal fabrication, synthetic rope assemblies, plastic, and fiberglass parts, sewn fabric bags, etc. has led us to this question. If we cannot fulfill every requirement of the Section C, will our offering be considered for the requirements we can satisfy?
A: Per solicitation section L, TECHNICAL/PRICE PROPOSAL – SPECIFIC REQUIREMENTS, Factor 1, Element 1, Technical Capability/Facilities, offerors shall demonstrate their ability to perform the work described in the Statement of Work (SOW). The Government will rate the Offeror on their overall capability to meet all requirements described in the SOW. Per Solicitation Section L & M, offerors will be evaluated against all requirements in the SOW.
Question 2:
Q: How will the other requirements of the contract be awarded, as well as future DOO/SOW be disbursed/bid on?
A: Future Delivery Orders will be emailed to all prime contractors on the resultant Multiple Award Indefinite Delivery Indefinite Quantity (MAIDIQ) contract for bid. Proposals will be evaluated on a best value basis considering technical capability to deliver the required hardware, delivery timeline, and cost.
Question 3:
Q: The wire called out on 21916101 drawing, specifically part number M22759/34‐XX‐96 is not Laser markable. The colored stripe will not accept marking. Would laser marked shrink labels be an acceptable substitute?
A: Yes, laser marked shrink labels are an acceptable solution.
Question 4:
Q: Finally, the material lead time required for the bid hardware sample seems to be pushing past the 3/5/21 postmark time frame, is there any possibility of an extension on the hardware sample due date?
A: The deadline for postmark of the bid sample (or hand delivery of the bid sample on base) will be extended by two weeks to 3/19/21. This applies to the bid sample only. All other elements of an offerors proposal shall be submitted by the proposal due date per the posted solicitation.
