GPNTS N00039-19-R-0005 ATTACHMENT 5 - QUALIFICATIONS
The below is a list of the required and desired qualifications for all personnel, by labor category, performing on this contract. In addition, offerors are not required to conform with the desired qualifications.
A. Program Manager
a. Required Level of Experience:
i. 15 years specialized Program Management experience with Department of Defense (DoD) agencies
ii. 5 years with management a DoD Software Development/Sustainment program(s) (may be part of 15 years’ experience)
iii. 10 years in software development (may be part of 15 years’ experience)
b. Required Education:
1. Master’s Degree in Science, Technology, Engineering, or Master’s in Business Administration (MBA) and;
2. Bachelor’s degree in Engineering or Computer Science
c. Minimum Required Certification: CMMI Professional Certification
B. Senior Software Engineer
a. Required Level of Experience:
i. 10 years in sustainment software with DoD agencies
ii. 7 years’ with DoD C2 software maintenance (may be part of 10 years’ experience)
b. Required Education:
i. Bachelor’s degree in Engineering or Computer Science
c. Minimum Required Certification:
i. CMMI Professional Certification
d. Desired General Experience:
i. Developing software as a member of a dynamic team operating in an
Agile SCRUM environment.
ii. Proficient in participating in all phases of development - from User
Interface (UI) design to defining requirements, to analyze, design, develop, test and implement Java Web applications.
iii. Providing accurate time estimates for application development and modification tasks.
iv. Planning, implementing, testing, troubleshooting, and maintaining software.
e. Desired Certifications:
i. C++, Network Time Protocol (NTP), Interface Definition Language
(IDL), Real-Time Innovations (RTI) data Distribution Service (DDS), Web Application, Web Service, Red Hat Enterprise Linux 7.x, Java, Apache Tomcat, and Service Oriented Architecture Protocol (SOAP).
C. Agile SCRUM Master
a. Required Level of Experience
i. Minimum 10 years SCRUM Master with DoD agencies
b. Required Education
i. Bachelor’s degree in Engineering or Computer Science
c. Minimum Required Certification:
i. First level Scrum Master Certification (CSM).
d. Desired Experience
i. Government Program Positioning, Navigation, and Timing (PNT) PNT software development experience
ii. Experience creating, modifying and maintaining software solutions, design documents, technical documentation, and supporting documentation.
iii. Experience with JIRA, MS Project 2010 or higher, and MS Office 2010 or higher.
iv. Knowledge of configuration management concepts and software development life cycle management concepts.
v. Knowledge of leadership, facilitation, situational awareness, conflict resolution, continual improvement, empowerment, and increasing transparency.
vi. Knowledge of numerous well documented patterns and techniques for filling in the intentional gaps left in the Scrum approach (i.e., Burndown techniques, numerous Retrospective formats, handling bugs, etc.).
vii. Knowledge of C++, Java, RHEL software to include operating systems as well as functional application software.
D. Software Developer
i. 5 years of software development with DoD agencies
b. Required Education:
i. Bachelor’s degree in Engineering or Computer Science
c. Minimum Required Certification: None
d. Desired Experience:
i. Developing software as a member of a dynamic team operating in an Agile SCRUM environment.
ii. Proficient in developing in JavaScript (JS)
iii. Ability to apply proven principles of theory and design to build and manage a database.
e. Desired Certifications:
i. C++, Network Time Protocol (NTP), Interface Definition Language (IDL), Real-Time Innovations (RTI) data Distribution Service (DDS), Web Application, Web Service, Red Hat Enterprise Linux 7.x, Java, Apache Tomcat, Service Oriented Architecture Protocol (SOAP).
E. Software Test Engineer
i. 10 years Software Test Engineer with DoD agencies
b. Required Education:
i. Bachelor’s degree in Engineering or Computer Science (Five (5) years of additional relevant work experience may be substituted for a degree.
c. Minimum Required Certification: None
d. Desired Experience:
i. Knowledge of software test concepts and software test tools.
F. System/Software Requirements Engineer
i. Minimum 5 years Requirements Management with DoD agencies
b. Required Education:
i. Bachelor’s degree in Engineering or Computer Science (Five (5) years of additional relevant work experience may be substituted for a degree
c. Minimum Required Certification: None
d. Desired Experience:
i. Government software development and environment and Agile
SCRUM.
ii. Managing technical requirements.
G. Hardware Engineer
i. 10 years Hardware Engineer on hardware development projects with DoD agencies
b. Required Education:
i. Bachelor’s degree in Engineering
c. Minimum Required Certification: None
d. Desired Experience:
i. Knowledge of COTS based systems and Shipboard Systems Requirements.
H. Technician
i. 3 years of experience as an Engineering Technician with DoD agencies
b. Required Education:
i. Bachelor’s degree in Engineering (Three (3) years of additional relevant work experience may be substituted for a degree.
c. Minimum Required Certification: None
d. Desired Experience:
i. Demonstrate experience in the following: assembling, installing, operating, maintaining, and troubleshooting military-grade shipboard Positioning, Navigation, and Timing (PNT) systems or military-grade PNT systems.
ii. Performed lab test bed maintenance activities on Open Systems Architecture complaint embedded system hardware components (e.g.
VMEbus and cPCI).
I. Cybersecurity Engineer
i. 10 years of experience in the process and documentation requirement of
Cyber methodologies to include both DIACAP and Risk Management Framework (RMF) with DoD agencies
b. Required Education:
i. Bachelor’s degree in Engineering or Computer Science
c. Minimum Required Certification:
i. Certified Information System Security Professional (CISS)
d. Desired Experience:
i. Knowledge of COTS based systems and Shipboard Systems
Requirements.
e. Desired Certifications:
1. DoD 8140.01
2. DoD 8570.01 M-compliant Cybersecurity Systems Engineer
J. CM/QA Engineer
i. 10 years of experience in Configuration Management/Quality Assurance
Engineering experience with DoD agencies
b. Required Education:
i. Bachelor’s degree in Engineering, Information Technology, Information Systems, Computer Science, or a related field (Five (5) years of additional relevant work experience may be substituted for a degree
c. Minimum Required Certification: None
d. Desired Experience:
i. Develop, implement and maintain quality practices including methodologies, measurements and reporting.
