About this file
This document contains a question and answer file from an industry day and the related federal contract opportunity solicitation. The industry day Q&A outlines requirements for the Battle Force Tactical Network follow-on production contract, including confirmation that USB or PS/2 interfaces are acceptable, modem specifications supporting audio and 70MHz IF for V/UHF and 48kHz audio bandwidth for HF, and minimum order quantities of two systems for Variant I and one for Variant II. The solicitation seeks proposals for the production of Battle Force Tactical Network systems in accordance with provided specifications and technical data packages. Proposals are due by September 4, 2018 for the Department of the Navy contract awarding production of rack-mounted modems, controllers, and associated equipment capable up to 48MHz channels for command and control systems.

BFTN Industry Day Q&A N00039-18-R-0058
7 March 2018
Question 1: Is it possible to use USB instead of RS2 for Keyboard, Video, Mouse (KVM) operation, if the hardware supports?
Answer: Yes, the use of USB or PS/2 for KVM is acceptable.
Question 2: Please confirm modem interfaces. Generally, V/UHF modems should support audio and 70 Megahertz (MHz) Internet Frequency (IF); High Frequency (HF) modem should support audio (48 kilohertz (kHz) BW)?
Answer: Drawings provide for both RS-530 serial and 70 MHz IF.
Question 3: Is there time when you expect to exceed 43/20 quantities of BFTN rack mount systems, numbers?
Answer: The Government is addressing ongoing Command and Control in a Denied or Degraded Environment (C2/D2E) initiatives which may increase the quantities, but the final numbers will be identified in the RFP. The Government will not exceed quantities once on contract.
Question 4: Can you confirm minimum quantities?
Answer: Two (2) for Variant I (ship) and one (1) for Variant II (sub)
Question 5: How does BFTN Balance Traffic?
Answer: BFTN inducts Internet Protocol (IP) packets to the firewall and a router within the firewall compares destination route costs and loss rates, and then loads either the High Frequency (HF) or Ultra- High Frequency (UHF) ports based on probability of successful delivery.
Question 6: cCPI card – why is this selected or preferred?
Answer: cPCI cards were chosen for commonality of spares between all platforms; also cPCI reduces power demands and heat generation.
Question 7: What happened to BFTN(e)?
Answer: The Government is considering BFTN (e) as a course of action however, it is not an official Program of Record.
Question 8: What is enhanced in this design?
Answer: The modems and controllers will be capable up to 48 MHz channels (HF).
Question 9: Is testing to 901E Grade B requirement?
Answer: Yes, however the current build-to-print specification has already been 901E Grade B tested.
Question 10: For Commercial-Off-the-Shelf (COTS) components, what level of internal ruggedization is required? Modifying of COTs usually voids manufacturer warranty.
Answer: The Government recognizes COTS warranties may be voided. However, the Government requires ruggedization in order to comply with 901E Grade B.
Question 11: What are the warranty period expectations? Pass-through of vendor standard warranties or contractor responsibility?
Answer: The Government expects pass-through of COTs warranties and any company standard warranty.
Government is not asking for any non-standard warranty or willing to pay for an additional warranty.
Question 12: Can rack assembly drawings be supplied?
Answer: Yes, see slide 8 and e-commerce.sscno.nmci.navy.mil instructions.
Question 13: Are 3D model or 2D CAD drawings of the rack and fabricated items available?
Answer: Yes, upon contract award.
Question 14: Is the acceptance test procedures fully developed or as part of the engineering services would they need to be developed?
Answer: Production acceptance test is complete based on the build-to-print specification. Do not propose or expect to use the engineer services CLIN for testing procedures.
Question 15: Is the TDP already at level III or would it need to be developed as part of this contract?
Answer: The TDP is Level III.
Question 16: Given the Build-to Print efforts, do you foresee a relatively small Small Business requirement percentage with little or no small business breakout (SDVOSB, WOSB, HubZone, etc.)?
Answer: The Government is removing the Small Business requirement pursuant to DFARS 215.304(c)(i).
