About this file

This document contains a GFP Status Report template and details of a federal contract opportunity for the Battle Force Tactical Network (BFTN) Follow On program.

The GFP Status Report template lists fields required for tracking government furnished property under a contract, including item descriptions, acquisition details, manufacturer information, and inventory data. It covers equipment, materials, special tooling, and test equipment.

The federal contract opportunity is a solicitation to provide BFTN systems in production. Required capabilities include compliance with STANAG 5066 Edition 3, STANAG 4691 Edition 1, and MIL-STD-188-110D. An industry day was held in March 2018 and the proposal due date was extended multiple times before being awarded. The Navy's Program Executive Office for Command, Control, Communications, Computers and Intelligence and Program Manager for Wires and Antennas is the contracting agency.

Types of GFP Definitions

Government Furnished TypeDefinition and Comments
Government Furnished Material (GFM)GFM is Operating Materials & Supplies (OM&S) furnished to a contractor. May be consumed or expended during the performance of the contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end-item. Material does not include equipment, special tooling, special test equipment or real property.
Government Furnished Equipment (GFE)GFE is Property, Plant & Equipment (PP&E) furnished to a contractor. A tangible item that is functionally complete for its intended purpose, durable, nonexpendable, and needed for the performance of a contract. Equipment is not intended for sale, and does not ordinarily lose its identity or become a component part of another article when put into use. It is normally returned to the Government in the same form. Equipment does not include material, real property, special test equipment or special tooling.
Special Tooling (ST)Jigs, dies, fixtures, molds, patterns, taps, gauges, and all components of these items including foundations and similar improvements necessary for installing special test equipment, and which are of such a specialized nature that without substantial modification or alteration their use is limited to the development or production of particular supplies or parts thereof or to the performance of particular services. Special tooling does not include material, special test equipment, real property, equipment, machine tools, or similar capital items.
Special Test Equipment (STE)Either single or multipurpose integrated test units engineered, designed, fabricated, or modified to accomplish special purpose testing in performing a contract. It consists of items or assemblies of equipment including foundations and similar improvements necessary for installing special test equipment, and standard or general purpose items or components that are interconnected and interdependent so as to become a new functional entity for special testing purposes. Special test equipment does not include material, special tooling, real property, and equipment items used for general testing purposes or property that with relatively minor expense can be made suitable for general purpose use.
