INTRODUCTION

As an authorized Technical Support Activity (TSA) for electronic equipment, we will validate your input and make recommendations as to the requirements while ensuring consistency with the maintenance philosophy established for your equipment and as you have identified in the "HEADER" tab per the section marked, "MAINTENANCE PHILOSOPHY FOR THIS PROVISIONING EFFORT" . Once your input is validated, we will ensure that your information is appropriately loaded into ICAPS, and subsequently released to NAVSUP for further processing. If you would like to discuss our SPAWAR TSA Task with the sponsor, the SPAWAR Point of Contact is:

This tool is intended to assist the prime contractor or their designated subcontractor in providing the necessary Engineering Data for Provisioning (EDFP) for their equipment. The prime contractor is normally required by contract to provide the EDFP along with their supporting documentation of their equipment and translate those prescribed and salient provisioning characteristics into a capatible file that will be loaded into the government computer system called the Interacactive Computer Aided Provisioning System (ICAPS).

The data elements described herewith are the minimum requirements to establish a valid record in ICAPS. Each data element has been assigned a Data Product Dictionary (DPD) number and must be consistent with their descriptions for Logistics Management Information (LMI) per MIL-PRF-49506 titiled Performance Specification for Logistics Management Information. Those special ICAPS data elements, which are annotated with a prefix of "S" and are not listed in MIL-PRF-49506, have been assigned a tab for amplified description. Refer to the "DATA GUIDE" tab for a comprehensive listing of all data elements and their corresponding LMI DPD number.

The Naval Sea Logistics Center has developed this Microsoft (MS) Excel spreadsheet that will assist the prime contractor with this data submission in a less restrictive manner and hopefully, in a data environment that should be more familiar and business-friendly to the prime contractor. You will note the "GREEN DOT" on the top menu bar of this screen. It is a MS Excel macro that automatically translates the data provided in the "NSLC INPUT FILE" tab into a ".PCS" formated text file. This allows us to directly transfer the results into ICAPS. The objective in this data exchange is to create an Allowance Parts List (APL) document for each and every subassembly of your system or equipment.

Along with the appropriate documentation, there are only two tabs that are highlighted in red and these two tabs are your deliverable. And these are the only tabs that require your input. The "HEADER" tab is for general information and establishes a necessary baseline for further communication. The "WORKSHEET" tab is where you will load all of your EDFP. It is conceivable to load your entire equipment into a single spreadsheet. At some point, this becomes impractical. We highly recommend that you logically subdivide your equipment into their lowest level of subassemblies and submit a separate file for each subassembly; i.e. a parts breakdown scheme. Our counterpart at NAVSUP will assign a Provisioning Contract Control Number (PCCN) for each subassembly and possibly a pre-assigned APL number as well.

A "DATA-GUIDE" tab is included to provide a "quick and simple" explanation of the data elements requested in the worksheet. There is also a specific colored tab for each and every data element found in the worksheet and provides an amplified explanation for each data element. These colored tabs are the ICAPS help screens that are consistent with the NAVSUP Data Element Dictionary. The worksheet has be saturated with hyperlinks to improve navigation between the worksheet and the help screens. The "NSLC INPUT FILE" tab is our tool, which tailors the formatting for ICAPS input, and this tab has been password protected. And finally, a sample has been provided to show you what a final product may look like.

** CAUTION CAUTION CAUTION CAUTION CAUTION CAUTION CAUTION CAUTION CAUTION **
If you're not familiar with hyperlinks, be aware that if you save this file using a different filename, the hyperlinks will become disabled. As such, we highly recommend that you save this file using the same filename. Once you have finished with the worksheet or if you feel you don't need the help screens, feel free to rename you file.

INTRODUCTION (continued)

The current version of this file has been designed to handle up to 80 items; 40 items (PLISNs A001 thru A040) in the "WORKSHEET" tab and 40 more items (PLISNs A041 thru A080) in the "WORKSHEET (2)" tab. Minimally, your data submission should include the "HEADER" and the "WORKSHEET" tab along with the "WORKSHEET (2)" tab, if there are more than 40 items. Obviously, if you have more than 80 items, you can add "WORKSHEET (3)", "WORKSHEET (4)", etc. by copying and inserting another worksheet tab while renumbering the PLISNs accordingly. Each worksheet is printable on tabloid (11" x 17") size of paper (ANSI size "B"). You are reminded to insert the appropriate header prior to printing the worksheet. For our convenience, we insist that the "NSLC INPUT FILE" tab be included with your submission to failitate our processing effort.

** DOCUMENTATION (DRAWINGS) ARE ALSO CONSIDERED A MANDATORY DELIVERABLE **

We will require a complete set of documentation supporting each line item in the spreadsheet. In the case where an item has been identified "TO BE STOCKED" as indicated by a "P" in the first position of the SM&R code, a detailed Original Equipment Manufaturer (OEM) documentation is required to satisfy the NIIN assignment by the Defense Logistics Agency; i.e. there must be positive identification of the CAGE an PN assignment to all stock numbered items and supported by objective evidence. No documentation is required for those items that have been already assigned to an appropriate and existing NIIN in the Supply System.

Please ensure that the documentation has a title block, which positively identifies the "CAGE and PART NUMBER" of the OEM. It is highly recommended that the name and address of the OEM be included in the title block for further clarification. The document must have a unique document number and revision number, letter or date. We requst that each page of the supporting documentation be annotated with your assigned PLISN identification to facilitate our correlation to the worksheet. Also ensure that the document is approved by an authorized agent of the OEM. Consistent with DoD Directive 5230.24 of Aug 23, 2012, each drawing must have an assigned distribution statement. Reproductive legibility, the lack of approval or the lack of a distribution statement are rejectable attributes for the documentaion submitted. If the item is a military critical technology, the appropriate export control statement and destruction notice must appear on each document. The acquisiion activity/command is responsible to identify any required special markings, which includes but not limited to "U-NNPI", "NNPI", "NOFORN", "CLASSIFIED", "UNCLASSIFED", "SECRET", "LEVEL 1", or "SUBSAFE", etc. on the document. Remember, special handling and transittal is required for any document with these markings other than "UNCLASSIFED". As part of the TSA responsibilities, each and every document will be subsequently loaded and maintained in the Naval Ships Engineering Drawing Repository (NSEDR).

Obviously an OEM part and/or assembly drawing is the preferred documentation. Alternate documentation includes, but not limited to photographs, catalog cuts, technical manual excerpts, web pages, schematics, provisioning parts lists, installation drawings, etc. The Naval Repository is currently being updated and expanded to include these types of alternative documentation. We will keep you informed if and when this updated capability becomes available.

From time-to-time, we have been asked about those items that do not have an available drawing or alternative documentation from the OEM and the OEM has absolutely no intension of providing any documented evidence. This is especially true of COTS (Commercial-Off-The-Shelf) type of parts. Unfortunately, that does not exonerate the prime contractor of the equipment from the requirement to provide documentation. As such and only as a last resort, we recommend that the prime contractor make a photograph of the item and place the same on their standard drawing format. Note that this document must still identify the CAGE and PART NUMBER of the OEM as the primary identification for NIIN assignment. It should be clearly understood that when the prime contractor assigns their own PART NUMBER to a part that is manufactured by others, the prime's part number is considered a seconday and alternate identification (ALTCAGE1, ALTPN1, ALTRNVC1, and ALTRNCC1).

Recently, ICAPS has issued new and updated requirments. The PCCN has been restricted to only six (6) characters. The input of this data element in the "HEADER" tab has been restricted consistent with this requirement. Additionally, ICAPS requires the identification of at least one user of the sub-assembly or equipment. A new section to the "HEADER" tab has been added and it is titled "ICAPS MINIMUM APPLICATION IDENTIFICATION - ONE HULL OR SITE". The PCCN cannot be successfully validated until a single application is placed against the record.

We appreciate your cooperation in this matter and look forward to working with you to accomplish the provisioning task. Feel free to recommend any changes to this tool as we strive to provide the very best support for our sailors.

DLA WHITE PAPER

SUMMARY SHEET

PROBLEM STATEMENT:
DLA decision to enforce longstanding policy requiring all NSNs to reflect the CAGE assigned to the Design Control Authority (DCA) or Manufacturer and the impacts on NSN assignment and provisioning and engineering systems, policies and procedures.
ISSUES:
- Omission of the required information on provisioning deliverables
- Inability to provide this information due to issues with manufacturer/DCA
- Current enforcement for DLA items resulting in increase in SSR rejects
- Impact on mechanized processes employed by Navy for requesting new Navy retained NSNs
- Impacts on resources and multiple written policies and procedures
- Massive clean-up effort
SUMMARY:
The enforcement of this policy can have serious implications on our ability to assign NSNs for newly provisioned items. At a minimum it will increase the timeframe for obtaining an NSN and in some cases, requests for NSN assignments may be disapproved due to lack of required information
Proposals for alleviating these problems are contained in the attached paper; however, the most important take-away is to ensure that information on the DCA/manufacturer is provided with the actual request for NSN.

DOD Policy Design Control Authority Reference Numbers

BACKGROUND

The Federal Cataloging Committee (FCC) is the governing body overseeing development of policies, procedures and systems used to support the uniform Federal Catalog System (FCS) with its membership composed of representatives from all military services and federal agencies. In 2012 the FCC was briefed by DLA (Defense Logistics Agency) headquarters regarding a legal challenge from several distributors on a company’s registration as sole source on an item. The distributor, who used their own part number and CAGE (Commercial and Government Entity) for their items, refused to reveal their manufacturing sources when asks, citing that this information was considered proprietary. Upon further investigation it was revealed that there are many items resident in the FCS reflecting only non-manufacturing sources and providing no information as to who owns or controls the design specifications for those items.
In response to this briefing the FCC chartered the Reference Number Working Group (RNWG) to investigate this issue and its ramifications as well as research the authorized policies and procedures utilized in the recordation of CAGE and reference number information in the FLIS TIR (Federal Logistics Information System Total Item Record). In May 2012 the RNWG formally reported their findings identifying the fact that lack of proper design information not only hindered fair and open competition but precluded the development of conformance specifications and tests leading to an inability to properly verify suspicious counterfeit material, identify unapproved product substitutions or even verify origin of manufacturing. Furthermore, while the team proposed the development of additional codes for registration of reference numbers, which were later deemed too costly for implementation by FCC members, the RNWG determined that there was no need for revision to existing cataloging policy, rather the goal of improving the CAGE/reference number recordation in the FLIS TIR could be accomplished by simple enforcement of existing policy.
This paper has been developed and distributed to engineering and provisioning professionals at NAVSEA, NAVAIR and the WSS in an effort to brief all interested parties on the recent decision to fully enforce this policy. Additionally, this paper details all issues impeding the Navy’s full compliance, documents steps taken to date to resolve these issues, identifies outstanding concerns and finally, is meant to solicit all comments and concerns from the Navy’s engineering and provisioning communities.

GENERAL DISCUSSION

DOD policy, detailed in the FLIS Procedures Manual (DOD 4100.39, Vol. 1 Section 1.1.7) requires every item of supply to reflect one CAGE and reference number that represents the Design Control Authority (DCA) or manufacturer of that item. This policy is further bolstered by the information promulgated in GEIA-STD-0007 Appendix A, which defines the CAGE requirements for NSNs (National Stock Numbers) to be that of the design control activity or actual manufacturer of an item.
Effective June 2013 DLA catalogers have been directed to review each request for a new DLA stock number to ensure compliance with this policy. Assignment of an NSN to an item where the primary source is not the DCA/manufacturer WILL NOT be authorized; however, if the request for NSN contains both the CAGE/reference number for the DCA/manufacturer and the CAGE/reference number for one or more distributors, DLA/LIS (DLA/Defense Logistics Information Services) catalogers have been directed to load the former as the primary reference with the latter being coded as a secondary reference(s). Exceptions to this policy are permitted when the design of an item is governed by a Government Specification or Standard, in which case reference to the applicable Specification or Standard will be recorded in the FLIS TIR as the primary reference.
Additionally, we have been informed that the DLA/LIS catalogers will soon be screening requests for new Navy retained NSNs for compliance with this policy as well as identifying all items currently resident in the FCS without the mandated DCA or manufacturer’s information with the intention of initiating a massive clean- up effort.
.
ISSUES
Receipt of provisioning deliverables without the required design control authority references.
Quite often provisioning deliverables do not reflect the CAGE and reference number of the CDA or manufacturer and while personnel at DLA/LIS, who are the authorized cataloging agents for all services/agencies, will be required to review each NSN assignment request to ensure compliance with this policy, they possess limited expertise for resolving discrepancies themselves. If not forwarded on the original request, while DLA/LIS catalogers will attempt to identify the necessary information wherever possible, should their efforts prove unsuccessful; the request for NSN assignment will be returned to the WSS unprocessed. These NSN assignment request rejects will then require extensive research by WSS personnel and quite possibly, require information that can only be obtained through contact with the engineers or the OEM (Original Equipment Manufacturer). In either case, conducting this research is expected to negatively impact on the timeframes associated with NSN assignment which could ultimately jeopardize supply support for the fielded weapons systems.
In an effort to provide the engineering community with all relevant information during LSA (Logistics Support Analysis) product development, a request has been made to DLA/LIS to investigate the enhancement of formal provisioning screening products to include both the Type and Status codes for every CAGE submitted for screening. The CAGE Status defines if the company is considered an active company and in good standing with the government while the CAGE Type defines whether or not that company is recorded as a manufacturing or non-manufacturing entity. Definitions of these codes can be found in DOD 4100.39, Vol. 10, Tables 19 and 90 respectively. In the interim our best resolution is to submit a separate listing of every CAGE submitted within a provisioning package very early in the LSA development phase to DLA/LIS requesting that an EXCEL spreadsheet be developed and returned to the NAVY reflecting both the type and status for all submitted CAGEs. This should then be forwarded to the entity responsible for development of LSA products with guidance on how this information should be used.
Additionally, an informal inquiry has been submitted to Naval Sea Logistics Center, Central Design Agency for ICAPS (Integrated Computer Aided Provisioning System), requesting details on system requirements necessary to provide the ESA (Engineering Support Activity) visibility of this additional data, and should this initiative be approved and deployed, future plans include development and utilization of enhanced edit and validation logic to be applied to each new item loaded at time of provisioning to preclude creation and submission of an NSN request not complying with this policy.
Still to be determined are the impacts on formal documents, such as written guidelines governing product development (PSOWs/CDRLs (Provisioning Statement of Work/Contract Data Requirements Listing)), and acceptance review procedures and practices as well as the impacts on those DCN (Design Change Notice), ECP (Engineering Change Proposal) and provisioning products developed by OEMs, shipyards and other entities outside of ICAPS.
Design Control Authority refuses to do business with government and/or does not have an assigned CAGE code and refuses to formally request a CAGE.
The DLA/LIS catalogers have been instructed to assign an NSN in these instances provided the information regarding the company retaining design authority can be identified and pertinent information about this company, such as name, address and phone number, can be included for that newly assigned NSN in the characteristics segment of the FLIS TIR. If this information is not received at time of request, DLA/LIS catalogers will perform limited research to attempt to identify this information; however, if they are unsuccessful, our request for NSN assignment will be rejected and sent back to the WSS. The important point here is that in accordance with this policy an NSN assignment will not be approved unless and until this information is provided to DLA/LIS, pointing to the importance of ensuring this data is identified up front and included in all provisioning deliverables.
Current impacts on the Supply Support Request process
Requests for DLA/GSA (General Supply Agency) managed NSNs are submitted through generation and submission of a Supply Support Request (SSR) with review of rejection statistics showing an increase attributable to noncompliance with this policy. While the volume of rejects to date are relatively small, approximately 2% of all SSRs submitted between 1 June and 31 July, the additional time required for each cataloger to research and determine the design authority or manufacturer when not submitted with the original SSR, coupled with the subsequent time required by WSS and engineering personnel should the DLA/LIS efforts prove unsuccessful, will add significant time to an already lengthy process and could jeopardize our ability to fully support a fielded weapons system at time of MSD (Material Support Date). Not only will this negatively impact our repair processes but can also show itself in the form of an increase in the number of requisitions received for part numbers and NICNs (Navy Identification Control Numbers) received by the WSS as well as an unplanned increase in the demand for the next higher assembly when the repair parts are unavailable.
It is hoped that by providing the type and status of every CAGE contained in a provisioning deliverable during initial provisioning screening, the research required to ensure compliance with this policy can be accomplished upfront, prior to package delivery to the cognizant WSS, thereby limiting any negative impacts on completion of provisioning packages and decreasing the amount of touch points and rework associated with reject processing.
Impacts on requests for NSNs for new Navy items
Because DLA has directed that ALL requests for NSN assignments be reviewed for compliance with this policy, this will also impact on those requests submitted for NSN assignment for new Navy retained items of supply. The development and employment of mechanized edits and validations to be applied against the actual transactions submitted to FLIS for NSN assignment are not yet in place; however, work is underway at DLA/LIS to identify this validation logic with plans to deploy scheduled for 2016. While on the surface this might seem like ‘good news’, because of the systemic methods employed when requesting NSNs for new Navy managed material, the enforcement of this policy before the DLA/LIS mechanized tools are in place presents a unique problem for the Navy.
Prior to transferring the cataloging functions to DLA/LIS in February 2000, the Navy implemented several reengineering initiatives to those processes slated for transfer. As it pertains to NSN assignments for Navy retained items of supply, we now employ a mechanized process that, upon identification and loading to file of a new Navy item requiring NSN assignment, the transactions for requesting that NSN are systemically generated and submitted to FLIS for mechanized processing without need for any manual review by a DLA/LIS cataloger. The only time a cataloger sees one of these transactions is if it should be rejected by the system, which happens infrequently; however, in adhering to this mandate without benefit of mechanized edits and validations the only conceivable way the DLA/LIS organization can comply would be to halt the mechanized processes employed by the Navy today, requiring all requests for new Navy NSNs to be manually reviewed. This would take a very efficient process, where today we experience an average 10 day turnaround from files load to NSN assignment, and increase it significantly. While at this point DLA has not indicated how they will be ensuring compliance for requests for new Navy NSNs, it is felt that by implementing some of the changes detailed above we will ensure that provisioning packages received by the WSS for processing include all the required information necessary to preclude rejects and labor intensive, time consuming rework efforts.
Clean-up activities
At present the DLA is compiling statistics on the number of items currently residing in the FCS that do not comply with this policy. Initial estimates are that there are well over 100,000 established items reflecting this data discrepancy with the exact number of items, broken down by managing and using service/agency, to be provided at our September meeting. The sheer volume of items and the anticipated workload coupled with limited resources are of major concern to the WSS. The plan is to perform some initial analysis to determine how our universe of items can be parsed into smaller ‘bundles’. Topics to be discussed include development of logic for use in mechanically correcting some of these errors as well as a methodology for the prioritization of review and corrective actions.
Wherever possible DLA would like us to employ mechanized corrective actions but in doing so, consideration must be given to the impacts on other policies and regulations. Specifically consideration must be given to DLAR 3200.1/NAVSUPINST 4120.30 requiring ESA review and approval on all relevant changes to weapons coded, critical items, as well as the impacts on current cataloging regulations which require PICA (Primary Inventory Control Activity) coordination with, and universal concurrence from, all SICAs (Secondary Inventory Control Activity) prior to the effecting of any change to reference number data.

CONCLUSION

While I apologize for the length and complexity of this paper, the enforcement of this policy and its far reaching implications require a thorough discussion in order to ensure all interested parties are provided with the information necessary to make an informed decision. If deemed necessary a formal meeting or teleconference can be convened to discuss the issues identified in this paper as well as any new concerns. In the interim, questions may be directed to either me or to one of the following individuals:
