Question and Answers

DRAFT RFP N00039-18-R-0058

Date 15 June 2018

Question 1: In order to integrate a new modem and controller, some NRE will be required. Does the government intend to have an NRE CLIN or is it expected that the contractor include all NRE into the recurring costs quoted?

Any NRE that the vendor feels it is necessary should be included as part of the price of the system - no separate NRE CLIN.

Question 2: Since this is largely a build to print, if the next generation of current modems, controllers and UPS are used, can the 901 Shock requirements be met by similarity? Same question above with respect to any equipment that was certified in the previous rack production?

Yes, 901 shock requirements can be met with similarity.

The Government will be responsible for shock and vibe testing of new equipment and previously certified components.

Question 3: Where the BOM specifies part numbers, are those exact parts required or may equivalent or better parts be substituted? This question is primarily referring to the modems, HSTB, and CPCI components (SNR controller, HFIP controller, firewall and Windows GUI platform).

Yes, those exact parts are required.

Question 4: Are specifications for the Rockwell Collins equipment listed in the BOM available (p/n 822- 2592-001 and p/n 822-2593-001)? These part numbers are not found on the RCI website.

See updated BOM to be released in the final RFP package.

Question 5: Is the software for the HFIP controller and the SNR controller provided by the government?

If not GFP, the contractor will need the information to procure.

Yes, the HFIP software is provided by the Government (as GFS), but the SNR Controller software must be purchased by the vendor and is included in the Bill of Materials (tab USN18-32540-1, row 10 - part number 811-4418-009).

Question 6: What software is provided with the cPCI cards from ADLINK?

See Specification paragraph 3.1.21 for the detailed list.

Question 7: Are the HFIP controller and the SNR controller standards compliant? I.e. STANAG 5066 compliant and STANAG 4691 compliant, respectively? If so, to what version of these standards are they compliant?

Yes, for HFIP it’s STANAG 5066 Edition 3, and for SNR it’s STANAG 4691 Edition 1.

Question 8: Clarification on the applicability of "MIL-STD-331, DEPARTMENT OF DEFENSE

TEST METHOD STANDARD: FUZES, IGNITION SAFETY DEVICES AND OTHER RELATED

COMPONENTS, ENVIRONMENTAL AND PERFORMANCE TESTS", to the BTFN design, as the scope of this standard relates to weapon initiation systems, ignition safety devices, and fuses.

"MIL-STD-331" appears in the RFP in section L-317.8 MINIMUM REQUIREMENT PROPOSAL CONTENT, page 69-of-80, Vol 1 Technical Proposal / Factor 1

Technical / Subfactor 1 Technical Approach / subparagraph 2) MIL-STD-331 is incorrect and will be removed from the RFP. MIL-STD-331 will be replaced with MIL-STD- 1686 (Electrostatic discharge control program for protection of electrical and electronic parts, assemblies, and equipment (excluding electrically initiated explosive devices).
