| 1 | Section L | 1.1 General Information, Page 1 | Please clarify whether an offeror that holds the required active U.S. Government-issued SECRET facility clearance, SECRET personnel clearances, and SECRET safeguarding capability—and that operates under a DCSA-approved Proxy Agreement—is eligible to compete for and perform the requirement. | Yes. An offeror operating under a DCSA-approved FOCI mitigation instrument (such as a Proxy Agreement) that possesses the required active U.S. Government-issued SECRET Facility Security Clearance (FCL), personnel clearances, and safeguarding capabilities is eligible to compete for and perform the requirement, provided they meet all other terms, conditions, and technical requirements of the solicitation. Note that consistent with DD Form 441 (DoD Security Agreement), the contractor must maintain this security agreement in good standing with the Defense Counterintelligence and Security Agency (DCSA) and comply with all security controls, execution requirements, and foreign ownership restrictions specified therein, in addition to meeting all other terms, conditions, and technical requirements of the solicitation. |
NOTE: The offeror must possess all security requirements at the time of proposal submission.
2 Section B B Total Contract Quantities Section B Note A lists potential quantities up to 160, however CLIN quantities total to less. What is the potential of additional quantities in the life of the contract? In addition to the hardware quantities stated in the RFP, the goverment may add additional quantities begining in FY29 as follows, subject to the availability of funds:
* Variant 1& 2 Potential Additional Quantities across both variants: FY28 +3, FY29+3, FY30 +3, FY31 +3
* Variant 3 Potential Additional quantities: FY28 +10, FY29+8, FY30 +9, FY31 +7
3 Section B B CLIN Qty Table Please clarify the system quantities included in the CLIN Qty Table beginning on Page 7. Is this the Govt's Best Estimated Quantity (BEQ)? If not, is a BEQ table available? Revised Answer: The quantities shown in the CLIN Qty Table are the Government’s estimated quantities for planning purposes. Hour‑based CLINs (e.g., 16,000 hours; 6,350 hours) will be treated as Not‑to‑Exceed (NTE), and unit quantities (e.g., hardware “Each” quantities across CLINs 0003–4005) reflect the Government’s current mission‑need estimates. In addition to the hardware quantities stated in the RFP, the goverment may add additional quantities begining in FY29 as follows. Subject to availability of funds :
*Variants 1& 2 Potentional Additional Quantities across both variants: FY28 +3, FY29+3, FY30 +3, FY31 +3
* Variant 3 Potential Additional quantities: FY28 +10, FY29+8, FY30 +9, FY31 +7
Draft RFP Answer: The quantities shown in the CLIN Qty Table are the Government’s estimated quantities for planning purposes. Hour‑based CLINs (e.g., 16,000 hours; 6,350 hours) will be treated as Not‑to‑Exceed

| 5 | TDP | Document 5011533, Drawing Numbers Index | The Drawing Numbers Index extracted from the Word version of TDP document 5011533 identifies 172 unique documents. Based on our comparison with the TDP files provided, 88 of those documents were located and 84 were not located. Please provide the 84 documents identified in the index but not included in the TDP package or identify where offerors may access them | Updated TPD drawings will be added to the Offeror's Library. | |
| 6 | Section B | Note B Table 1; TDP file ANSYN1_BOM_Final | The TDP includes the indented BOM ANSYN1_BOM_Final, which identifies top level part number 4306464-1. The hardware deliverables in the solicitation include AN/SYN-1(V)1, AN/SYN-1(V)2, and AN/SYN-1(V)3, but do not identify a part number for each variant. Based on the information provided, it is unclear which of these configurations, if any, is represented by the 4306464-1 BOM. | ||
| Please identify the controlling top-level part number and configuration/BOM for each AN/SYN-1 variant in Note B, Table 1, and clarify which variant, if any, the supplied 4306464-1 BOM represents. If the variants are to be built using that BOM with additions, omissions, or substitutions, please provide the applicable configuration differences for each variant so offerors can develop proposals to a common baseline. | AN/SYN-1 (v1), (v2) , and (v3) correlate to part numbers 4306464-1, -2, and -3, respectively, as listed in PL_4306464_A. The differences are annotated in Note B - Table 1. | ||||
| 7 | TDP/BOMs | N/A | The solicitation identifies the SIBS 5 Node (P/N 4306443-1) and SIBS 7 Node (P/N 4306443-2) as hardware deliverables. We have not located an indented BOM for either assembly in the provided TDP. | ||
| Please provide the controlling indented BOM and revision for each assembly, or identify the TDP document that defines each assembly’s complete parts hierarchy. If separate indented BOMs will not be provided, please identify the configuration and parts-list baseline offerors should use to develop their proposals, including the differences between the 5-node and 7-node configurations. | BOMs 4306443_1 and 4306443_2 will be added to the Offeror's Library. | ||||
| 8 | Section C | 5.1.1. First Article Unit (FAU) Production, 5.1.2.1 - Exit Criteria For FAU | Section C SOW requires the conduct of a First Article Testing which includes FCA and EQT. No system / hardware requirements were provided in the bidders library (only a software requirements document (SRD) was included in the bidders library). Will a system/hardware requirement document beyond the currently posted TDP be provided to all the bidders to allow for them to adequately estimate the required testing needed to meet the FAU exit criterial (FCA and EQT)? If not, what requirements are to be tested to? | Please reference Section C 2. for all applicable documents, including the following: |
MIL-STD-901E, Shock Tests, H.I. (High Impact); Shipboard Machinery, Equipment, and Systems, Requirements for (20-JUN-2017) (Section C 2.3).
