| 15 | Section 3.0 | Page 130 | RFP Section 3.0 Staffing Plan (without cost) on page 130 states that "Offerors shall complete the Staffing Plan with columns regarding Years of Applicable Experience, Highest Degree Achieved, Degree Area, and may provide additional information to support the level of experience and/or education requirements per the Labor Category Qualifications provided as an attached in Section J (Government only provided Key Personnel list) and Section L(Labor Mix)". Question: Traditionally specific requirements are provided for Non-Key Personnel to have knowledge and experience with the specific systems/equipment identified in the SOW/PWS. Would the government provide Labor Category Qualification requirements for Non-Key Personnel? | It is not the Government's intention to provide a non-key personnel list. The offeror will propose qualified non-key personnel to support Section C of the RFP. The Offeror shall submit a description of each labor category it proposes (e.g. Engineer, Analyst) and any amplifying qualifications to differentiate within categories. No change to RFP. |
| 16 | Section C | Page 14 | RFP Section "C" paragraph 1.5.3 states on page 14 "Provide and maintain, on a routine basis, all engineering evaluations and recommended changes or improvements to elevator systems (CDRL A001)". RFP Section "C" paragraph 1.5.7 states on page 15 "Develop a Quality Assurance Program Plan (QAPP)/ Quality Management System (QMS) for effective test and quality assurance practices in the performance of maintenance for elevator and associated systems (CDRL A006)" . RFP Section "C" paragraph 1.8.2 states on page 18 " Develop a configuration baseline and routinely monitor the improvements of ILS elements". RFP Section 4.4.2 Table 17 Labor Mix does not allow for Engineering Support, Quality Assurance Support or Integrated Logistics Support. Question: Would the government contemplate adding Engineer, Quality Assurance Specialist and Logistics Specialist labor categories to RFP Section 4.4.2 Table 17 Labor Mix? | Table 17: Labor Mix of the RFP states "The Offeror shall propose their overall allocation of labor hours in accordance with the Government estimated level of effort. Offeror’s proposals may not deviate from the GRAND total number of hours included in the table above. Offerors have the latitude to propose the labor mix they believe is best to accomplish the requirements identified within the Statement of Work in a high quality, efficient, and cost effective manner. The Offeror may deviate from the estimate provided above other than Grand total, but such deviation shall be explained in the Offeror's narrative. This explanation shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost effective solution. Nevertheless, in the table provided above, the Government has provided a labor mix estimate to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. The Offerror may propose additional labor categories as deemed fit; however must remain within the total grand number of hours estimated by the Government and provide rationale for the proposed labor categories. No change to the RFP |
| 17 | Section B | Page 6 & 7 | 1. Page 6/7 Small Business Participation and Small Business Subcontracting Incentive paragraph states that “of the total dollars the Government plans to obligate each contract year under this contract, the Contractor shall intend to award 30% or more to first tier, small businesses. |
2. Table 6: SBIF Goal indicates that the measurement for the SBIF is total subcontract dollars.
3. FAR 52.219-9 states “Separate goals, expressed in terms of total dollars subcontracted, and as a percentage of total planned subcontracting dollars, for the use of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns as subcontractors. For individual subcontracting plans, and if required by the Contracting Officer, goals shall also be expressed in terms of percentage of total contract dollars, in addition to the goals expressed as a percentage of total subcontract dollars.”
Question: Would the government clarify if the Offeror should submit the Subcontracting Plan based on 30% of “Total Subcontracted Dollars” and also “Total Contract Dollars” and which plan will the Contractor be evaluated on? Would the government clarify that the SBIF will be measured against “Total Subcontracted Dollars”?
| Per pg. 125, the offeror is required to submit a Subcontracting Plan if any subcontracting/teaming exists IAW 52.219-9 requirements. As stated on the same page., the preference is an individual tailored subcontracting plan. The vendor's "Subcontract Management Plan" will be evaluated IAW Sect. M. On page 6 in Note F of Section B, the Government has stated: "Therefore, of the total dollars the Government plans to obligate each contract year under this contract, the Contractor shall intend to award 30% or more to first-tier, small businesses." On page 7 in Note F of Section B, the Government additionally clarified: "The Government desires at least a thirty (30%) overall small business participation goal to be set by the Offeror, inclusive of the congressionally mandated five (5%) minimum for Small Disadvantaged Business concerns." The SBSIF is a separate discussion. Page 8 lines out "the Contractor shall submit to the COR and ACO of each delivery order, a Subcontracting Program Performance Report that includes the information required for the Government to determine the amount of SBSIF earned. At a minimum, the Contractor’s Report shall include the total amount obligated against target cost for the applicable CLIN, the total labor hours worked during the evaluation period by CLIN, and any other data required for the Government to evaluate the Contractor’s Small Business Subcontracting performance." Table 6 further points out the the "Base for measurement is total subcontract dollars, SBSIF may be earned for meeting these goals." No change to RFP. | ||||
| 18 | Section 1.0 | Page 123 | Significant Subcontractors defined 5% of total proposed direct dollars OR 10% of total proposed man-hours. When the aggregate of non-significant subcontractors proposed exceeds 25% of total proposed direct dollars, the same type of information required under Management Approach for Significant Subcontractors must be provided for each non-significant subcontractor. Question: If the small business requirement is 30% of TOTAL direct dollars, then the assumption is that all subcontractors would be in aggregate significant subs and subject to the information to be provided in the Management Approach. Is this a correct assumption or is the small business requirement 30% of subcontracted dollars? | Per Section 1. Management Approach of the RFP, the Government is requesting the Offeror to provide an organizational plan for management control of subcontractor efforts and to provide the total allocation of work which will be accomplished by the Prime, each significant subcontractor, and other subcontractors. To address the management approach criteria, the Offeror will develop an overall work allocation for: total man-hours, dollars, and production hours and additionally demonstrate how they will monitor and control cost. To clarify, if the Offeror is planning to meet the 30% SB goal (addressed in Section B of this RFP), they should address the overall plan in their coordinating Management approach submission. See answer above. No change to RFP. |
