About this file
This document contains questions and answers related to a solicitation for elevator support services. The solicitation is seeking proposals for engineering services, maintenance, operator training, technical support, and repair work for shipboard elevators, cargo handling equipment, and associated systems installed on U.S. Navy aircraft carriers. Offerors are asked to provide the past three years of actual rate history by labor category along with an explanation of any differences from proposed rates. Certified cost or pricing data is not required to be submitted with proposals. The solicitation is issued by the Naval Sea Systems Command as a cost-plus-fixed-fee indefinite delivery/indefinite quantity contract with a potential ordering period of five years. The primary work locations will include sites in Virginia, California, Washington, and Japan supporting vessels located worldwide.

| Question Number: | Question Source: (RFP, Attachment #, etc.) | Page Number and Paragraph Header from Source: | Question: | Answer: |
| 1 | Section I | Page 61 | The Service Contract Act (SCA) FAR clauses (52.222-41, 42 and 43) are included in Section I of the solicitation. Also, the LOE table on Page 134 appears to show the SCA labor categories. Please clarify if the SCA applies to this solicitation and, if so, please provide the applicable wage registers. | |
| The SCA does not apply as the contract was coded 1905 PSC, hardware. Thus, they will be removed in the first amendment. The labor mix provided on pg 134 is to help show the buildup of the ceiling of hours that was provided, and to help vendors develop the required staffing plan. Per pg 133 to 135 of Section L, USG also requires pricing data for each labor category, to which we will validate. These rates will build up the “composite rate” you will be quoting for CLIN 0001. No WGL rates attachment(s) will be added to the contract. |
| 2 | Section L | Page 133 | Will certified cost and pricing data be required? | No |
| 3 | Section L | Page 133 | The Offeror shall provide the most recent three (3) years of prior actual rate history by labor category and explain the basis for any significant rate differences between the prior three (3) years period and those rates now proposed. What is best method/format to provide to USG? | Actuals by year, per contract (identified by contract or delivery order number) is best, and a similar/to cross reference matrix explaining similarity/differences of the labor category. USG understands that some labor categories are not a on-to-one comparison, so an explanation or cross-reference (vendor format) is acceptable. |
