| Question Number: | Question Source: (RFP, Attachment #, etc.) | Page Number and Paragraph Header from Source: | Question: | Answer: |
| 4 | Section L 4.2 | Page 132 | RFP Section 4.3 (page 132) states “Offerors shall provide a list and Individual RIS Attachment L-2…” and also states “CPARS information may be utilized in lieu of the RIS.” Is a list still required? If so, is the list considered to be in the table format contained on page 1 of Attachment L-2, or simply a list by Contract Number? | If utilizing CPARS information, a list is not required. The offeror may provide CPARS reports of three (3) different relevant contracts. Adobe compatible PDF format is preferred. |
| 5 | Section L 4.3 | Page 131 | RFP Section 4.3 (page 131) states “A minimum of one major subcontractor past performance should be included in the submission”. If the Prime Offeror meets the requirements for Past Performance information, is there still a requirement to submit past performance information for a major subcontractor? | Although an offeror is encouraged to submit information for a major subcontractor, it is not required. If the offeror does not have any major subcontractors for which to provide information, the offeror shall state this in the proposal and will still be considered to have met the minimum past performance reference requirements of the RFP if 3 submissions presented. |
| 6 | Section L 2.0 | Page 116 | RFP Section 2.0 (page 116) states that resumes are limited to 2 pages each. Can the Offeror assume that the resumes are excluded from the 30 page allocation for the Management Approach? | Each resume is limited to 2 pages per Resume and limited to a number of 14 total resumes. This 14 pages does not count towards the 30 page limit for overall management approach/management plan. |
| 7 | Section L 2.0 | Page 117 | RFP Section 2.0 (page 117) states that all paragraphs shall be numbered. Would the government allow some flexibility in the numbering of paragraphs given the page limitations. Would it be acceptable for major paragraphs and major sub-paragraphs be numbered, leaving smaller sub-paragraphs unnumbered? | The paragraph numbering shall remain as instructed in the RFP Section 2.0 page 117. |
| 8 | Section L Factor 2, #5 | Page 128-129 | On page 5, 1st complete sentence states: " The Government will assess the availability of key personnel, as well as the offeror’s plan to provide experienced manpower, and the resources, which would be committed to this work effort. The Government will assess plans to recruit, train, or otherwise obtain adequately trained personnel, including plans to meet staffing phase-in requirements. The Government will assess specific information in terms of manning to perform emergent requirements. The contractor’s ability to man and support tasks outside the continental United States will be evaluated." Q: This requirement seems to belong in Section 3.0 Resource Capabilities. As defined in the 1st sentence: "Offeror should demonstrate PRIOR TECHNICAL EXPERIENCE, meaning specific instances, problem resolution, on specific projects that meet the SOW requirements." Availability of key personnel and plans to recruit, train, or otherwise obtain adequately trained personnel, including plans to meet staffing phase-in requirement are not related to "specific instances, problem resolution, on specific projects that meet the SOW requirements." Recommend that this portion of #5 be moved to Section 3.0 which deals with resources and manning. | The Government revises para 2.0 as follows and will be included in amendment to RFP: |
FROM:
The Government will assess the availability of key personnel, as well as the offeror’s plan to provide experienced manpower, and the resources, which would be committed to this work effort. The Government will assess plans to recruit, train, or otherwise obtain adequately trained personnel, including plans meet staffing phase-in requirements. The Government will assess specific information in terms of manning to perform emergent requirements. The contractor’s ability to man and support tasks outside the continental United States will be evaluated.
TO:
The Offeror shall provide detailed descriptions of their prior experience handling the availability of key personnel, experienced manpower, and resources that would correlate to this effort. Also provide examples of the Offeror’s prior experience and/or methods of recruiting, training, or otherwise hiring personnel to meet similarly scoped staff requirements. The Offeror shall also provide specific examples of how they manned operations to accomplish emergent technical requirements. Lastly, the Offeror shall demonstrate their prior experience/ability to man and support similarly scoped technical tasks outside of the continental United States.
| 9 | RFP Closing Date and Time | Request to extend the closing date by one week | The closing date and time is hereby extended to 04 September 2020, 4:00 PM EST. Questions due date also modified to 24 August. Amendment to the RFP is forthcoming. | |
| 10 | Section G and Section L | Page 55 (G) Page 133 #2 | The RFP states the Contractor shall provide and maintain an accounting system, determined adequate by the ACO. Can a subcontractor who does not have a DCAA approved accounting system, submit supporting documentation as part of their Cost Proposal to be considered part of the level of effort for labor as a Subcontract type of FFP-LOE? | The subcontractor is not required to provide documentation of a DCAA approved accounting system. Only the prime needs to have an approved accounting system. The sub may submit supporting documentation. |
