SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 14-Mar-2019 02:00 PM to 20-Mar-2020 02:00 PM.
The following have been modified:
L.1.1.3. Responses to Questions from Industry
Q&A Amendment 0001:
# Posted Question Posted Answer
1 Reference 433-1. Can offerors specify alternate intercom systems that meet or exceed the specifications of the desired system proposed in the solicitation?
No alternate intercom systems will be accepted. The
Government approved a brand name "Justification and
Approval for Use of Other that Full and Open
Competition" which included the Gentex Light Vehicle
Intercom System (LVIS), which has been posted with the solicitation per FAR 6.302-1(c)(1) and FAR 6.305.
Q&A Amendment 0002:
2 References Section L and Attachment 1
Specification 085-1. Section L includes instructions to have the full stability report included with the proposal, however
Attachment 1 Specification 085-1 states that design calculations shall be submitted no later than 60 days after contract award. Is it the
Government's desire to have the Proof of
Stability including all design calculations and reports including 3D model at the time of proposal, or 60 days after award?
As stated in Section L, a full stability analysis is required with the Offeror's proposal for proposal evaluation. An updated stability analysis is required no later than 60 days after contract award in accordance with Attachment 1
Specification 85-1.
Q&A Amendment 0003:
3 Reference 169-1. Does the longitudinal dimension of the outboard bracket, as a welded appendage, contribute to the nominal hull length (welded structure only) as stated in
Section 042-1 General Requirements?
Yes
4 Reference 252-1. Can instrument package be replaced by 1 OEM display?
A single OEM display would not meet the requirement of
Specification Item 252-1 to provide an instrument package for each engine. A minimum of two (2) gauges/displays is required.
5 Reference 303-1. Cooper-Bussman 187 series does not meet UL489 Branch Circuit Rating.
The only rating that this breaker has is for
Ignition Protection SAE J1171. Please advise if these will still be ok to use for main feeder greater than 100 amps?
Specification Item 303-1 allows Cooper-Bussman 187 series or equal as an exception for using UL-489 breakers on large DC feed circuits above 100A due to the size of molded case circuit breakers and their impact on small boat arrangements. The Cooper-Bussman 187 series are compact breakers and they are designed to be branch circuit protection for marine vessels.
6 Reference 313-4. Can the house battery bank charger be an independent unit with a dedicated
12v converter to supply house loads while on shore?
Attachment 1 Specification Item 313-4 is being amended to allow a combined charger/converter or a separate battery charger and converter for charging the house battery bank and supplying house DC loads while either on shore power or generator power. The Specification
Item 313-4 is also being amended to clarify the requirements for component sizing based on the ELA.
7 Reference 078-1. It has always been common in aluminum boat construction and in USN boats in particular to allow welded handrails, boltrope track etc. to be welded. The extreme number of additional SS dissimilar metals will increase corrosion issues for the Navy in this instance. Will the Navy amend this to allow for welded handrails and collar boltrope 6061 extrusion?
Specification Item 078-1 allows alternatives to the specification as approved by the Navy. The Specification is being amended to clarify that non-structural components utilizing 6061 materials may be welded with Government approval. Handrails in 6061 welded applications will be considered based on final handrail design (e.g. strength requirements). The use of 6061 material for boltrope extrusions is acceptable.
8 Reference 150-1. Is the cuddy to have a lower deck than the main cabin deck, or is it safe to assume the crew would be crawling under the console to access the foredeck?
Specification Item 150-1 is being revised to eliminate the
"lower" requirement for the cuddy. Access to forward portion of the console shall meet the Specification Item
071-1 requirement for accessibility to equipment for maintenance, repair, and operation.
9 Reference 150-1. Is there a minimum headroom requirements such as sitting headroom required for the cuddy?
Specification Item 150-1 is being revised to eliminate the
"lower" requirement for the cuddy. Access to forward portion of the console shall meet the Specification Item
071-1 requirement for accessibility to equipment for maintenance, repair, and operation.
10 Reference 166-1. Some builders use styrafoam for the collar when 2.1 lb ethyfoams is common on most USN boat collars. Will the specification be amended to reflect this requirement for the foam collar?
The Government is amending Attachment 1 Specification
Item 166-1 and Attachment 2 Specification Response
Matrix Item 166-1 to require Offerors to provide a description of collar design and identify foam materials.
11 Reference 236-1 and 070-4. If the builder can provide the required speed of 30 knots with less
HP can the builder quote with lesser HP engines?
No. The specification requires each engine model be 225
HP; the engine HP was specified to maintain commonality with the existing fleet of Force Protection Boats.
12 Reference 662-1 Would the Navy be open to a changer ecommendation to this seating arrangement?
The requirement for a starboard side helm position on the
FP Medium boat is derived from the configuration of the existing FP fleet and was chosen to maintain commonality.
In general, a port side helm in considered non-standard for
US Navy boats.
The requirement for a centerline helm position on the CSF
Training Variant matches the configuration of various CSF training craft and conform to instructor Standard
Operating Procedures SOP). Due to the aggressive nature of maneuvers that are conducted by trainees, the instructor requires immediate access to the throttles in the event of an emergency.
