About this file

This document provides a specification response matrix and related files for the U.S. Navy's solicitation of Force Protection Medium (FPM) boats. The Navy intends to issue a request for proposal under solicitation number N00024-19-R-2222 for the procurement of approximately 113 FPM boats over five years through an indefinite delivery/indefinite quantity contract. The boats will provide security patrol, vessel interrogation, and escort services for Navy installations worldwide. The response matrix requires bidders to specify key boat characteristics and equipment that comply with or note exceptions to the Navy's draft specification, including boat dimensions, fuel capacity, speed, engine makes and models, battery configurations, and other details. Bidders must also submit drawings and indicate overall compliance or exceptions to the specification. The pre-solicitation notice establishes points of contact for any questions on requirements and indicates the final RFP will be issued electronically on FEDBIZOPS.

SPECIFICATION RESPONSE MATRIX

NOTES & INSTRUCTIONS:

Offerors to submit Attachment 2 with response for parameters identified in the Specification (See Section J).

1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.

2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.

3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
