ANSWERS TO VENDOR QUESTIONS ON PRESOLICITATION

N00024-19-R-2222 US NAVY FP MEDIUM

DATE: 01/08/2019

1. QUESTION: Reference to Section 662-1A and 662-1B. It is interpreted that the rationale for the positioning in 662-1B is so the instructor has immediate access of the propulsion/steering controls in the event of an emergency. Recommend the USN consider rewording 662-1A to have the coxswain position on the port side, and crewman position on the starboard side. By doing this, both the CNIC Variant and Training Variant console arrangements can remain the same. Additionally, 662-1B could be reworded to move the Instructor position to the middle, allowing them easy access to the controls in the event of an emergency.

ANSWER: Starboard located helms have typically been considered the "standard" location for cabin boats, and previous Force Protection Medium boats reflect this configuration. However, the training school utilizes a wide range of boats to train sailors from various commands, which includes open center consoles with helms located near centerline. The training schools have developed standard operating procedures which require instructors to be able to stand to the starboard of the helm to be able to take control of the throttles, as students are learning to perform high-speed maneuvers which may require immediate intervention by the instructor. Due to the size constraints of the FP Medium boat, this requires the helm to be located on the centerline. For clarity, a notional sketch will be attached in the final RFP posting.

2. QUESTION: Does CCD expect matting suppliers to respond to promote shock-mitigating matting over anti-fatigue matting?

ANSWER: For the CNIC Force Protection Medium boats, shock-mitigating matting is not a threshold requirement.

3. QUESTION: Do you foresee specifying shock-mitigating boat matting on any boats moving forward?

Based on our discussion with boat manufacturers, it is likely that they will not be including higher performance shock-mitigating matting in their proposals due to the price premium over anti-fatigue rubbers and foams.

ANSWER: For the CNIC Force Protection Medium boats, shock-mitigating matting is not a threshold requirement. Other procurements will have project-specific requirements that may, or may not, include a requirement for shock-mitigating matting.

4. QUESTION: How do you suggest we position shock-mitigating matting with the boat manufacturers in light of the limited anti-fatigue and anti-slip requirements?

ANSWER: For the CNIC Force Protection Medium boats, shock-mitigating matting is not a threshold requirement.

5. QUESTION: When does the Government plan to release the solicitation?

ANSWER: We do not have a firm date, but are planning for a FY 19 Q2 release.
