ANSWERS TO VENDOR QUESTIONS ON PRESOLICITATION
N00024-19-R-2222 US NAVY FP MEDIUM
DATE: 10/16/2018
1. QUESTION: We are interested in teaming with other vendors for this procurement or providing only part of the requirement.
ANSWER: The Government intends to award a single contract for the Detail Design and Construction of the FP Medium boat. Offerors must have the demonstrated capability and facilities to construct the FP-Medium boats. Therefore, the resultant contract will only be awarded to a boatyard as the prime contractor. There is an "Interested Vendor" list for this presolicitation notice on FBO where vendors can post their contact information and review contact information of other interested vendors for potential subcontracting opportunities.
2. QUESTION: Will the Government consider awarding the resultant contract to a foreign boatyard?
ANSWER: The Government intends to set aside this procurement for award to a United States small business boat builder only (NAICS 336612). Additionally, neither the vessel nor the hull, midbody, or other major fixed structural component of the vessel shall be constructed in a foreign shipyard.
3. QUESTION: These two Training Variant requirements (662-2B Seating and 6623B Seating) add up to 7 total seats for the training variant. However, in the notional drawing that was provided by the government it only shows 6 total seats. Is the requirement for 7 or 6 seats in the training variant?
ANSWER: The CSF specification is being updated to only require six (6) total seats. Three (3) seats will be required for crew seating, and three (3) additional seats will be required for passengers.
4. QUESTION: In the CLIN/ SOW we noticed that in CLIN 1003 PDIT there is a maximum of 30. This appears to be a very high number for PDIT's. Is the government expecting to do 6 PDIT's per year throughout the life of the contract?
ANSWER: Between the training and different outboard variants (four total) and potential FMS variants, it is possible that the Government may perform up to 6 PDITs in a one-year period. Since there are 5 ordering periods, the Government set a maximum of 30 PDITS for the draft CLIN structure.
