Offeror has reviewed the specification and all identified references 2.1 thru 2.6 and is unable to determine the referenced deck grating size, quantity, and location to accomplish the requirements of paragraph 3.3.

To accomplish the requirements of paragraph 3.3, the offeror requires that the deck grating size, quantity, and location be provided. Will an Errata be issued to revise the specification with the requested information? This information though not discrete, can be determined form the references provide.
64992-11-005,
992-21-003Work Item 992-11-005 Fuel and Lube Oil; provide (OPTION ITEM)

“3.1 Provide 600,000 gallons of F-76 diesel fuel, conforming to MIL-DTL-16884 and 2.2.”

Work Item 992-21-003 Defueling and Fueling; accomplish “3.2 When notified by the SUPERVISOR, provide manpower assistance, towboat service with towing bridle and pilot to tow two fuel barges from the Fuel Depot to the contractors facility, adjacent to the ship for on-loading 500,000 gallons of DFM and 100,000 gallons of JP5.” Are 992-11-005 and 992-21-003 to be worked in conjunction? If so;

a. Is the 600,000 gallons of F-76/DFM the contractor is to provide for 992-11-005 the same 500,000 gallons of F-76/DFM required for 992-21-003?

b. Will it be 600,000 or 500,000 gallons of F-76/DFM?

c. Will all F-76/DFM and JP5 be provided via the Navy Fuel Depot?

Revisions to Work Item 992-11-005 and 992-21-003 have been made in Errata 1 and 2 to clarify. Offerors are required to provide DFM and JP5.

Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Errata.

65992-11-005,
992-21-003If the contractor is to cover the cost to provide F-76/DFM;

a. Please provide a known source to acquire this controlled commodity.

b. Why does the Government not use the DLA’s SEA Card program for refueling under existing bunker contracts? A contract vehicle is already established for this purpose: http://www.dla.mil/Energy/Offers/Products/GovernmentFuel/SEACard.aspx.

c. How will the government cover the instability in fuel prices between the time of proposal and when the ship refuels? The current SEA Card program accommodates fluctuating fuel commodity prices by either, economic price adjustments to fixed price providers or by buying fuel in close proximity to the time of delivery for spot purchases. Should contractors cover that risk in their price?DFM is not considered a controlled commodity and can be purchased at any location were personal or commercial vessels are refueled.
66631-12-001Work Item 631-12-001 “AC Machinery Room Number 1 & 2, and Fwd Deballast Compressor Room Deck and Bulkhead; preserve”

Paragraph 3.1 states, “Power tool clean deck and lower 12 inches of each bulkhead listed in 1.2. Accomplish each requirement of Surface Preparation Specification SSPC-SP 3 of 2.2.”

Paragraph 3.3 states, “Accomplish the requirements of 009-11 of 2.1 for all lagging located in 1.2, to include bulkheads, overhead, Air Conditioning Plants, all piping and valves.”

Contractors has reviewed the specification and notes that paragraph 3.1 implies that the contractor will remove any interference (lagging) on the lower 12 inches of each bulkhead listed in 1.2 to accomplish inspection requirements identified in paragraph 3.1.1. Additionally, paragraph 3.3 directs the contractor to accomplish 009-11, not just on the lagging that was removed in paragraph 3.1, but for all lagging located in 1.2, to include bulkheads, overhead, Air Conditioning Plants, all piping and valves.

Question:

1) Is it the customer’s intent that all lagging located in 1.2, to include bulkheads, overhead, Air Conditioning Plants, all piping and valves shall be removed to accomplish new lagging installation in accordance (IAW) with the requirements identified in paragraph 3.3?

2) Whether all of the lagging located in 1.2 (as questioned above) or just the lower 12 inches of each bulkhead listed in 1.2 as identified in paragraph 3.1 is to be replaced with new lagging IAW 009-11, how many square or linear feet with dimensional sizes of preformed pipe insulation, sheet insulation, lagging cloth, lagging studs, and wall board should the contractor estimate to accomplish the requirements of paragraph 3.3? 1. The Intent of this work item is to remove and replace all lagging located in the space.

2. This information though not discrete, can be determined form the references provide.

67 631-13-001 Work Item 631-13-001 “Overhead Passageway; preserve” Paragraph 3.2 states, “Remove existing and install new the insulation for all of the refrigerant piping and overhead brackets located in 1.2 using 2.2 for guidance.”

Contractors has reviewed the specification and notes that paragraph 3.2 directs the contractor to remove an unspecified quantity of lagging on refrigerant piping and overhead brackets located in 1.2.

Question:

1) Due to interferences obstructing the view of piping referenced in 3.2 and located in 1.2, how many square or linear feet with dimensional sizes of preformed pipe insulation, sheet insulation, lagging cloth, lagging studs, and wall board should the contractor estimate to accomplish the requirements of paragraph 3.2.1?This information though not discrete, can be determined form the references provide.
68623-12-001Work Item 623-12-001 “Firefighter Ladder Safety and Extraction System Carrier Rail; relocate”

Paragraph 3.1 states, “Remove existing firefighter ladder safety system carrier rail located in 1.2, and install 4 frames aft of current location, in accordance with 2.2 and 2.3.”

Contractor has reviewed the specification and all identified references 2.1 thru 2.4 and requires further clarification. On the USS Rushmore a frame measured as 4 feet. Paragraph 3.1 is directing the contractor to move the firefighter Ladder Safety System (LSS) carrier rail 4 frames or 16’-0” aft of its current location. This would move the firefighter LSS into another space, out of the Escape Trunk (5-66-4-T), out of WTH 2-66-2, and would make the equipment inoperable.

Reference 2.2, sheet 6, elevation 42-A, 45-A, and 47-A shows installation of the firefighter Ladder Safety System at frame 66 starting at the 2nd deck passing thru WTH 2-66-2, the 3rd deck, the 14’-3” Flat, and terminating at the 6’-3” Lvl.

Reference 2.3 only addresses the operation and maintenance of the firefighter Ladder Safety System (LSS).

1) Contractor requests clarification of the work scope requested in paragraph 3.1?

2) Will an Errata be issued to revise the specification with the requested information? The intent of work item is to relocate carrier rail within the existing trunk to align with the upper system on the 02 level, not 16'. WI 623-12-001 has been revised in Errata 6.

Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Errata.

Is this reference a guidance drawing or is the contractor required to purchase and install? While most of the items listed could be provided by the contractor the new SONAR XMTR would need to be provided by the government. Please clarify how this Reference (2.8) integrates with the basic specification and the other references for this work item.In accordance with paragraph 5.1 the SONAR XMTR is provided as GFM.

Reference 2.8 is a consolidated list of material from 2.2 2.7.

71 631-12-001 Paragraph 3.3 of 631-12-001 states that all existing structural, pipe and equipment insulation in 1.2.1 and 1.2.2 is to be removed and replaced with new.

73 N/A Amendment 0001 issued 11/01/2018 included:

• Errata 001, revised 11 work items and cancelling 3 work items

• Errata 002, revised 38 work items and cancelling 1 work item

• Addendum 01, added 2 work items Contractor acknowledges and appreciates that, due to the Amendment 0001 revisions/additions and subsequent extension requests from bidders, the proposal due date was extended 14 days to 12/17/2018.

Contractor notes that Amendment 0002 issued 11/08/2018 includes an additional:

• Errata 003, revised 47 work items

• Addendum 02, added 2 work items The total revisions (96 work items) and additions (4 work items) from Amendments 0001, and now 0002, now affects nearly ~30% of the entire work package. The revised proposal due date, impacted by the upcoming Veterans and Thanksgiving holidays, still only allows contractors roughly ~28 planning days to prepare and provide a robust proposal. This timeline, even with the 14-day extension, will have a negative effect on bid development, and more specifically, the responsiveness of the subcontractor and material vendor community.

Question:

In order to afford all contractors ample time to prepare/submit accurate proposals and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, request that the proposal due date be extended from 17 December 2018 3:00PM to 7 January 2018 3:00PM. A 21-day proposal due date extension, or roughly ~15 additional planning days due to the Christmas and New Year’s Day holidays.

Amendment A0005 extended the due date for proposals to 7 January 2019.

92SolicitationAmendment 0001 issued 11/01/2018 included:

• Errata 001, revised 11 work items and cancelling 3 work items

• Errata 002, revised 38 work items and cancelling 1 work item

• Addendum 01, added 2 work items

• Extended the proposal due date 14 days to 12/17/2018.

Amendment 0002 issued 11/08/2018 included:

• Errata 003, revised 47 work items

• Addendum 02, added 2 work items Amendment 0003 issued 11/13/2018 included:

• Addendum 03, added 2 work items

• Addendum 04, added One work item The total revisions (96 work items) and additions (7 work items) from Amendments 0001, 0002, and 0003 now affects nearly ~30% of the entire work package. The revised proposal due date, impacted by the upcoming Thanksgiving holidays, still only allows contractors roughly ~28 planning days to prepare and provide a robust proposal. This timeline, even with the 14-day extension, will have a negative effect on bid development, and more specifically, the responsiveness of the subcontractor and material vendor community.

Question:

1) In order to afford all contractors ample time to prepare/submit accurate proposals and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, request that the proposal due date be extended from 17 December 2018 3:00PM to 7 January 2018 3:00PM. A 21-day proposal due date extension, or roughly ~15 additional planning days due to the Christmas and New Year’s Day holidays.

2) Additionally, with everything identified above the customer has not revised the PPI submission deadline, Amendment 0003 (conformed) RFP states that questions must be submitted no later November 15, 2018 at 3:00 pm, local time, Washington DC. This is not sufficient time to review the new work items just added to the package, will the PPI submission deadline be extended?

Amendment A0005 extended the due date for proposals to 7 January 2019.
93424-90-001For WI 424-90-001, please define the material quantities for Reference 2.9.In accordance with Para 3.1, Accomplish the requirements of Paragraph 2.2 through 2.8, using material provided in 5.2 and 2.9 through 2.11 for guidance.
94SolicitationErrata 1 through 3 and Addendum 1 through 4 has been issued.

Due to the volume of changes and in order to afford all contractors ample time to prepare an accurate proposal that will be most beneficial to the Government, it is requested that the bid date be extended by two weeks to 31 December 2018 vice 17 December 2018.

Also, please extend the RFI due date to 29 November 2018 vice 15 November 2018.

Amendment A0005 extended the due date for proposals to 7 January 2019.
