The following reference is identified in the specification, but was not included on the government provided CD/DVD which included the Attachment J-1 Specification Package No. TPPC-LSD47-SWRMC19-CN01 and all Attachment J-2 Work Item Plans, Drawings, and Other References.

2.10 331-8565860 Rev B, Habitability Improvement LSD 47 Electrical CPO, STNCO, Crew & Troop Living Spaces Mod.

1) Please provide the one missing reference identified above. This has been addressed in Errata 1. Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Addendum and Errata.
30643-11-002Work Item 643-11-002 “Crew Living Space Equipment; replace”

Reference 2.9 identifies, “634-8565858 Rev B, Habitability Improvement LSD 47 Arrangement CPO, STNCO, Crew & Troop Living Spaces Mod” Contractor has reviewed reference 2.9 and notes that on Sheet 1 of 30 reference no. 2 lists “510-8565859 Habitability Improvement Ventilation CPO, STNCO, Crew & Troop Living Spaces Mod” and in accordance with general note 6 it is required for accomplishment, but it is not listed in paragraph 2 References of work item 643-11-002. Contractor has reviewed the Specification Package and notes that 510-8565859 is not identified for accomplishment by any work item.

1) Is the contractor required to accomplish “510-8565859 Habitability Improvement Ventilation CPO, STNCO, Crew & Troop Living Spaces Mod” in accordance with direction provided in reference 2.9 of the specification?

If so;

a) Contractor requests that 510-8565859 Habitability Improvement Ventilation CPO, STNCO, Crew & Troop Living Spaces Mod be provided.

b) Will an Errata be issued to revise the specification to add the above identified reference to paragraph 2 References? This has been addressed in Errata 2. Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Addendum and Errata.
31613-11-001Work Item 613-11-001 “Trident Truck Halyard and Retrieval Line; replace”

The following reference is identified in the specification, but was not included on the government provided CD/DVD which included the Attachment J-1 Specification Package No. TPPC-LSD47-SWRMC19-CN01 and all Attachment J-2 Work Item Plans, Drawings, and Other References.

2.5 171-4799781 Rev F, Main Mast Details Bidder’s Question:

1) Please provide the one missing reference identified above. This has been addressed in Addendum 2. Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Addendum and Errata.
32644-11-001Work Item 644-11-001 “Sanitary Space; repair”

Paragraph 1.2.3 identifies, “Troop WR & WC (03-19-0-L)” Paragraph 1.2.4 identifies, “Troop SH & Drying Area (03-20-0-L)” Reference 2.25 identifies, “510-8565865 Rev B, Ventilation-Manufacturing Details CPO, STNCO, Crew & Troop Sanitary Spaces Mod.”

Paragraph 3.2 states, “Accomplish the Space Modifications located in 1.2.3 through 1.2.4, in accordance with 2.21 through 2.25.”

Contractor is currently unable to review references 2.21 thru 2.24 (references are missing and have been requested by separate PPI), but a review of reference 2.25 notes that the locations of work identified do NOT match the specification’s location of work directed by paragraph 3.2 and identified in 1.2.3 and 1.2.4.

1) How should the contractor determine the correct location of work, specification or reference?

The specification usually takes precedence, but reference 2.25 is annotated as specific to the USS Rushmore LSD 47 Shipboard Habitability Improvement Program as developed by NAVSEA on 10/12/18.

2) Will an Errata be issued to revise the specification and/or provide the requested clarification? This has been addressed in Errata 3. Work item has been modified to add para 1.2.5 Throughout the Ship. Ventilation modifications modify the ventilation in the spaces listed, and extend to the spaces adjacent to the spaces listed in origional specification.

Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Addendum and Errata.

33 643-11-002 & 644-11-001 Work Item 643-11-002 “Crew Living Space Equipment; replace” Paragraph 3.1 states, “Accomplish the requirements of 009-114 of 2.1 for removal of mold contamination on each locker and berth sub base throughout compartment, in the location listed in 1.2, using 2.2 for ventilation system isolation and blanking requirements.”

Paragraph 1.2 Location of Work lists:

1.2.1 Crew Living Space (04-59-0-L); 1.2.2 Crew Recreation Rm & Lounge #4 (03-59-1-L); 1.2.3 Troop Recreation Rm. #3 (03-25-2-L); 1.2.4 Troop Recreation Rm. #2 (03-25-1-L); 1.2.5 Troop Living Space (03-21-2-L); 1.2.6 Troop Living Space (03-21-1-L); 1.2.7 Troop Living Space (03-14-0-L); 1.2.8 Crew Lounge (04-52-1-L); 1.2.9 Crew Living Space (04-43-2-L); 1.2.10 Crew Living Space (04-35-6-L); 1.2.11 Troop Living Space (03-21-0-L);

Work Item 644-11-001 “Sanitary Space; repair” Paragraph 1.2 Location of Work lists:

1.2.1 Crew Washroom and Water Closet (04-52-4-L); 1.2.2 Crew Shower and Dry Area (04-55-2-L); 1.2.3 Troop WR & WC (03-19-0-L); 1.2.4 Troop SH & Drying Area (03-20-0-L) The contractor rarely sees implementation of 009-114 “Mold Remediation; accomplish” in a non-wet/damp space, especially to the extent requested by 643-11-002. Upon review of work items 643-11-002 and 644-11-001, the contractor notes that 009-114 is invoked on the Crew Living Space work item but not on the Sanitary Space work item.

As paragraph 3.1 of work item 643-11-002 is written, the work scope to accomplishment of 009-114 on each locker and berth sub base located in the eleven spaces listed in 1.2 will be quite extensive.

1) Concerning 009-114, is it the customer’s intent for the contractor to accomplish the work scope identified in 643-11-002 and 644-11-001 as written? This has been addressed in Errata 3. 009-114 was removed from Work Item 643-11-002 and added to 644-11-001.

Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Addendum and Errata.

34 123-12-002 JP5 Tank Preserve Paragraph 3.2 states, “Accomplish the requirements of 009-32 of 2.1, including Table 4, Line 11, Column A, for each tank listed in 1.2. SEE NOTE (65)” Paragraph 3.3 states, “Accomplish the requirements of 009-32 of 2.1, including Table 4, Line 11, Column B, for the preservation of each surface prepared in 3.2. SEE NOTE (65)” NAVSEA Standard Item FY19 Change 4 009-32 Note (65) states, “Fuel oil storage, fuel oil service, and diesel service tanks are not required to be painted unless specifically addressed in the tables. For existing paints, when flaking occurs, SSPC-SP 3 surface preparation shall be accomplished and a light coat of system fluid shall be wiped over the surface prior to closing. If preconstruction primer was applied in accordance with 3.1.5, it may be retained, but it shall be overcoated with one coat MIL-PRF-23236, Type V, VI, or VII Class 5 at 4-8 mils.”

Bidder’s Question:

1) The contractor requests clarification that 009-32 note (65) of NAVSEA Standard Item FY19 Change 4 applies to the JP-5 tanks identified in paragraph 1.2 in that the tanks are not required to be painted?

FY19 Ch 4 applies to this work item. Tanks listed in 1.2 are not required to be painted, tanks listed in 1.2 shall be wiped down with a light coat of system fluid prior to closing.
35311-24-001#4 SSDG Center section overhaul accomplishThe following reference is identified in the specification, but the (Rev 0) was included on the government provided CD/DVD which included the Attachment J-1 Specification Package No. TPPC-LSD47-SWRMC19-CN01 and all Attachment J-2 Work Item Plans, Drawings, and Other References.

2.2 S9311-DM-HBK-010 Rev 1, U.S. Navy Diesel Engines Fairbanks Morse Opposed Piston Model 12-38ND 8 1/8 LSD 41/49 Class Ships Question:

1) Please provide missing reference S9311-DM-HBK-010 Rev 1 identified above "IAW NAVSEA SI 009-01: 3.6 Procure Military Specifications and Standards and Commercial Specifications and Standards.

3.6.1 Procure unclassified NAVSEA Standard Plans, Military Specifications and Standards, and Commercial Specifications and Standards referenced in the Work Items.

36 243-11-001 & 244-11-001 Work Item 243-11-001 “Starboard Propulsion Shafting; inspect and repair” Paragraph 3.25 thru 3.29 provide step by step procedures to fill each void, waterborne bearing, and rotating coupling cover on the starboard propulsion shaft with preservative that meets MIL-C-11796 standards.

Paragraph 3.29.1 states, “Document amount of preservative used to fill each strut, stern tube or void in 3.27 to be added to results in 3.28.1 and compared against tabulated volumes provided by SWRMC Code 263.”

Paragraph 4.2 states, “Work in conjunction with Work Item 244-11-001, Outboard Propulsion Shafting, Bearing Clearance Measurement Starboard; accomplish” Work Item 244-11-001 “Starboard Outboard Propulsion Shafting Bearing Clearance Measurement; accomplish”

(V)(G) "VERIFY FILL"

Paragraph 3.5.1 states, “Fill each bearing and stern tube/strut void with new preservative compound per MIL-C-11796 in accordance with Paragraph 244-4.10 of 2.8.”

(V)(G) "VERIFY FULL"

Paragraph 3.5.1.1 states, “Fill each bearing and stern tube/strut void with preservative compound per MIL-C-11796 in accordance with 2.8, after a 24 hour cool down.”

Paragraph 4.2 states, “Work in conjunction with 243-11-001, Propulsion Shafting Starboard; inspect and repair.”

Contractor notes that work items 243-11-001 and 244-11-001 on the Starboard shaft are to be worked in conjunction with one another, but it appears that the contractor is being directed to fill each void, waterborne bearing, and rotating coupling cover on the starboard propulsion shaft with MIL-C-11796 twice, once under each item identified above.

Question:

1) To preclude double coverage and since work item 243-11-001 has a more detailed procedure for filling each void, waterborne bearing, and rotating coupling cover on the starboard propulsion shaft with MIL-C-11796, shouldn’t work item 244-11-001’s paragraphs 3.5.1 and 3.5.1.1 be deleted?

2) Additionally, on work item 243-11-001 shouldn’t paragraph 4.2 states, “Work in conjunction with Work Item 244-11-001, Starboard Outboard Propulsion Shafting Bearing Clearance Measurement; accomplish” Errata 3 removed para 3.5.1 and 3.5.1.1 from 244-11-001.

Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Addendum and Errata.

Paragraph 3.29.1 states, “Document amount of preservative used to fill each strut, stern tube or void in 3.27 to be added to results in 3.28.1 and compared against tabulated volumes provided by SWRMC Code 263.”

Paragraph 4.2 states, “Work in conjunction with Work Item 244-11-001, Outboard Propulsion Shafting, Bearing Clearance Measurement Starboard; accomplish” Work Item 244-12-001 “Port Outboard Propulsion Shafting Bearing Clearance Measurement; accomplish”

Paragraph 4.2 states, “Work in conjunction with 243-12-001, Propulsion Shafting Port; inspect and repair.”

Contractor notes that work items 243-12-001 and 244-12-001 on the Port shaft are to be worked in conjunction with one another, but it appears that the contractor is being directed to fill each void, waterborne bearing, and rotating coupling cover on the port propulsion shaft with MIL-C-11796 twice, once under each item identified above.

Question:

1) To preclude double coverage and since work item 243-12-001 has a more detailed procedure for filling each void, waterborne bearing, and rotating coupling cover on the port propulsion shaft with MIL-C-11796, shouldn’t work item 244-12-001’s paragraphs 3.5.1 and 3.5.1.1 be deleted?

2) Additionally, on work item 243-12-001 shouldn’t paragraph 4.2 states, “Work in conjunction with Work Item 244-12-001, Port Outboard Propulsion Shafting Bearing Clearance Measurement; accomplish” Errata 3 removed para 3.5.1 and 3.5.1.1 from 244-12-001.

Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Addendum and Errata.

2. LOCATION: The required place of performance for the dry-docking portion of the DSRA shall be the graving dock located at Naval Station San Diego for offerors proposing to execute in the San Diego, CA homeport. The non-docking portion shall be completed at the contractor’s facility.

Question:

1) To ensure the requirements in the solicitation do not exceed the Navy’s minimum needs, the contractor requests that the word “shall” be replaced with the word “may” in the above identified RFP statement.

If the Contractor is in San Diego, CA homeport, then the dry-docking portion of the DSRA shall be the graving dock located at Naval Station San Diegor.

Pages 1 through 3 (index) of the J-1 attachment are not consistent with the guidance given in section C. The J-1 attachment (Index) only lists up to FY19 CH-3 for CAT I Standard Items and up to FY19 CH-3 for CAT II Standard Items. Additionally the individual work items in J-1 call out FY19 Standard Items (no Change listed).

This causes confusion when dealing with 009-32 Requirements (as one example). The requirements may have significant price differences based on the Change that is being used.

Please provide clarification as to what Standard Items including Changes (for CAT I and CAT II) are applicable to each item of the J-1. Question 21 is revised to state: Attachment J-1 has been revised to align with, “Category I NAVSEA FY19 Standard Items through CHG 4 identified under Attachment J-1 are applicable to all items without further reference. Category II NAVSEA FY19 Standard Items through CHG 4 are applicable when invoked and/or referenced in individual work items specified in Attachment J-1.”

J-4 USS Rushmore Pricing Workbook, Work Item Index (CLIN) tab, Work Item 980-90-007 “SA 82625K Mark XIIA IFF Hardware Upgrade, Alteration Installation Team (AIT) Support Service; provide” The Base/Option column of the J-4 lists this item with a CLIN of 0025 as an OPTION item, but the J-4 work item title does NOT identify the item as an (Option Item).
