8SolicitationRFP, Section L, Page 123 of 134, provides “Government Provided Dock Differential” guidance, and RFP, Section L, Page 123 of 134, provides the following Non-Price Proposal Factor 1 – Eligibility Factor;

Offerors must provide the following to demonstrate eligibility:

A letter signed by the Principal identifying and confirming ownership or committed access (in the form of a letter signed by the subcontractor identifying and confirming committed access) to a pier capable of berthing the USS RUSHMORE (LSD 47) FY19 DSRA and a dry-dock capable of docking the USS RUSHMORE (LSD 47) at time of contract award. Evidence must be provided to prove the dry-dock will remain certified throughout the entire proposed use of the dry-dock in performance of this contract.

1. Does an offeror have to use the graving dock located at Naval Station San Diego for the dry-docking portion of the availability? Or, can an offeror submit a proposal using a privately owned dry-dock for the dry-docking portion of the availability? Above “Government Provided Dock Differential” guidance suggests that an offeror has discretion regarding location of dry-dock.

2. If an offeror is proposing to use the graving dock located at Naval Station San Diego for the dry-docking portion of the availability, what documentation is required to confirm ownership or committed access to a dry-dock capable of docking the USS RUSHMORE (LSD 47) at time of contract award? 1. Offerors proposing to complete the Availability within the San Diego, CA homeport area must propose to use the graving dock located at Naval Station San Diego for the dry-docking portion of the availability. Offerors proposing to complete the Availability outside the San Diego, CA homeport area may propose to use a privately owned dry-dock for the dry-docking portion of the availability.

2. Offerors proposing to use the graving dock located at Naval Station San Diego must only affirmatively state this intention in their letter signed by the Principal and within Eligibility Criteria Data Sheet (Attachment S-5).

18150-11-007Work Item 150-11-007 “Half Deck Structural Repairs; accomplish”

Paragraph 3.1.1 states, “Remove existing and install new a total of 1,500 square feet of deck plate (3/16 inch thick, ASTM-A36), and all deck edge coaming, using 2.2 through 2.5 for guidance.”

Contractor has reviewed the specification and all identified references 2.1 thru 2.10 and requires further clarification. Paragraph 3.1.1 identifies plate thickness and type of material as 3/16 inch thick ASTM-A36, yet references 2.2 thru 2.5 show the flight deck plating as 7/16” and 3/8” thick HSLA plate. The deck edge coaming which is directed to be replaced in its entirety is not identified by a part number, view, material type, thickness or quantity. Additionally, there are a significant number of flight deck tie downs within the location of work which may be affected and are not addressed.

1) To accomplish the requirements of paragraph 3.1.1, the contractor requires the following additional information:

a) Of the 1,500 square feet of deck plate to be replaced, what is the plate thickness and type of material?

b) Concerning the replacement of all deck edge coaming, what is the plate thickness, type of material, and quantity to be replaced?

c) Concerning flight deck tie downs, how many will be affected, will they require replaced or be reused, and what additional requirements will the customer invoke?

2) Will an Errata be issued to revise the specification with the requested information? Please note that the half decks are not the flight deck. The half decks are the decks between the flight deck and the 1st deck (overhead of the spaces located on the 1st deck, port and starboard side). Material of both the half decks and coaming are 3/16 ASTM-A36.

19 311-22-010 Work Item 311-22-010 “Number 2 Ship's Service Diesel Generator (SSDG) Cylinder Liner and Piston Ring; replace (Option Item)” Paragraph 1.1 of the specification identifies this work item as an (Option Item).

J-4 USS Rushmore Pricing Workbook, Work Item Index (CLIN) tab, Work Item 311-22-010 “Number 2 Ship's Service Diesel Generator (SSDG) Cylinder Liner and Piston Ring; replace (Option Item)” The Base/Option column of the J-4 lists this item with a CLIN of 0028 as a BASE item.

Contractor suspects that work item 311-22-010 is an (Option Item) as identified in the work items titles of the Attachment J-1 Specification Package No. TPPC-LSD47-SWRMC19-CN01 and Attachment J-4 Pricing Workbook, but that the Base/Option column of the J-4 needs to be revised to OPTION.

1) Is work item 311-22-010 an (Option Item)?

2) Will attachment J-4 Pricing Workbook, Work Item Index (CLIN) tab, Base/Option column be revised to identify work item 311-22-010 as an OPTION? Attachment J-4 has been revised to make Work Item 311-22-010 an OPTION.

20 N/A Solicitation Attachment J-4 J-4 USS Rushmore Pricing Workbook, Labor & Material Rates tab Contractor has reviewed the workbook content and there appears to a formula error on the Labor & Material Rates tab. The “Proposed Labor & Material Rate Price”, Cell E375 is missing cell E215 in the formula for calculating the total price of the AGR CLINs.

1) Will the Attachment J-4 Pricing Workbook be revised to correct the formula error identified above?Attachment J-4 has been revised to include cell E215 in the formula in E375.
21Solicitation Attachment J-1Section C of the RFP 1.1 states “Category I NAVSEA FY19 Standard Items through CHG 4 identified under Attachment J-1 are applicable to all items without further reference. Category II NAVSEA FY19 Standard Items through CHG 2 are applicable when invoked and/or referenced in individual work items specified in Attachment J-1.”

Pages 1 through 3 (index) of the J-1 attachment are not consistent with the guidance given in section C. The J-1 attachment (Index) only lists up to FY19 CH-3 for CAT I Standard Items and up to FY19 CH-3 for CAT II Standard Items. Additionally the individual work items in J-1 call out FY19 Standard Items (no Change listed).

This causes confusion when dealing with 009-32 Requirements (as one example). The requirements may have significant price differences based on the Change that is being used.

Please provide clarification as to what Standard Items including Changes (for CAT I and CAT II) are applicable to each item of the J-1. Attachment J-1 has been revised to align with, “Category I NAVSEA FY19 Standard Items through CHG 4 identified under Attachment J-1 are applicable to all items without further reference. Category II NAVSEA FY19 Standard Items through CHG 2 are applicable when invoked and/or referenced in individual work items specified in Attachment J-1.”

Please contact Michael Ravnitzky, michael.ravnitzky@navy.mil, LT Michelle Wogu, michelle.wogu@navy.mil, and Martha Bello, martha.bello@navy.mil to request the Attachment.

24 437-21-001 Work Item 437-21-001 “Radar Tank Level Indicating (TLI) System; repair” Paragraph 1.3.1 identifies, “Quantity (One EA), Indicator, Radar Tank Level, MFR: The Ohmart Corp., MFR ID: VE202309, APL 38A040026” Paragraph 4.1 states, “Known Source for Radar TLI: Naval Automation Group (NAG) LLC, 2511 Walmer Ave, Suite B, Norfolk, VA 23513-2604, Phone: (757) 852-3998, Fax: (757) 852-9007” In accordance with NAG, the known source vendor provided in paragraph 4.1, the assembly identified paragraph 1.3.1 is obsolete. NAG states that there is a replacement for the obsolete machinery, but they will need additional information in order to provide a quote.

Please provide sufficient information for NAG to ascertain the correct replacement TLI part number and manufacturer or provide the new TLI as GFM. This work item has been revised in Errata 2.
