SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
Section M - Evaluation Factors for Award
1.0 GENERAL
The Government intends to award a single Fixed-Price contract to the offeror whose proposal represents the Best
Value to the Government after evaluation in accordance with the evaluation factors below. The USS RUSHMORE
(LSD 47) FY19 DSRA shall be competed on a coast-wide basis (West Coast).
Offerors are advised that the Government intends to make award on the basis of initial proposals without conducting discussions with Offerors, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary (see paragraph (f)(4) of FAR 52.215-1). Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint. Statements and representations made in the Offeror’s proposal may be subject to verification by other sources or through an onsite survey by Navy evaluators.
Offerors are advised that the Government will not evaluate any proposal information not contained within the body of the proposal. Letters of transmittal and/or cover letters that forward the proposal to the Government are not considered part of the body of the proposal.
2.0 BASIS OF AWARD
The Government will make a source selection using the Value Adjusted Total Evaluated Price Tradeoff (VATEP) approach. Award shall be made to the technically acceptable offeror, who is deemed responsible in accordance with
FAR 9.104, who offers the lowest evaluated price proposal.
In order to make a Best Value determination, the Government will evaluate the two (2) non-price factors for acceptability and the offeror’s total evaluated price as described in FAR 15.404. The factors are:
Non- Price Factors
Factor 1: Eligibility Factor
Factor 2: Schedule & Resource Capacity
Price Factor
Factor 3: Price
EVALUATION FACTORS
Factor 1 – Eligibility Factor:
Basis of Evaluation - The objective of this factor is to determine whether the offeror has ownership or committed access to a pier capable of berthing the USS RUSHMORE (LSD 47) at time of contract award.
The Government will assess the offeror’s eligibility using the Eligibility Criteria Data Sheet provided in Attachment
S-5 of the solicitation.
In order to be considered eligible for award, the offeror must:
Have a letter signed by the Principal identifying and confirming ownership or committed access (in the form of a letter signed by the subcontractor identifying and confirming committed access) to a pier capable of berthing the USS RUSHMORE (LSD 47) and a dry-dock capable of docking the USS RUSHMORE
(LSD 47) at time of contract award.
Evidence that offeror holds a Master Ship Repair Agreement or submit documentation for MSRA
Equivalency.
Factor 2 – Schedule & Resource Capacity:
1. The objective of this factor is to evaluate the offeror's response to the Section L requirements for this factor in order to:
Assess the offeror’s understanding of the resources required and the work sequencing necessary to successfully complete the Availability’s highly complex maintenance and modernization requirements.
The Offeror’s response will be evaluated to assess whether the offeror conveys a detailed and complete understanding of how to complete the technical requirements;
and
Assess the offeror’s plan to provide the resources, including personnel and facility resources, necessary to successfully complete the the Availability’s highly complex maintenance and modernization requirements.
The offeror will be evaluated on the completeness and reasonableness of the manpower curves and manpower resource plan and associated narrative. Information provided shall demonstrate a reasonable expectation of successful execution in accordancew with the solicitation requirements.
The offeror will be evaluated on the completeness and reasonableness of the personnel and facility information provided in response to this factor. Information provided shall demonstrate a reasonable expectation of successful execution. The offeror must clearly demonstrate that it has access to the required facilities required to execute the Availability. Additionally, the offeror will be evaluated on its ability to resolve resource issues as a result the award of other outstaning proposals. Information provided shall demonstrate a reasonable expectation of successful execution.
Ratings
The ratings will be based on what is contained or referenced in the proposal, not on information obtained from other sources. Standards have been established to provide the same set of values for all evaluators. The objectives of using these standards are to promote uniformity in evaluation and to aid in the comparison and understanding of the evaluation results. The standards are set as follows:
Factors 1 & 2 –
For Factors 1 & 2, the adjectival rating reflects whether the information submitted in response to Factors 1 & 2 meet or do not meet the minimum requirements through an assessment of the proposal. The evaluation will identify any deficiencies in offeror’s proposals. Adjectival ratings for Factors 1 & 2 are as follows:
Adjectival Ratings for Factors 1 & 2
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Factor 3 - Price
The Government will analyze price proposals in accordance with FAR 15.404 using the information contained in
Attachment J-4. Although award will be made based on an offeror’s total evaluated price, a price proposal that is found unreasonable and/or unbalanced may be rejected. The Government will review the offeror’s CLIN and Work
Item prices for the USS RUSHMORE (LSD 47) DSRA to identify any significant disparities that may indicate a lack of understanding of contract requirements.
Total evaluated price shall be calculated by adding:
The price of the basic contract line item numbers (CLIN) (this amount shall match the total price of all work items), The price of all option CLINs, The price of all Growth Reservation CLINS (Base and Option), The evaluated price of the Extension day Rates and Labor Rate and Material Burden Rates
If applicable, the Value Adjusted Trade Off schedule adjustment, If applicable, the value of the inter-port differential (as identified in Section L of this solicitation)
The Growth Reservation CLINs price, Evaluated Extension day price, Labor and Material Burden Rate New Work
Evaluated Price shall be calculated in the following manner:
Growth Reservation CLINs (Base and Option)
1. Multiply the proposed labor rate in Cell B3 by the number of hours associated with the specific Growth
Reservation CLIN in attachment J-4 to yield the total labor price for that CLIN.
2. Multiply the material burden rate proposed by the dollar value of material associated with the specific Growth
Reservation CLIN in attachment J-4 to yield the burdened material price for that CLIN.
3. Attachment J-4 will add the sum of labor hour and material dollar price to find the total price for each Growth
Reservation CLIN.
Evaluated Extension Day Price
1. Multiply the proposed daily rate by the number of days associated with that rate (for each extension type included in attachment J-4) to yield the evaluated price for that daily extension type.
2. Attachment J-4 will add the sum of daily extension price types to find the total price for Evaluated Extension
Days.
Evaluated Labor Rate and Material Burden Rate for New Work Price
1. Multiply the proposed labor rate by the number of hours associated with the specific New Work Labor hours in attachment J-4 to yield the labor price for New Work.
2. Multiply the material burden rate proposed by the dollar value of material dollars associated with New Work in attachment J-4 to yield the burdened material price for New Work.
3. Attachment J-4 will add the sum of labor hour and material dollar price to find the Evaluated Labor and Material
Burden Rate New Work Price
Offerors are advised that the number of Extension days and the number of labor hours and the material dollar value for the Labor and Material Burden New Work Rates are for evaluation purposes only.
Inter-port Differential - The inter-port differential must be included in all offers and is calculated using foreseeable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel.
The following chart provides the values to be included in all offerors’ price proposals to determine the offeror’s total evaluated price. Additionally, the Navy has included an Inter-port Differential Reduction for “Days Completed
Early” as proposed in Attachment J-3:
Location*
Differential
Inter-port Differential Reduction for
“Days Completed Early” stated in
Attachment J-3
Portland, OR $5,036,240 -$3,555
San Diego, CA $64,887 -$174
Seattle, WA $5,072,185 -$9,616
*Offeror’s whose location is not listed in the above inter-port differential table shall submit a bidder’s question requesting an inter-port differential be calculated for the location of the offeror’s proposed place of performance for the USS RUSHMORE (LSD 47) FY19 DSRA.
A Government Provided Dock Differential shall be proposed for offerors that are relying on the Government to supply the required dock space. The following chart provides the value to be included in all San Diego, CA based offerors price proposals to determine the offeror’s total evaluated price. Additionally, the Navy has included an
Dock Differential Reduction for “Fewer Dock Days Proposed” as proposed in Attachment J-3. If applicable, include the value for the Government provided dock differential as follows:
Location Differential Differential
Reduction for
“Fewer Dock Days
Proposed” stated in Attachment J-3
San Diego, CA $3,758,340 $17,982
Value Adjusted Total Evaluated Price Tradeoff (VATEP) Schedule Adjustment
The Navy would obtain additional value, in terms of additional Operational Availability, should the USS
RUSHMORE (LSD 47) FY19 DSRA Availability complete early to its no-later-than completion date. Therefore, the
Navy has included a VATEP price adjustment to incorporate this additional value into its price evaluation. The
VATEP schedule adjustment shall be calculated by multiplying “Days Completed Early” value found in Attachment
J-3 by the VATEP schedule adjustment factor, which is -$67,134 per day. Any adjustment will be incorporated into the resultant contract via Attachment J-3.
Subcontracting Plan – The plan will be evaluated in accordance with FAR clause 19.704 and must meet all of the criteria to be considered Acceptable.
